PRAYAGRAJ: In a major crackdown on fraudulent recruitment practices, the Vigilance Department has filed a case against 48 individuals, including the former Deputy Secretary of the Service Selection Board, three District Education Officers (DIOs), ten principals, eight managers, and the former Sugarcane Officer of Muzaffarnagar.
The case pertains to appointments made in aided colleges across Sambhal, Balrampur, and Muzaffarnagar using fake selection panels.
The allegations suggest that bogus panels were created to secure appointments for certain candidates in different colleges, bypassing the legitimate recruitment process. Vigilance Inspector Havaldar Singh filed the complaint.
The state administration had directed Vigilance Prayagraj in May 2023 to conduct a thorough probe. The investigation revealed that the recruitment of graduate teachers had been advertised in 2013.
While many candidates were not selected through the official process, they were still appointed via fraudulent adjustment panels. Key players in this malpractice included the DIOs, assistant clerks, managers, and principals. These candidates received salaries for several years based on fake appointment letters.
How the Fraud Took Place
The investigation revealed that during the recruitment process, the Secondary Education Service Selection Board in Prayagraj initially uploads the list of selected and adjusted candidates to its official website.
The respective District Education Officer then receives the panel via registered mail and official email. It is the responsibility of the District Education Officer to verify the authenticity of the panel. However, in this case, fraud was committed, and 23 candidates were appointed illegally.
Appointments Granted Without Qualification
It was discovered that candidates Vivek Kumar Shukla, Rajkumar, and Vikas Tiwari were sent appointment letters to assume duties at Barla Inter College, Muzaffarnagar, without proper verification.
The candidates had applied for Graduate Science, Graduate Hindi, and Graduate Social Science posts, respectively.
The then District Education Officer, Gajendra Kumar, along with Assistant Clerk Pramod Kumar Sharma, facilitated these appointments without the candidates having cleared the requisite examinations. The investigation confirmed that these appointments were made through fraudulent panels.
Loss to the Government Exchequer of ₹36,43,144
According to the FIR, the former District Education Officer of Muzaffarnagar, Govind Ram, Assistant Clerk Pawan Pal, and Arvind Kumar were also found culpable.
The inquiry revealed that most of the adjustment panels were signed by the former Deputy Secretary of the Service Selection Board, Naval Kishore.
Had the District Education Officer of Sambhal verified the authenticity of these panels, a loss of ₹36,43,144 to the government could have been prevented. Additionally, candidates, including Deepika Singh, Amit Kumar Srivastava, Sanjay Kumar Dubey, and Mrityunjay Yada, were also allowed to assume posts unlawfully.

Cases have been registered against several principals and managers for their involvement:

- Nityanand Shukla and Principal Om Prakash of Rehra Bazar BPS Inter College, Balrampur
- Sanjay Tiwari and Principal Hari Prakash Verma of DAV Inter College, Balrampur
- Principal Radheshyam Pandey of Tulshipur Swatantra Bharat Inter College, Balrampur
- Guru Prasad Tiwari, Principal of Balrampur MPP Inter College
- Atul Kumar Singh and Principal Maniram Tiwari of Ramshankar Bhartiya Inter College, Mathura Bazaar, Balrampur
- Shakeel Ahmed and Principal Rajesh Kumar Singh of Pachpedwa Lokmanya Tilak Inter College, Balrampur
- Salil Singh alias Titu and Principal Ashok Kumar Pandey of Tulshipur Basant Lal Inter College, Balrampur
- Former Sugarcane Officer Ranjit Singh Kushwaha, Balrampur
- Former District Education Officer Gajendra Kumar, Amroha
- District Education Officer and Assistant Clerk Pramod Kumar Sharma, Muzaffarnagar
Other Individuals Named in FIR
The FIR also names several candidates and others allegedly involved in receiving appointments through fraudulent means, including Vivek Kumar, Rajkumar, Priyanka Mishra, Vikas Tiwari, Amit Kumar Srivastava, Sanjay Kumar Dubey, Deepika Singh, Mrityunjay Yadav, Jitendra Kumar Kushwaha, Shilpi Kesari, Kalpana Maurya, Mitesh Kumar Yadav, Santosh Kumar Chandra, Rajkumar Dubey, Dharmendra Mishra, Sanga Tomar, Kumari Prem Lata, Manoj Kumar Singh, Priyanka Mishra, Rajbali, and Ankit Srivastava, among others.
This high-profile case exposes the extent of corruption and manipulation within the teacher recruitment system and highlights the urgent need for stricter oversight and accountability in the education sector.
