Jaishankar Calls Out Terrorism at SCO Summit, Sends Strong Message to Pakistan in Presence of China

In a powerful address at the Shanghai Cooperation Organisation (#SCO) Foreign Ministers Summit held in Beijing, India’s External Affairs Minister Dr. S. Jaishankar delivered a firm and direct message on the global threat of terrorism — an issue that continues to plague South Asia.

Without explicitly naming Pakistan, Jaishankar made it abundantly clear that India will not tolerate terrorism in any form and will act decisively against those who perpetrate or support such acts.

Jaishankar, while speaking in the presence of representatives from China, Russia, and Pakistan — all member states of the SCO — categorically declared that terrorism, separatism, and extremism are the “three demons” that must be jointly confronted and defeated by the international community.

A Direct Response to the Pahalgam Terror Attack

Referring to the recent terror attack in Pahalgam, Jammu and Kashmir, which left several innocent people dead and many injured, Dr. Jaishankar emphasized that the act was not random but deliberate and strategic, aimed at sabotaging the growing tourism-based economy in the region and inciting religious and social divisions.

He condemned the attackers’ intentions and reiterated India’s unwavering resolve to confront and neutralize such threats.

“This wasn’t just an act of violence — it was an attack on the very fabric of #Kashmir’s social and economic revival,” Jaishankar said. “It was carried out to destabilize peace and prosperity in Jammu and Kashmir and to spread communal hatred.”

India’s Global Stand Against Terrorism

Citing the foundational objectives of the SCO, Dr. Jaishankar reminded member nations that the very purpose of the organisation is to combat terrorism, separatism, and extremism — the same forces that endanger regional stability.

“#Terrorism continues to remain the gravest threat to global peace,” he stated. “It is essential that the SCO remains anchored to its founding principles and shows zero tolerance for terrorism in any form, irrespective of who commits it or where it occurs.”

Jaishankar pointed out that several SCO members also hold seats at the United Nations Security Council (#UNSC) and that the UNSC had unequivocally condemned the Pahalgam attack.

Quoting the Council’s resolution, he highlighted that the perpetrators, organisers, sponsors, and financiers of such crimes must be held accountable and brought to justice — a call India has heeded with determination.

“We have taken decisive action since the attack,” Jaishankar affirmed. “And let me be clear — we will continue to take firm steps to ensure that such acts do not go unpunished.”

A Warning Against State-Sponsored Terrorism

While Jaishankar refrained from naming Pakistan directly, his remarks left little ambiguity. In the context of cross-border terrorism and state-sponsored extremist activities, his words were aimed at countries that use terrorism as a tool of foreign policy.

“Support for terror — whether through arms, training, financing, or political shelter — must be rejected globally. There can be no justification, no sympathy, and certainly no space for double standards on terrorism,” he said.

On Global Disorder and Geopolitical Tensions

Dr. Jaishankar also addressed broader international challenges, noting that the world today is grappling with unprecedented geopolitical instability. In recent years, he said, the international system has witnessed a rise in conflict, competition, and coercion — a situation that has led to rising uncertainty and economic stress.

“We are meeting at a time when the international system is in deep disarray,” he observed. “There is a visible increase in economic unpredictability, supply chain disruptions, and rising energy insecurity. The #SCO must work together to help stabilize the global order and de-risk geopolitical tensions.”

According to Jaishankar, addressing these overlapping crises — whether it’s terrorism, economic instability, or regional disputes — requires unity of purpose and a commitment to multilateralism, the very ideals that the SCO was founded upon.

India’s Leadership in Global Stability

With India taking a proactive role in global diplomacy, Jaishankar’s remarks highlight the country’s rising stature as a responsible power committed to peace and stability. His speech also reaffirmed India’s position as a leading voice in counterterrorism efforts, especially in forums like the United Nations, G20, and SCO.

“India will always stand for a rules-based global order, respect for sovereignty, and coordinated responses to common threats,” he said.
