Allahabad High Court Warns Basic Education Officials Over Non-Compliance on Shiksha Mitra Honorarium

Prayagraj: The Allahabad High Court has pulled up Uttar Pradesh’s Basic Education Department for not complying with its earlier directions to consider increasing the honorarium of Shiksha Mitras. Justice Neeraj Tiwari, hearing a contempt petition filed by Vivekanand of Varanasi (represented by advocate Satendra Chandra Tripathi), ordered the department to either file a proper compliance affidavit or have four senior officials appear in person on 11 September for possible contempt proceedings.

The Court noted that it had previously granted the State Government three months to constitute a committee and take a decision on raising the Shiksha Mitras’ honorarium.

Although the order had been communicated to departmental authorities, the Court observed that no effective compliance had been made, prompting the present contempt plea.

Identifying accountability at the top, the Court directed the following officers to ensure compliance or appear personally:

  • The Director General, School Education / Project Director, Samagra Shiksha (… Verma)
  • The Director, Basic Education, Pratap Singh Baghel
  • The Secretary, Basic Shiksha Board, Surendra Kumar Tiwari
  • The Additional Chief Secretary (Basic Education), Deepak Kumar

During earlier proceedings, the respondents had sought one additional month via affidavit. The Court has now made it clear that a compliance affidavit must be filed within the time allowed; failing which, all four officers must be present in court on the next date to face contempt action.

The bench underlined that directions concerning Shiksha Mitra honorarium were to be treated with utmost seriousness, and that willful delay or disregard of the Court’s order would invite strict consequences.
