Rajeev Krishna Assumes Charge as UP’s Officiating DGP, Unveils 10-Point Plan for Police Reform

Newly appointed Director General of Police (DGP) Rajeev Krishna has outlined a comprehensive vision for law enforcement in Uttar Pradesh, stressing a firm approach to crime control and public safety.

Addressing the media on Monday, Krishna made it clear that there would be zero tolerance for crime and any attempts to disrupt law and order across the state.

A 1991-batch IPS officer, Krishna affirmed his commitment to upholding the rule of law and ensuring a peaceful environment, underscoring the importance of accountable, citizen-friendly policing.

He succeeds Prashant Kumar, a 1990-batch officer who retired on Saturday after serving as officiating DGP since February 2024.

10-Point Action Plan for a Modern Police Force

DGP Krishna introduced a ten-point action plan to enhance the functioning of the police department. This strategy includes structural reforms, improved public grievance redressal mechanisms, and technology-driven policing.

Key highlights of the plan include:

  1. Zero Tolerance to Crime: A proactive and coordinated crackdown on organised crime and criminal networks.
  2. Women’s Safety: Special emphasis on preventing crimes against women and fostering a secure environment to empower them socially and economically.
  3. Effective Grievance Redressal: A sensitive and timely approach to resolving citizens’ complaints, ensuring public trust in the police force.
  4. Cybercrime Mitigation: Continuous adaptation of modern strategies to combat the growing menace of cybercrime, which has escalated post-COVID.
  5. Citizen-Centric Services: Making police services more efficient, approachable, and responsive to meet public expectations.
  6. Police Welfare: Focusing on the well-being of police personnel to keep the force motivated and enhance performance.
  7. Utilisation of Officer Expertise: Mapping and deploying the unique skills of officers to strengthen specialized capabilities within the force.
  8. AI-Driven Efficiency: Introduction of Artificial Intelligence (AI)-based systems for improved data management, resource allocation, and operational transparency.
  9. Administrative Reforms: Addressing internal administrative issues that affect the morale and effectiveness of personnel.
  10. Institutional Learning: Emphasising ongoing learning and evaluation of daily decisions to promote adaptive governance and improved outcomes.

Background and Recent Roles

Before this appointment, Rajeev Krishna served as Director of Vigilance Establishment in UP Police and was also given additional charge as Chairperson of the Uttar Pradesh Police Recruitment and Promotion Board (UPPRPB) in February 2024.

In March, following the cancellation of the police constable recruitment exam due to a paper leak, Krishna was tasked with overseeing recruitment reforms in the department.

Krishna hails from Gautam Buddh Nagar and brings with him a reputation for integrity, strategic thinking, and administrative acumen.

His leadership marks a renewed push towards efficient, transparent, and citizen-oriented policing in Uttar Pradesh.
