UP Government to Develop ₹125-Crore Multi-Storey ‘Flatted’ Factory in Greater Noida to Boost MSMEs
In a significant move aimed at enhancing the industrial ecosystem for micro, small, and medium enterprises (MSMEs), the Government of Uttar Pradesh has announced the development of a modern multi-storey factory complex in Greater Noida.
With an estimated investment of ₹125 crore, the ambitious project — termed a “flatted factory” — is being undertaken by the Yamuna Expressway Industrial Development Authority (YEIDA) in Sector 28 of Greater Noida.
This initiative is part of the state’s broader vision to provide cost-effective and infrastructure-rich industrial spaces for MSMEs, a sector that is widely regarded as the backbone of the Indian economy and a major driver of employment and local entrepreneurship.
Concept and Infrastructure of the Flatted Factory
The concept of a flatted factory refers to the creation of shared multi-level factory spaces, similar in design to apartment buildings, where small manufacturing units and service-based industries can operate under a single roof.
This model is particularly suited to MSMEs, which often face challenges in acquiring and developing land, managing utilities, and maintaining security infrastructure.
The proposed complex will span over 38,665 square metres, comprising a basement, ground floor, and three additional floors. The design and development will adhere to green building standards, integrating energy-efficient construction practices and sustainable environmental features.
Shared Facilities to Reduce Costs and Boost Efficiency
A senior official from YEIDA elaborated on the project, stating, “The idea is to provide state-of-the-art infrastructure and a plug-and-play environment to MSME units. This shared ecosystem will significantly reduce the initial capital expenditure and ongoing operational costs for businesses.”
The factory complex will come equipped with:
- Internal water and power supply lines
- Fire safety systems compliant with national safety codes
- HVAC systems to ensure climate control and ventilation
- Passenger and freight elevators to aid vertical mobility
- Advanced security infrastructure, including CCTV surveillance, access control systems, and 24/7 monitoring
Additionally, internal roads, sewage systems, stormwater drainage, landscaped green areas, and adequate parking facilities will be provided to enhance convenience and operational fluidity for industrial units.
Strategic Connectivity and Future Expansion
The project’s location has been carefully selected for its logistical advantages. The complex will be connected by 24-metre and 30-metre-wide roads, ensuring seamless access to major highways and transport corridors, thereby facilitating the easy movement of raw materials and finished goods.
Officials also mentioned that land adjacent to the project site has been earmarked for future expansion, allowing for scalability as demand grows. A separate support complex is also planned to cater to auxiliary needs of the industrial units, which could include warehousing, small office spaces, or additional utility services.
Execution Model and Timeline
The flat factory will be developed under the EPC model — Engineering, Procurement, and Construction — which ensures a streamlined, single-window project execution. To ensure quality and reliability, the project will also include a three-year defect liability period post-completion.
The preliminary survey and master planning activities are currently underway, with a project timeline of two years for completion. Officials expressed confidence that the project would be ready to welcome its first batch of units by the end of the stipulated period.
Economic and Employment Impact
With Uttar Pradesh already home to one of India’s largest MSME sectors, this initiative is expected to significantly bolster industrial productivity in the region. Not only is the project poised to attract new domestic and international investments, but it will also serve as a vital engine for employment generation in the National Capital Region (NCR).
“The infrastructure is being built with a future-ready approach, and by enabling rapid setup and streamlined operations, we aim to reduce the cost burdens faced by small-scale entrepreneurs. This project has the potential to create thousands of direct and indirect job opportunities,” the official added.
Government’s Broader Industrial Push
The flat factory model aligns with the Uttar Pradesh government’s ongoing commitment to boost industrialisation, support MSMEs, and improve the ease of doing business in the state.
In recent years, the state has taken proactive steps in offering policy incentives, improving digital governance, and developing dedicated industrial corridors such as the Yamuna Expressway and Jewar Airport Zone.
