Taking strong exception to the alleged inaction of the police in an extortion case involving a head constable of the CBCID, the Allahabad High Court has directed the Additional Director General of Police (ADG), Varanasi, to appear in person before the court and submit a personal affidavit detailing the progress of the investigation.
The division bench comprising Justice Ajay Bhanot and Justice Garima Prashad, while hearing a petition filed by Randhir Singh, a CBCID head constable, and another petitioner, ordered the ADG to personally monitor the probe regularly and ensure that the investigation proceeds without bias or delay.
The next hearing in the case has been scheduled for December 10, 2025.
According to the FIR, the petitioners allegedly forcibly took 40 blank signed cheques and five blank signed papers from the complainant.
These cheques were later encashed and repeatedly presented to extort money from the informant by allegedly dragging him into continuous litigation.
The court noted that despite earlier directions, the police department failed to provide any instructions or updates to the state counsel regarding the progress of the case.
Earlier, on September 25, the court had granted temporary protection from arrest to Randhir Singh, while asking the state counsel to obtain detailed instructions from the police.
However, no response was submitted within the stipulated time.
In its latest order dated October 8, the court expressed dissatisfaction over the lack of cooperation by the police, observing:
Prima facie, it appears that the petitioner exercises considerable influence over the investigating authorities, and the police seem to be shielding him by failing to provide the required instructions to the government advocate.”
Taking a serious view of the matter, the bench stated that the court was “constrained to summon” the ADG, Varanasi, to appear personally and file an affidavit detailing the progress of the probe.
The High Court also directed that the ADG must personally oversee and monitor the investigation to ensure fairness and accountability.
