UP Cabinet Approves Rozgar Mission to Generate 1 Lakh Domestic and 30,000 Overseas Jobs for Youth

In a significant push to tackle unemployment and expand global employment opportunities for its youth, the Uttar Pradesh Cabinet on Thursday approved the establishment of the Uttar Pradesh Rozgar Mission.

The initiative aims to facilitate 1 lakh job placements within India and 25,000 to 30,000 jobs abroad over the next year for young people from the state.

The decision was taken during a Cabinet meeting chaired by Chief Minister Yogi Adityanath. It was among 30 key proposals cleared by the state government, informed Finance and Parliamentary Affairs Minister Suresh Khanna.

A New Approach to Employment

Speaking to the media after the meeting, Labour and Employment Minister Anil Rajbhar explained that until now, the state supported unemployed youth primarily through job fairs (rozgar melas) and by connecting them with private companies.

However, with the launch of this mission, the state government will take a more direct role in job facilitation, both domestically and internationally.

“Earlier, for overseas employment, we had to depend on private Licensed Recruiting Agents (RAs).

But now, with the government securing its own RA license under this mission, we’ll be able to directly send skilled workers from UP to foreign job markets,” Rajbhar said.

He noted a growing international demand for skilled workers from Uttar Pradesh, especially in sectors like paramedical services, nursing, technical trades, and driving, and emphasized that the mission would tap into this global potential.

Organisational Structure

The Uttar Pradesh Rozgar Mission will be registered under the Societies Registration Act, 1860, and operate as a high-level employment body. Its framework includes:

  • Governing Council

  • State Steering Committee

  • State Executive Committee

  • State Programme Management Unit

  • District Executive Committees

These bodies will work in coordination to execute the mission’s objectives efficiently across the state.

Mission’s Core Functions

The Rozgar Mission will focus on a wide range of employment-oriented activities:

  • Conducting job demand surveys in both Indian and international markets

  • Creating a database of top recruiting companies and identifying their workforce needs

  • Mapping skill gaps and offering targeted training programs

  • Providing language instruction and pre-departure orientation for overseas placements

  • Offering career counselling, campus placements, and job matching services

  • Ensuring post-placement support and follow-up for successful integration

Labour Law Reforms for Women

In a parallel move, the Cabinet also approved amendments to labour regulations aimed at enhancing women’s participation in factory employment.

Until recently, women were barred from working in 29 hazardous industry categories. Four of these restrictions were lifted last December, and further revisions have now been made.

Minister Rajbhar pointed out that currently, only 5% of factories in UP employ women, and excluding Noida, that number drops to around 1%. “With technological progress and our commitment to women’s empowerment, it has become necessary to modernize these outdated norms,” he said.

These changes, he added, align with the state’s broader economic vision of becoming a $1 trillion economy, where inclusive workforce participation is seen as key to growth.

The Uttar Pradesh Rozgar Mission represents a comprehensive effort to bridge employment gaps, empower the youth, and project UP as a hub of skilled manpower, both nationally and globally.
