ECI Reports Strong Progress in Bihar’s Special Intensive Revision of Electoral Rolls; Over 1.69 Crore Forms Received So Far

The Election Commission of India (ECI) on Sunday announced that the initial phase of the Special Intensive Revision (SIR) of electoral rolls in Bihar is nearing completion.

The large-scale voter verification and update drive, launched as part of efforts to ensure a more accurate and inclusive electoral roll, has been witnessing robust participation from voters, government officials, and community volunteers across the state.

 

In an official statement, the ECI shared encouraging statistics about the progress of the drive. As of 6:00 PM on July 6, authorities had received over 1.69 crore Enumeration Forms from electors, which amounts to 21.46% of the state’s total 7.90 crore registered voters.

What’s particularly notable is that more than 65 lakh of these forms were submitted within 24 hours, reflecting a surge in public engagement as the deadline approaches.

With 19 days remaining until the final date for form submission — July 25, 2025 — officials remain highly optimistic that the campaign will achieve its objective of complete voter coverage. The strong response is being interpreted as a sign of growing civic awareness and trust in the electoral process.

Meanwhile, the uploading and digitization of submitted forms are progressing simultaneously. Approximately 7.25% of all collected forms have already been digitized and uploaded to the central system.

Voters are also being encouraged to submit their completed forms electronically through digital platforms, including the ECINET App and the official portal of the Election Commission of India, providing an additional level of accessibility and convenience.

 

 

To support this mammoth revision effort, the state has deployed a well-coordinated workforce. A total of 77,895 Booth Level Officers (BLOs) have been conducting rigorous door-to-door visits to assist voters with filling out the necessary forms, verifying information, and even capturing live photographs to streamline the identification process.

To accelerate progress and reach remote or underserved regions, an additional 20,603 BLOs are currently being inducted into the campaign.

In parallel, nearly 4 lakh volunteers have joined hands with the electoral authorities. These volunteers — a mix of government employees, National Cadet Corps (NCC) cadets, and National Service Scheme (NSS) members — are playing a pivotal role in helping senior citizens, persons with disabilities, and other vulnerable groups complete the electoral formalities with ease and dignity.

The revision exercise is being conducted strictly by the SIR guidelines issued on June 24, 2025. As per the timeline laid out in the guidelines, the draft electoral rolls — incorporating the changes and additions made through forms submitted on or before the July 25 deadline — will be published on August 1.

Following this, voters will be given an opportunity to raise claims and objections in case of any discrepancies, allowing for further corrections before finalizing the voter list.

The entire operation is being managed under the close supervision of a detailed administrative structure. This includes 239 Electoral Registration Officers (EROs), 963 Assistant Electoral Registration Officers (AEROs), and 38 District Election Officers (DEOs), all reporting to the Chief Electoral Officer (CEO) of Bihar.

In addition, the campaign is receiving support from 1.54 lakh Booth Level Agents (BLAs) representing various political parties, who are facilitating voter awareness and ensuring transparency in the process.

 

 

As the revision enters its final stretch, ECI officials have reiterated the importance of public cooperation. All eligible citizens have been urged to participate actively and submit their forms at the earliest to help maintain a clean, comprehensive, and up-to-date electoral roll.

The Commission emphasized that a robust voter list is foundational to the democratic process and ensures free and fair elections in the state.
