UP Government Rolls Out Landmark Cashless Healthcare Plan for Teachers and School Staff
In a significant boost to welfare measures in Uttar Pradesh, the state Cabinet on Thursday cleared a comprehensive healthcare scheme that will offer cashless hospital treatment to nearly 15 lakh teachers, non-teaching employees, and their dependent family members linked to the Basic and Secondary Education Departments.
The initiative, approved in a Cabinet meeting chaired by Chief Minister Yogi Adityanath, will allow beneficiaries to receive free inpatient medical care at government hospitals as well as selected private hospitals, similar to the structure of the Ayushman Bharat health insurance programme.
The total financial commitment for the scheme is estimated at around ₹448 crore.
Finance and Parliamentary Affairs Minister Suresh Kumar Khanna said the proposal had been formally approved following the Chief Minister’s announcement of the plan on Teachers’ Day in 2025.
Political observers see the move as both a welfare-driven initiative and a strategic step ahead of key electoral milestones, including the 2027 Uttar Pradesh Assembly elections and the upcoming polls for six seats in the Legislative Council under Teachers’ Constituencies, where educators form the electorate.
Coverage Under Secondary Education Department
The scheme will include teachers and staff working in aided institutions under the Secondary Education Department, vocational subject specialists, honorary teachers, and educators in institutions recognised by the Secondary Education Council and the Sanskrit Education Council.
It will also extend to teachers in self-financed institutions recognised by these councils, as well as vocational experts working on an honorarium basis in government and aided schools.
Their dependent family members will be covered as well.
Secondary Education Minister Gulab Devi said this group includes more than 2.97 lakh beneficiaries, with an expected annual cost of ₹89.25 crore.
Coverage Under Basic Education Department
The benefits will also apply to teachers, Shiksha Mitras, special educators, and instructors working in schools operated or recognised by the Basic Education Council, including aided and self-financed institutions.
Additionally, wardens and both full-time and part-time teachers of Kasturba Gandhi Balika Vidyalayas, along with cooks working under the Pradhan Mantri Poshan Yojana, will be included, along with their dependents.
Basic Education Minister Sandeep Singh stated that over 11.95 lakh teachers and staff associated with the Basic Education Council will benefit.
The annual expenditure for this category is projected at ₹358.61 crore, with the average yearly insurance premium estimated at ab,000 per employee.
Hospitals and Treatment Framework
Officials confirmed that cashless treatment will be available at government hospitals and private facilities empanelled under the State Agency for Comprehensive Health and Integrated Services (SACHIS).
Medical costs will follow the rates prescribed under the Pradhan Mantri Jan Arogya Yojana and the guidelines of the National Health Authority.
Teachers working in self-financed but recognised institutions will be brought under the scheme after proper verification. For this purpose, district-level committees will be set up, led by the District Inspector of Schools and the Basic Education Officer.
Exclusions
The state government clarified that employees and dependents who are already covered under any other central or state-sponsored health scheme — including the Pradhan Mantri Jan Arogya Yojana or the Chief Minister Jan Arogya Abhiyan — will not be eligible for this new benefit.
Minister Khanna also informed that a total of 32 proposals were presented before the Cabinet during the meeting, out of which 30 received approval.
