UP Government Orders SIT Probe into Killing of Two HPCL Biogas Plant Officials in Badaun; Security Tightened and Police Action Initiated

Lucknow/Badaun: In response to the shocking killing of two senior personnel at a Hindustan Petroleum Corporation Limited (HPCL) compressed biogas facility in Badaun district, Uttar Pradesh Chief Minister Yogi Adityanath on Saturday ordered the formation of a Special Investigation Team (SIT) to conduct an extensive and comprehensive investigation into the incident.

The murders took place inside the premises of the HPCL biogas plant located in Saijni village, sending shockwaves across the region and raising concerns about security at industrial establishments.

The Chief Minister announced that the inquiry panel would be led by the Divisional Commissioner of Bareilly, who will supervise the probe and ensure that all aspects of the case are carefully examined.

Administrative Action Following the Incident

The directive for a high-level investigation came shortly after major administrative changes in the district police leadership.

On Friday, Badaun Senior Superintendent of Police (SSP) Brajesh Kumar Singh was transferred from his position. He has now been posted as Superintendent of Police (Logistics) in Lucknow.

In his place, Ankita Sharma, who previously served as Superintendent of Police in Kasganj, has been appointed as the new SSP of Badaun.

Officials indicated that the reshuffle was part of the government’s effort to ensure accountability and maintain effective law enforcement following the incident.

Police Personnel Suspended

The state government also initiated disciplinary action against local police officials for their alleged failure to respond adequately to earlier warnings.

Musajhag police station’s Station House Officer (SHO) Ajay Kumar and Sub-Inspector Dharmendra Kumar were suspended for reportedly neglecting a complaint filed earlier by one of the victims.

The complaint had been lodged by Sudhir Gupta (55), the Deputy General Manager of the HPCL biogas plant, who had expressed concerns regarding threats and tensions involving a local supplier. Gupta later became one of the victims of the fatal attack.

Victims and Alleged Motive

The victims of the shooting were Sudhir Gupta, the plant’s Deputy General Manager, and Harshit Mishra (34), an Assistant Manager working at the facility. Both were shot dead inside the plant premises in what investigators believe was a targeted attack.

Police have arrested the alleged shooter, Ajay Pratap Singh, who previously worked with the plant as a supplier of agricultural residue and crop stubble, which is used as raw material in the production of compressed biogas.

According to preliminary findings, Singh had been blacklisted by the plant management, allegedly after disputes regarding his supply operations.

Investigators believe the accused harboured resentment after being barred from supplying biomass to the facility, and this grievance may have led to the violent act.

Authorities are currently examining the sequence of events to determine whether the attack was premeditated and whether any other individuals may have been involved.

SIT to Examine All Possible Angles

In a message shared on the social media platform X, Chief Minister Yogi Adityanath stated that the state government had already taken swift and decisive action following the incident.

He said the SIT has been instructed to conduct a thorough and impartial investigation, scrutinising every possible dimension of the case.

The team will examine whether there were security lapses, negligence by authorities, or indications of a wider conspiracy behind the killings.

The Chief Minister emphasised that anyone found responsible—either through direct involvement or through failure of duty—would face strict legal consequences.

He reiterated that the state administration follows a zero-tolerance policy toward criminal activities, and the government remains committed to ensuring that justice is delivered without delay.

Security Measures Strengthened

Following the incident, a heavy police deployment has been arranged at the biogas plant to reassure employees and maintain law and order at the industrial site. Authorities are also monitoring the situation closely to prevent any further disturbance.

Acting on the Chief Minister’s instructions, a permanent police outpost has been established near the facility. Officials say the step aims to enhance security for workers and safeguard critical infrastructure connected to the energy sector.

Government Expresses Sympathy

Chief Minister Adityanath also expressed deep sorrow over the loss of lives and extended his condolences to the bereaved families.

In his statement, he assured that the state government stands firmly with the families of the victims and will make every effort to ensure that the perpetrators are held accountable.

The SIT investigation is expected to submit its findings after examining witness statements, forensic evidence, and the sequence of events leading up to the attack.
