UP DGP Rajeev Krishna Reviews Statewide Policing Priorities; Sets Targets for Cybercrime Control, Road Safety, and Women’s Security
Uttar Pradesh Director General of Police (DGP) Rajeev Krishna on Monday chaired a high-level review meeting at police headquarters, assessing the performance of key policing initiatives, including the Integrated Grievance Redressal System (IGRS), cybercrime units, the Zero Fatality District programme, and Mission Shakti centres dedicated to women’s safety.
Senior police leadership from across the state—ADGs, IGs, district police chiefs, and commissioners—participated in the meeting through video conferencing.
The session opened with a detailed presentation on the major recommendations of the recently concluded DGP/IGP Conference held in Raipur, Chhattisgarh.
DGP Krishna shared the “Strategic Vision of Policing” articulated by Prime Minister Narendra Modi and the Union Home Minister and issued instructions for its timely and effective implementation across Uttar Pradesh.
Focus on Citizen-Centric Policing
Emphasising the need for prompt and high-quality public service delivery, the DGP directed that grievances must be resolved at the police outpost level with sensitivity and full transparency.
He stressed that every complaint should be addressed in a result-oriented manner and that accountability of outpost in-charges must be clearly defined and enforced.
Cybercrime Control: Increasing Efficiency and Targets
Reviewing the state’s performance against cybercrime, Krishna noted that systematic police action, capacity building, and training had contributed to improving the lien percentage (the rate of freezing or blocking illegally obtained funds) from 17% to 24% between September 1 and December 7.
He directed all districts to:
• Monitor complaints on the NCRP portal every 30 minutes across all three shifts.
• Aim to push the lien percentage beyond 40% in the coming month.
• Accelerate the use of technical tools such as IMEI blocking and disabling fake mobile numbers to make digital fraud increasingly difficult and costly for offenders.
Road Safety: Progress Under Zero Fatality District Initiative
The DGP expressed satisfaction that the Zero Fatality District action plan had successfully reduced road accidents by 15% between November 7 and December 7.
Recognising resource gaps in some districts, he directed that NHAI PRV vehicles be deployed for enhanced patrolling along state and national highways to improve accident prevention efforts.
Mission Shakti: Strengthening Outreach and Sensitivity
On women’s safety under Mission Shakti, Krishna instructed that constables and field officers regularly visit both rural and urban neighbourhoods to inform women about available services, counselling facilities, and assistance mechanisms.
He emphasised that police personnel must demonstrate empathy and sensitivity throughout the grievance-handling process, while strengthening coordination with counsellors, District Legal Services Authorities (DLSA), and assessment teams.
Crackdown on Organised Crime
The DGP ordered strict legal action against individuals involved in cow smuggling, cyber fraud, and other organised criminal activities.
He directed officers to follow the financial trails of such offenders to uncover broader networks, dismantle their operations, and neutralise their economic foundations.
Additionally, Krishna announced that a revised inspection proforma for gazetted officers would soon be issued to improve the quality, depth, and effectiveness of inspections.
Reiterating the state’s zero-tolerance policy on crime, he instructed all units to ensure firm, consistent, and legally robust action against offenders.
