UP Forms High-Powered Economic Advisory Group to Drive $1 Trillion Economy Vision

In a bold step towards reshaping Uttar Pradesh’s economic future, the Yogi Adityanath-led BJP government has constituted an independent 15-member Economic Advisory Group (EAG), modeled on the Economic Advisory Council to the Prime Minister (EAC-PM).

The group, established on June 18, 2025, will remain active until June 2027, strategically aligning with the timeline of the state’s next Assembly elections.

The initiative underscores CM Yogi Adityanath’s ambitious vision to position Uttar Pradesh as a $1 trillion economy and project a “transformed UP” before the completion of his second term in office.

With this, the state aims to leverage expert guidance, bridge the gap between government and industry, and build a roadmap that sustains growth in every sector.


Vision Behind the Group

Chief Minister Yogi Adityanath has consistently emphasized that development and governance must move hand in hand with expertise and innovation.

The EAG is a manifestation of this vision—bringing together sectoral experts from diverse industries to chart out transformative policies, recommend strategic reforms, and create an ecosystem for investments and job creation.

According to K V Raju, Advisor to the CM on economic matters and a part-time member of the EAC-PM, “Any state or country should be open to taking suggestions from specialists for good governance.

This Economic Advisory Group is a step in that direction, where experts volunteer to work with the state to accelerate its economic development.”

The state government began informal consultations with experts as early as February 2025. Encouraged by their inputs, CM Adityanath formally extended invitations to constitute this visionary panel of advisors.


First Milestone: The July 12 Presentation

The group held its first formal meeting with the Chief Minister on July 12, 2025. During the session, sectoral experts presented ideas such as:

  • Projecting UP’s migrant workforce as “Brand Ambassadors” of the state’s talent across India and abroad.
  • Launching an IT Mission to generate jobs and prevent brain drain.
  • Developing an ecosystem for specialized food products, tapping into the state’s agro-diversity and traditional food chains.

Officials highlighted how UP’s vast migrant population is both a symbol of resilience and a vital economic engine. Data suggests that:

  • 2.5 lakh painters from Eastern UP are working across India and abroad.
  • 2 lakh carpenters from districts like Sambhal and Saharanpur have carved a niche for their craftsmanship.
  • A steady stream of masons, crane drivers, health workers, and others form the backbone of construction and service industries nationwide.

The migration trend also reflects in connectivity: there are 28 flights weekly between Lucknow and Bengaluru, many booked months in advance—testimony to UP’s workforce mobility and demand.

The EAG boasts an impressive line-up of industry leaders, technocrats, and academicians who bring decades of expertise:

  • TV Mohandas Pai – Chairman of Aarin Capital, former CFO of Infosys (Education Sector).
  • Prof. Nachiketa Tiwari, IIT Kanpur – Group Coordinator.
  • Vineet Rai – Founder & Chairman, Avishkar Group (Agriculture).
  • Manish Sabharwal – Co-founder, Team Lease Services (Labour & Employment).
  • Hanmantrao Ramdas Gaikwad – Chairman, Bharat Vikas Group (Labour & Employment).
  • Aakash Minda – Chairman, Minda Group (Automobile Industry).
  • Subbarao Puvuluri – Founder, Anantha Technologies & President, Indian Satcom Association (Space Sector).
  • Jayant Patil – Senior Executive, Larsen & Toubro (Defence).
  • Amit Kalyani – Vice-Chairman, Bharat Forge Limited (Defence Investments).

  • Anil Bhardwaj – MSME Sector.

Working Structure and Future Roadmap

The experts will serve voluntarily, with the government covering only travel and accommodation during their visits. Monthly meetings are scheduled, ensuring continuous engagement and a dynamic flow of ideas.

According to Alok Kumar, Principal Secretary of the Planning Department (the nodal agency for EAG), each member has begun customizing recommendations for their specific industries, which will help in sector-focused reforms.

The panel is also exploring how to:

  • Strengthen MSMEs and expand export opportunities.
  • Boost defense and semiconductor investments in UP.
  • Leverage IT and education to turn UP into a knowledge hub.
  • Promote medical technology and healthcare innovation.

UP’s Future Under CM Yogi Adityanath

Over the past eight years, Uttar Pradesh has witnessed a remarkable transformation in infrastructure, law and order, digital governance, and industrial investment. The EAG’s creation adds a new dimension—intellectual capital and expert-driven policymaking.

By 2027, the Adityanath government hopes to:

  • Position UP as a major hub for global manufacturing and services.
  • Elevate its agriculture, defense, automobile, and IT sectors to national leadership.
  • Showcase a balanced model of growth—rooted in tradition (folk industries, migrants’ skills, agriculture) yet driven by cutting-edge technology (semiconductors, space, smart cities).

The Economic Advisory Group is not just a consultative body—it is a symbol of Uttar Pradesh’s aspirations to align with Prime Minister Narendra Modi’s vision of a $5 trillion Indian economy, with UP contributing a substantial share.


In essence, the Yogi government has set the foundation for Uttar Pradesh to rise as a model state in India’s growth story—where expertise meets governance, and vision translates into action.
