Major Agnipath Overhaul: All Agniveers Get Fresh Opportunity for Regular Armed Forces Jobs After Six Years
NEW DELHI: In a major revision of India’s military recruitment policy, the Union Cabinet on Wednesday approved a fresh opportunity for Agniveers to secure permanent positions in the Armed Forces, significantly expanding the scope of the four-year Agnipath recruitment programme.
Under the revised arrangement, the 25 per cent of Agniveers who qualify for regular enrolment on merit after their initial four-year engagement will continue to be absorbed as planned.
The remaining 75 per cent, who were previously required to leave the services at the end of their contractual tenure, will now be offered an additional two years of service.
At the conclusion of this extended engagement, they will have another opportunity to enter the regular cadre of the Army, Navy and Air Force.
Their enrolment will, however, depend on their willingness to continue and their performance against prescribed objective selection standards.
The provision therefore creates an additional route to permanent military service rather than guaranteeing automatic absorption.
Announcing the Cabinet’s decision in New Delhi, Chief of Defence Staff General NS Raja Subramani said the revised arrangement followed an extensive assessment of Agniveers’ performance during the past four years.
Feedback received from the three services and an evaluation of their operational contribution had helped shape the decision.
The military leadership believes the revised system will serve two objectives: preserving the relatively young age profile of the Armed Forces while retaining personnel who have acquired valuable military experience, practical skills and operational maturity.
General Subramani also announced improved financial benefits for those entering the additional two-year engagement.
Their remuneration will be increased, while those opting to leave after completing the extended period will receive an enhanced Seva Nidhi package.
Agnipath scheme introduced in June 2022
The latest decision represents a substantial change to the recruitment framework introduced by the government on June 14, 2022, when the Union Cabinet approved the Agnipath scheme for recruitment into the three services. The Ministry of Defence formally announced the programme on June 15, 2022.
Under the original arrangement, young recruits between the prescribed age limits were inducted for a four-year period and designated Agniveers.
The programme was designed to reduce the average age of military personnel, create a younger and more technologically capable fighting force, and provide military training and experience to a larger section of the country’s youth.
The original policy provided for the retention of only 25 per cent of each Agniveer batch in the regular Armed Forces after completion of four years, based on merit and organisational requirements.
The other 75 per cent were to return to civilian life with their training, experience and a Seva Nidhi exit package.
That arrangement has now been modified to provide the remaining personnel with another two years of military engagement before a second opportunity for regular enrolment.
First batches approach completion of four-year service
The policy revision comes at a crucial stage in the implementation of Agnipath, as the earliest recruits are approaching the end of their initial contractual service.
Different batches across the three services are completing their four-year commitments, with the first group of Indian Navy Agniveers due to finish their tenure this month.
The approaching exit of the initial batches had prompted discussions within the defence establishment about increasing the number of personnel who could continue serving beyond the original four-year period.
The three services had been examining the issue in consultation with the Department of Military Affairs, with proposals for a higher retention rate being communicated to the government on several occasions.
The Cabinet’s latest approval provides a revised career pathway for Agniveers and marks an important evolution in the country’s military manpower policy.
It also seeks to strike a balance between the original objective of maintaining a youthful force and the need to retain trained personnel with experience gained during their initial years of service.
