UP Voters Get Direct Line to Democracy: ‘Book-a-Call with BLO’ Facility Rolled Out Ahead of Final Electoral Roll




Lucknow: In a major push to make the electoral process more accessible and transparent, voters in Uttar Pradesh can now directly connect with their Booth Level Officers (BLOs) through a newly launched ‘Book-a-Call with a BLO’ facility.
The initiative is aimed at helping electors resolve issues related to the electoral roll well before its final publication, scheduled for March 6.
The move comes after the publication of the draft electoral roll on January 6, following the second phase of the Election Commission’s Special Intensive Revision (SIR) exercise.
The revision process led to the exclusion of 2.89 crore voters, while 12.55 crore electors were retained in the draft list.
Voters have been given time till February 6 to file claims and objections.
How the New Facility Works
According to the Election Commission of India (ECI), the new system allows voters to schedule a phone call with their respective BLOs to seek guidance or clarification on matters such as:
- Inclusion of a new name
- Deletion of incorrect or duplicate entries
- Correction of personal details
The service is available on the official ECI portal voters.eci.gov.in and through the ECINET mobile application.
After logging in using a registered mobile number—or completing a fresh registration via OTP—voters can book a call by entering their EPIC number or reference number.
Alternatively, they may provide basic details such as state, district, assembly constituency, and booth number. Once booked, the concerned BLO is expected to contact the voter within 48 hours.
Appeal to Voters
Uttar Pradesh’s Chief Electoral Officer Navdeep Rinwa has urged voters to actively use the facility, especially during the ongoing SIR process.
He emphasised that timely verification and correction of details would help ensure an accurate and credible final voter list.
Why the Revision Matters
The draft roll has revealed a significant reshaping of Uttar Pradesh’s electorate. The total number of voters has dropped by nearly 19%, from 15.44 crore to 12.55 crore. Officials attributed the deletions to multiple reasons:
- 14.06% voters marked as absent or shifted
- 1.65% found to be enrolled at multiple locations
- 2.99% confirmed as deceased
Additionally, 1.04 crore voters on the draft list are set to receive notices as their voter mapping has not yet been completed.
Role of Political Parties
As per the daily SIR bulletin issued by the UP CEO, political parties have deployed Booth-Level Agents (BLAs) to assist citizens in filing claims (Form 6) and objections (Form 7). So far, 1,334 claims and objections have been submitted by national and state parties.
Among national parties, the ruling Bharatiya Janata Party (BJP) has filed the highest number of claims—1,214, all seeking inclusion of names. The main opposition, Samajwadi Party (S), submitted 82 claims and objections.
The Indian National Congress and Bahujan Samaj Party (BSP) have filed 19 claims each, all for inclusion. No political party has so far sought the exclusion of any voter.
Notably, the Aam Aadmi Party, CPI(M), and Apna Dal (S)—despite being active in the state and having deployed BLAs—have not submitted any claims or objections yet.
Citizens Step Forward
Beyond political parties, public participation has also been significant. Since the publication of the draft rolls, 32,290 claims and objections have been received directly from individual voters seeking inclusion in the electoral roll.
With the ‘Book-a-Call with BLO’ facility now live, election officials hope more voters will proactively verify their details, ensuring that no eligible citizen is left out when Uttar Pradesh goes to the polls next.
