UP Cabinet Clears Major Reforms: Senior Citizens to Get Pensions Delivered at Home, Big Relief in Rent Agreements, and Cancellation of the Greater Noida–Ballia Expressway
The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, has approved several key decisions aimed at improving public convenience, simplifying administrative processes, and reducing legal disputes.
The Cabinet meeting on Friday cleared a series of proposals, including home-delivered old-age pensions through Family ID, massive reductions in rent agreement fees, and a final decision to scrap the proposed Greater Noida–Ballia eight-lane expressway project.
Senior Citizens Will Receive Pensions Without Visiting Offices
In a significant move designed to eliminate the need for elderly citizens to make repeated visits to government offices, the UP Cabinet has approved an automated, doorstep-based pension approval system.
Under the Family ID – Ek Parivar Ek Pahchan initiative, the list of eligible beneficiaries for the National Old Age Pension Scheme will now be generated automatically. This list will be sent directly to the Social Welfare Department’s portal.
- Currently, 67.5 lakh elderly citizens receive ₹1,000 per month.
- With the new digital mechanism, an additional 8.25 lakh senior citizens will be brought under the scheme.
- Once identified, the Social Welfare Department will contact beneficiaries through phone calls, SMS, and WhatsApp to obtain consent.
- Beneficiaries will then verify their details and provide biometric authentication.
- Approval will be issued within 15 days, digitally signed by the designated officer.
- Pension funds will be deposited directly into Aadhaar-linked bank accounts through DBT.
- Beneficiaries will get confirmation messages via SMS.
This system will initially be launched as a pilot project in Gorakhpur, Ghaziabad, Hardoi, Kannauj, and Lalitpur.
Huge Relief in Rent Agreement Costs: 10-Year Registered Contract for Just ₹2,000
To reduce disputes between landlords and tenants, the Cabinet approved a major reduction in stamp duty and registration fees for rent agreements.
Under the new rules:
- A 1-year rent agreement can now be registered for ₹500.
- A 10-year rent agreement will cost only ₹2,000.
- The reduced charges are applicable for agreements with an annual rent of up to ₹10 lakh.
- Toll and mining leases are excluded from this relaxation.
Stamp, Court Fees, and Registration Minister Ravindra Jaiswal stated that these reforms will encourage legally registered rent agreements and significantly reduce conflicts between landlords and tenants.
Greater Noida–Ballia 8-Lane Expressway Project Cancelled
The Cabinet has decided to discontinue the proposed eight-lane expressway connecting Greater Noida to Ballia. The project was originally assigned to JP Ganga Infrastructure Corporation Limited and aimed to connect NCR with eastern UP.
However, UPIDA concluded that existing major expressways already serve this purpose, including:
- Yamuna Expressway
- Agra–Lucknow Expressway
- Purvanchal Expressway
- Ganga Expressway
With these corridors fully functional, the government believes the earlier objective has been achieved, making the new expressway unnecessary.
These decisions underline the UP government’s push toward digital governance, reduction of public burden, and efficient infrastructure planning.
By making essential services more accessible and reducing legal complications, the Cabinet aims to deliver smoother governance and improved ease of living for the people of the state.
