Uttar Pradesh Government Mandates Three-Month Deadline for Compassionate Appointments to Bereaved Families

 

Lucknow: In a significant administrative reform aimed at ensuring timely relief to families of deceased government employees, the Uttar Pradesh government has directed all department heads to grant compassionate appointments within a maximum period of three months.

The move comes after the state received numerous complaints regarding inordinate delays in providing jobs to eligible dependents under the deceased employee quota.

The directive was issued on Friday through a Government Order by Chief Secretary S.P. Goyal, instructing all departmental heads to strictly adhere to the prescribed timeline and dispose of pending cases in a transparent and time-bound manner.

Objective: Immediate Relief to Grieving Families

Under the Uttar Pradesh Recruitment of Dependents of Government Servants Dying in Harness Rules, 1974, compassionate appointments are intended to provide immediate financial assistance to families facing sudden hardship due to the untimely death of a government employee during service.

The core objective of the policy is to prevent families from falling into acute economic distress by offering one eligible dependent a government job on compassionate grounds.

However, the government has taken note of repeated deviations from the spirit and provisions of the 1974 Rules. In many instances, eligible families have faced unnecessary administrative delays, defeating the fundamental purpose of the scheme.

Delays Stretching Over a Decade

According to official sources, the Personnel Department has received several cases where compassionate appointments were not granted even after 12 to 13 years after the employee’s death. Such prolonged delays have caused immense financial and emotional strain to affected families.

As per existing rules:

  • Applications for compassionate appointment must be submitted at the local level within five years of the government employee’s death.
  • The competent authority is required to assess eligibility and take a decision accordingly.
  • In cases where five years have elapsed, approval from the state government is required.

Despite these clear provisions, many cases reportedly remained pending for years without resolution.

Three-Month Disposal Mandated

In the newly issued order, the Chief Secretary emphasized that all cases falling within the ambit of the 1974 Rules must now be resolved within a maximum period of three months.

Departments have been instructed to ensure that the process is handled in a fair, transparent, and accountable manner.

The government reiterated that compassionate appointments are not merely procedural formalities but humanitarian measures designed to provide urgent relief to bereaved families.

Any delay undermines the intent of the policy and exacerbates the hardship of affected dependents.

Strengthening Accountability

The latest directive is being viewed as an attempt to streamline administrative processes and restore faith in the system among government employees and their families.

By setting a strict three-month deadline, the state aims to eliminate bureaucratic delays and ensure that eligible dependents receive timely support.

Officials believe that prompt implementation of the order will reduce the backlog of long-pending cases and prevent similar delays in the future.
