Uttar Pradesh Charts a High-Growth Path: Cabinet Clears Semiconductor Push, Jobs Drive, World-Class Education and Healthcare Projects

Lucknow: In a series of far-reaching decisions signalling Uttar Pradesh’s growing confidence as an investment and innovation hub, the Uttar Pradesh Cabinet on Tuesday approved a landmark proposal under the Semiconductor Policy, 2024, aimed at attracting mega investments and generating large-scale employment.

The policy enables the state to extend special, customised incentives to companies investing ₹3,000 crore or more, underlining the government’s intent to compete with global manufacturing destinations.

Briefing the media after the Cabinet meeting, Finance and Parliamentary Affairs Minister Suresh Khanna said semiconductor manufacturing is witnessing rapid expansion worldwide, particularly in countries such as the United States, Japan, Taiwan and across Europe.

“Uttar Pradesh is positioning itself to be part of this global value chain by offering a competitive and investor-friendly ecosystem,” he said.

Under the newly approved framework, semiconductor units setting up operations in the state will be eligible for a comprehensive package of incentives.

These include interest subsidies, reimbursement of employee costs, exemption from net State GST for 10 years, and 100% Employees’ Provident Fund reimbursement for Uttar Pradesh domiciles—up to ₹2,000 per month per employee.

In addition, companies will benefit from concessional water charges and electricity tariff relief of ₹2 per unit for a decade, significantly reducing operational costs and improving long-term viability.

Industrial Development Minister Nand Gopal Gupta said the policy is already showing results. “As many as 21 companies have commenced investments in the current financial year itself.

These projects will not only create substantial direct employment but also spur indirect job creation across ancillary industries, services and logistics,” he said, adding that the momentum reflects growing investor trust in the state’s industrial roadmap.

Beyond industry, the Cabinet also took steps to strengthen governance, sports administration, education and healthcare—pillars of long-term development.

Amendments were approved to the recruitment rules for regional sports officers in the Sports Department.

Of the 18 sanctioned posts, two-thirds (12) will now be filled through promotion to ensure administrative continuity, while one-third (six) will be reserved for international medal-winning athletes from the Olympics, Asian Games and Commonwealth Games.

The move seeks to blend bureaucratic experience with elite sporting expertise, giving athletes a direct role in shaping the state’s sports ecosystem.

In a major boost to higher education and criminal justice capacity, the Cabinet cleared the allotment of 50 acres of land free of cost for a campus of the National Forensic Sciences University in Varanasi.

Located in Raja Talab tehsil, the land will be transferred from the Animal Husbandry Department and leased for 99 years.

The proposed campus is expected to significantly strengthen education, research and technical skills in forensic science, cybercrime investigation and modern policing—areas of growing importance in an increasingly digital world.

Healthcare infrastructure in Varanasi is also set for a major upgrade. The Cabinet approved the establishment of a 500-bed multi-super speciality hospital at the site of the Shiv Prakash Gupta divisional district hospital.

According to Minister Khanna, the project will cost ₹315 crore and is slated for completion within four years.

Sixty per cent of the funding will be provided by the Centre, with the remaining share borne by the state government.

Once operational, the hospital will enhance access to advanced medical care for people not only from eastern Uttar Pradesh but also neighbouring regions.

Taken together, the Cabinet’s decisions reflect a clear and coherent vision: positioning Uttar Pradesh as a future-ready state with strong manufacturing capabilities, skilled human capital, modern institutions and robust social infrastructure.

From semiconductors to sports, forensics to frontline healthcare, the policy thrust underscores the state’s ambition to translate economic growth into broad-based prosperity.
