UP’s Pre-Election Budget Focuses on Core Development, AI Empowerment, Women’s Safety, and Farmer Welfare
In its final budget presented ahead of next year’s Assembly elections, the Uttar Pradesh government has chosen to prioritise fundamental development over populist electoral promises.
While continuing to strengthen law and order, the budget also aims to attract women through safety initiatives and a scooter scheme, empower youth through artificial intelligence programs, and support farmers by allocating a substantial share of resources to agriculture and rural growth.
The total budget outlay stands at ₹9.12 lakh crore, with the government placing greater emphasis on implementing existing schemes rather than launching new ones.
As a result, allocations for new schemes amount to ₹43,565.33 crore, which is about 4.7% of the total budget.
Out of the total, ₹6.64 lakh crore has been earmarked for revenue expenditure, while ₹2.48 lakh crore is allocated for capital expenditure. Of this, ₹1.77 lakh crore will be used for asset creation and employment generation.
Key Infrastructure and Development Allocations
- ₹400 crore has been allocated for the North-South Corridor project.
- ₹34,468 crore is set aside for roads and bridges.
- ₹27,103 crore has been proposed for infrastructure and industrial development, reflecting a 13% increase from last year.
AI and Youth Empowerment
The government has allocated ₹225 crore for an AI Mission and introduced a new scheme to establish a Cyber Security Operations Centre with a provision of ₹95 crore.
Additionally, ₹400 crore has been proposed for a scooter scheme aimed at meritorious female students.
Cashless Healthcare Initiative
The budget provides for cashless medical treatment up to ₹5 lakh for teachers and staff of council schools, non-teaching personnel, contractual workers, and teachers of aided secondary schools.
Chief Minister’s Statement
Chief Minister Yogi Adityanath highlighted that Uttar Pradesh’s budget has tripled over the past nine years.
He stated that no new taxes have been imposed and the state’s debt burden has been reduced. He reiterated the goal of transforming Uttar Pradesh into a $1-trillion economy by 2029–30, attributing the progress to leadership-driven governance reforms.
Sector-Wise Allocations
Health
About 6% of the total budget has been allocated to the health sector, with ₹37,956 crore set aside for medical, health, and family welfare services—an increase of 15% over last year.
Industry
The government has proposed ₹27,103 crore for infrastructure and industrial development, with plans to establish integrated industrial centres in all 75 districts.
Law and Order
To strengthen public safety, ₹44,145.77 crore has been allocated—an increase of ₹3,277 crore compared to the previous year. Significant funds have also been earmarked for residential and non-residential facilities for police personnel.
Infrastructure Expansion
Nearly ₹94,000 crore will be spent on urban and rural roads, bridges, and related infrastructure. Plans also include constructing helipads in all tehsils and blocks, along with improved facilities and guest houses in major religious cities.
