Prime Minister Narendra Modi’s visit to Mauritius saw the signing of multiple Memorandums of Understanding (MoUs), reinforcing economic collaboration and strategic cooperation between the two nations. These agreements span various sectors, including currency settlement, water management, and maritime security, further deepening bilateral relations.

Among the notable agreements, the Central Bank of Mauritius and the Reserve Bank of India signed an MoU establishing a Local Currency Settlement System. This initiative aims to facilitate seamless financial transactions between the two countries. Additionally, a Credit Facility Agreement was finalized between the Government of Mauritius and the State Bank of India to support infrastructure projects under the Central Water Authority’s Pipe Replacement Programme.

On the diplomatic front, the Institute of Foreign Service of India and the Ministry of Foreign Affairs, Regional Integration, and International Trade of Mauritius signed an MoU to enhance training programs for diplomats. Maritime security cooperation was also strengthened with a Technical Agreement between the Indian Navy and the Mauritius Police Force, enabling the sharing of White Shipping Information.

In financial crime enforcement, an MoU between Mauritius’ Financial Crimes Commission and India’s Enforcement Directorate was signed to bolster collaboration in combating illicit financial activities. Further boosting economic cooperation, the Ministry of Industry, SMEs, and Cooperatives of Mauritius partnered with India’s Ministry of Micro, Small, and Medium Enterprises to promote small business development through joint initiatives.

Public administration and governance were also key areas of focus. An MoU was signed between the Ministry of Public Service and Administrative Reforms of Mauritius and India’s National Centre for Good Governance, aiming to enhance administrative efficiency through training programs for public officials. Additionally, a partnership between the Indian National Centre for Ocean Information Services and Mauritius’ Department for Continental Shelf, Maritime Zones Administration, and Exploration was established to advance maritime research and resource management.

Prime Minister Modi reaffirmed India’s role as a strong development partner by inaugurating the Civil Service College and an Area Health Centre in Mauritius—both constructed with grant assistance from India.

India’s Global Development Initiatives

Beyond Mauritius, India has actively contributed to global infrastructure and development projects under PM Modi’s leadership. In Bhutan, India played a key role in the construction of the Gyaltsuen Jetsun Pema Wangchuck Mother and Child Hospital, completed in two phases (2019 and 2024), which offers specialized maternal and child healthcare.

In Bangladesh, major projects were launched in 2023, including the Akhaura-Agartala Cross-Border Rail Link, the Khulna-Mongla Port Rail Line, and Unit II of the Maitree Super Thermal Power Plant. Similarly, in Nepal, India contributed to strengthening regional connectivity by supporting the launch of the Jayanagar-Kurtha broad-gauge railway in 2022.

In Seychelles, India played a significant role in constructing the Magistrates’ Court building in Victoria, inaugurated in 2021, marking the country’s first Indian-assisted infrastructure project. A year earlier, in 2020, India also supported the development of the new Supreme Court building in Mauritius, inaugurated via video conference.

India’s past development contributions include several high-impact projects, such as the Metro Express project and New ENT Hospital in Mauritius (2019), the Afghan-India Friendship Dam (2016), the Jaffna Cultural Centre in Sri Lanka (2015), and the Afghan Parliament Building (2015). These efforts highlight India’s commitment to fostering global partnerships and supporting economic growth through infrastructure and strategic collaboration. (ANI
