NMC Deregisters Four Doctors Linked to Delhi Blast Under UAPA Charges

The National Medical Commission (NMC), on Friday, struck off the names of four doctors allegedly connected to the November 10 Delhi explosion, barring them from practicing medicine with immediate effect.

The doctors — Muzaffar Ahmad, Adeel Ahmad Rather, Muzammil Ahmad Ganai, and Shaheen Shahid Ansari — had been charged under the Unlawful Activities (Prevention) Act (UAPA), prompting the decisive action.

While the first three were enlisted with the Jammu & Kashmir Medical Council, Shaheen Shahid Ansari held her registration under the Uttar Pradesh Medical Council.

Ordinarily, erasing a doctor’s name — whether temporarily or permanently — from the state medical register is considered the most severe disciplinary measure.

The standard procedure includes issuing a show-cause notice, a formal hearing by the state medical council, followed by an order.

The practitioner also retains the right to appeal before the NMC’s autonomous Ethics and Medical Registration Board.

In this instance, however, the directive originated directly from the NMC.

According to one of the orders:

“Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather, and Dr Muzamil Shakeel (Ganai), registered with the Jammu & Kashmir Medical Council, have been implicated in the case based on evidence collected by investigative authorities…

Such involvement is evidently at odds with the ethical conduct, integrity, and public confidence expected from members of the medical community…

The Jammu & Kashmir Medical Council has directed immediate cancellation of their registrations and removal of their names from the Medical Practitioners Register.”

Regarding Shaheen Saeed (Shahid), the NMC’s statement added:
“Dr Shaheen Saeed, registered with the Uttar Pradesh Medical Council, has been found associated with the said case through evidence gathered by investigating agencies…

Such conduct is fundamentally incompatible with the standards of ethical probity and public trust required of medical professionals… Consequently, her name is to be deleted from the IMR/NMR with immediate effect.”

Sources within the NMC noted that although at least one of the doctors had been working at Al Falah University in Faridabad, none of them were officially registered in Haryana.

Officials further explained that to practice in a different state, a doctor must generally secure a No Objection Certificate (NOC) from their original state council and then formally register with the medical council of the new state.

The doctors had obtained NOCs from the J&K Medical Council for out-of-state practice.

A specialist in medical registration procedures commented:
“Most states require that doctors be enrolled with their own state medical councils while practicing there.

It is the employing institution’s duty to verify such registrations before hiring.”
