India Expresses Deep Concern Over Civilian Casualties in Lebanon, Calls for Respect for Sovereignty Amid Israel–Iran Tensions
In a carefully calibrated diplomatic statement, India has expressed “deep concern” over the rising number of civilian casualties in Lebanon amid continuing Israeli military strikes, signalling an effort to maintain strategic balance in its relations with both Israel and Iran.
The statement reflects New Delhi’s emphasis on adherence to international law, protection of civilians, and respect for sovereignty and territorial integrity of nations, at a time when tensions in the Middle East threaten to destabilise an already fragile ceasefire framework involving the United States and Iran.
The statement was issued on Friday by Randhir Jaiswal, spokesperson of the Ministry of External Affairs, who highlighted India’s serious concern over the humanitarian impact of the ongoing conflict in Lebanon.
“We are deeply concerned by reports of a large number of civilian casualties in Lebanon,” Jaiswal said, underlining India’s long-standing position that protection of civilian lives must remain a top priority in conflict situations.
He reiterated that observance of international law and respect for sovereignty and territorial integrity are essential principles that must guide all parties involved in the conflict.
Diplomatic Balancing Between Israel and Iran
India’s latest remarks are being viewed as a significant diplomatic move, especially since New Delhi’s position has often been perceived as supportive of Israel following the escalation of conflict in Gaza in 2023.
The Israeli military campaign later expanded into Lebanon, targeting positions linked to Hezbollah, an organisation that has long received political and military backing from Iran.
By expressing concern over civilian casualties and emphasising the importance of sovereignty, India appears to be attempting to maintain equilibrium in its diplomatic engagements with both Israel and Iran.

Strategic Importance of the Strait of Hormuz
India’s economic and strategic interests are closely linked with stability in the Gulf region, particularly the reopening and secure functioning of the Strait of Hormuz, one of the world’s most critical maritime trade routes. The strait, which is under significant influence of Iran, serves as a key transit corridor for global energy supplies.
Reports indicate that eight Indian vessels have transited through the Strait of Hormuz in the past six weeks, highlighting India’s reliance on uninterrupted maritime routes for trade and energy imports. Any disruption in the region could impact global oil prices as well as India’s economic stability.
Support to Indian Nationals in the Region
India has also been actively assisting its citizens located in affected areas.
According to official data, the Embassy of India in Tehran has facilitated the movement of 2,180 Indian nationals from Iran to neighbouring countries such as Armenia and Azerbaijan for onward travel to India.
Among those assisted are 981 Indian students and 657 fishermen, reflecting the scale of India’s evacuation and support efforts amid regional tensions.
Additionally, India’s diplomatic mission in Lebanon is maintaining close contact with the Indian community to ensure their safety.
Approximately 2,000 Indian nationals are currently residing in Lebanon, many of whom are closely monitoring the evolving security situation.
India’s Role in UN Peacekeeping Mission
India has also highlighted its long-standing contribution to peacekeeping efforts in Lebanon through its participation in the United Nations Interim Force in Lebanon (UNIFIL).
India currently has more than 600 troops deployed as part of the UN peacekeeping contingent tasked with maintaining stability along the Israel-Lebanon border.
As a troop-contributing nation, India has expressed concern that the recent escalation in violence could undermine peace efforts and further destabilise the region.
Ceasefire Complications and Ongoing Conflict
The situation in Lebanon has become more complex following reports that Israeli forces carried out one of the largest attacks of the ongoing conflict shortly after a ceasefire announcement involving the United States and Iran.
According to reports, more than 250 Lebanese civilians were killed in intensified bombardment within hours of the truce declaration.
Iran has maintained that the ceasefire understanding should extend to Lebanon, a position that initially received support from Pakistan, which has attempted to facilitate dialogue between the United States and Iran.
However, both Israel and the United States have indicated that Lebanon is not covered under the US-Iran ceasefire framework.
In a possible shift in diplomatic approach, Israel has indicated willingness to open separate negotiations with the Lebanese government aimed at ending hostilities and addressing the issue of Hezbollah’s armed presence.
