Patna, September 27, 2025 – Prime Minister Narendra Modi on Friday inaugurated Bihar’s Mukhyamantri Mahila Rojgar Yojana via video conferencing, marking a major step towards women’s economic empowerment and self-employment in the state.

As part of the launch, the first installment of ₹10,000 each was directly transferred to the bank accounts of 75 lakh women, providing them with seed capital to begin income-generating ventures.

Speaking on the occasion, PM Modi said, “During this auspicious period of Navratri, I am privileged to share in the joy of women in Bihar.

So far, 75 lakh sisters have joined this scheme, and Rs 10,000 each has been credited directly to their accounts in one go.”

Under the scheme, one woman from every household receives ₹10,000 as initial financial support, with additional aid of up to ₹2 lakh contingent upon the success and growth of her enterprise. The first installment alone amounts to Rs 7,500 crore.

The Prime Minister did not hold back in criticizing previous governments, targeting the Congress at the Centre, saying, “Earlier, a Prime Minister admitted that despite their rule from Panchayats to Parliament, only 15 paise of every rupee actually reached the beneficiaries — the rest was siphoned off.

Today, when we transfer Rs 10,000, the full amount reaches your bank account.

Not a single rupee is lost. The money that was looted in the past was a grave injustice to you.”

PM Modi attributed the success of direct transfers to the government’s earlier initiatives in digital banking, highlighting the role of Jan Dhan accounts opened over a decade ago.

He said, “If we hadn’t opened 30 crore accounts for sisters and daughters under the Jan Dhan Yojna and linked them to mobile phones, it would not have been possible to send this money to millions of women today.”

Criticism of Past Misrule and Focus on Women’s Welfare

Taking a dig at the RJD, Modi stated that women in Bihar had suffered under the previous regime, saying, “During their rule, women bore the brunt of corruption and mismanagement.

Flood-affected mothers couldn’t reach hospitals, pregnant women lacked timely medical care, and families lived in fear.”

He added that younger generations may not recall the challenges faced during RJD rule, but older citizens remember the fear, unchecked Naxal violence, and unsafe conditions even for families of doctors and IAS officers.

PM Modi lauded the current administration under Chief Minister Nitish Kumar for restoring law and order, stating, “With Nitish ji’s leadership, daughters and sisters can now step out fearlessly, even late at night, to work or attend to daily life.”

The Prime Minister described himself and Nitish Kumar as “two brothers of the women of Bihar”, working jointly for their service, dignity, and prosperity.

Scheme Details and Impact

Modi emphasized that the Rs 10,000 acts as seed capital, and women who utilize it effectively can receive additional support of up to Rs 2 lakh to expand their ventures. He encouraged women to invest in areas such as:

  • Agriculture
  • Animal husbandry
  • Handicrafts
  • Tailoring and weaving
  • Small-scale businesses

He underlined that the scheme is not merely about financial transfers, but a step towards empowering women to achieve their dreams, enhance their families’ standard of living, and contribute to Bihar’s economic growth.

Training and guidance will also be provided to ensure effective utilization of the funds.

Chief Minister Nitish Kumar, who joined the event from Patna, announced that the next tranche of funds would be disbursed on October 3, 2025. Highlighting his government’s longstanding commitment to women’s empowerment, he cited measures such as:

  • 50% reservation for women in Panchayats (2006) and urban local bodies (2007)
  • 35% reservation for women in the police force (2013) and state government jobs (2016)
  • Support for self-help groups under the Jeevika initiative

Nitish Kumar criticized past governance, saying, “Previous governments did not prioritize women. During RJD’s rule, positions were often given only to family members.

We, on the other hand, work for all of Bihar. With the Prime Minister’s support, women must now stand tall and seize these opportunities.”

The Chief Minister expressed confidence that the beneficiaries would use the financial aid wisely, improving their family welfare while contributing to Bihar’s development.
