Allahabad High Court Orders CCTV Probe After Lawyers’ Protest Disrupts Proceedings
PRAYAGRAJ: The Allahabad High Court has directed its registrar (protocol) to obtain CCTV footage and identify advocates allegedly involved in disrupting judicial proceedings, with Justice Deshwal describing their conduct as contemptuous and indicating that contempt proceedings should be initiated against those responsible.
The order was passed on Wednesday after a group of lawyers reportedly raised slogans and shouted in the corridor outside Court No. 66, interrupting proceedings.
The protest was said to be linked to a confrontation in Court No. 49 a day earlier, which a section of advocates considers an affront to the dignity of the legal profession.
Taking a serious view of the disturbance, Justice Deshwal observed that disagreements with a particular court could not justify obstructing the administration of justice or intimidating a judge through slogans and shouting.
The court emphasised that litigants approach the High Court in the hope of obtaining relief and should not be made to suffer because of disputes involving members of the legal fraternity.
It held that creating a disturbance outside one courtroom and affecting proceedings in another was wholly unjustified.
The registrar (protocol) has been asked to examine the CCTV recordings and establish the identities of the lawyers allegedly involved so that appropriate contempt action can follow.
Dispute over seating arrangement sparks lawyers’ protest
The controversy reportedly began on Monday when an advocate asked a senior police officer to move to a seat behind the front row of a courtroom. The incident was subsequently brought to the attention of Justice Ajay Bhanot by a state counsel.
According to the account submitted by the Allahabad High Court Bar Association, Justice Bhanot asked the advocate to apologise to the police officer.
The association alleges that the exchange left the lawyer feeling humiliated and prompted anger among a section of advocates.
The disagreement escalated on Tuesday, when lawyers allegedly damaged chairs in Court No. 49, where the original incident had occurred.
The protest continued on Wednesday, with advocates raising slogans in the corridor and disrupting proceedings in the neighbouring courtroom.
The developments have widened the dispute between sections of the Bar and the judiciary, with the conduct of advocates during court proceedings and the treatment of lawyers by judges emerging as central issues.
Bar Association threatens boycott of Justice Bhanot’s court
In a letter dated October 27, 2026, addressed to the Chief Justice through the Registrar General, the newly elected office-bearers of the Allahabad High Court Bar Association sought action over the alleged treatment of an advocate in Justice Bhanot’s courtroom.
The association claimed that the judge had established a practice of reserving a separate chair in the row behind the front seating area for police officers or other senior officials attending proceedings.
According to the letter, a superintendent of police was seated in the row behind the Additional Government Advocate (AGA) when an advocate politely asked the officer to move back, reportedly telling him, “Yeh aapki seat nahi hai” — meaning, “This is not your seat.”
The association alleged that the AGA rebuked the advocate and said he would raise the matter with the judge.
After Justice Bhanot arrived, the AGA reportedly complained about the lawyer, following which the judge allegedly pointed at him and spoke harshly, including an instruction that he be sent to jail.
The letter further claimed that when the advocate sought forgiveness, the judge directed him to apologise to the police officer. These allegations have been made by the association and have not been established as judicial findings.
Senior advocate also mentioned in complaint
The Bar Association’s letter also alleged that Justice Bhanot made mocking remarks about senior advocate V.P. Srivastava, who was present in the courtroom.
The association said the episode had adversely affected the dignity of advocates and called for the Chief Justice to intervene.
It demanded that the matter be examined and appropriate action taken. The letter warned that the association would boycott Justice Bhanot’s court if its concerns were not addressed.
The association also objected to the reported seating arrangement for police officers and other senior officials, questioning whether such a practice was appropriate in a courtroom.
In its letter, the association argued that respect between the Bench and the Bar was essential to the functioning of the justice system. It also included a strongly worded warning that perceived humiliation of lawyers could provoke further confrontation.
The letter was signed by the association’s newly elected president, Senior Advocate Dr C.P. Upadhyay, and general secretary Santosh Kumar Mishra.
Two separate issues now before the High Court
The developments have placed two related but distinct matters in focus: the Bar Association’s allegations concerning the treatment of an advocate in Justice Bhanot’s courtroom, and Justice Deshwal’s order to identify lawyers accused of disrupting judicial proceedings.
While the association is seeking action over what it describes as an affront to advocates’ dignity, the court has made clear that protests must not interfere with hearings or obstruct litigants seeking justice.
The CCTV review is expected to help establish who participated in the Wednesday disturbance. Any contempt proceedings would follow the applicable legal process.
The episode has renewed attention on the relationship between the Bench and the Bar and the need to resolve disagreements through institutional channels without disrupting the functioning of the courts.
