UP Government Streamlines Project Approvals, Pushes Faster Clearances and Strong Financial Discipline
Uttar Pradesh Chief Minister Yogi Adityanath has issued major administrative reforms to accelerate project execution and ensure timely financial approvals across departments.
He directed that the current financial approval limit at the departmental minister level — which stands at ₹10 crore — be increased to ₹50 crore.
Projects costing between ₹50 crore and ₹150 crore will now require approval at the level of the Finance Minister, while those exceeding ₹150 crore will be cleared directly by the Chief Minister.
This restructuring aims to remove delays in funding decisions and speed up development work.
The Chief Minister also instructed that a State Guarantee Policy be implemented in Uttar Pradesh on the lines of the Central Government’s framework.
These directions were issued during a review meeting of the Finance Department on Friday.
He further mandated that all departments must get their annual action plans approved by April 15 under any circumstances.
It was also made clear that if the cost of any project increases by more than 15 percent, the department must seek fresh approval along with proper justification.
Timely Honorarium for Low-Paid Workers
The Chief Minister emphasized that honorariums for low-paid workers such as ASHA workers and Anganwadi staff must be credited to their bank accounts on the fixed date every month without fail.
For schemes that receive central funding, the state government should ensure timely payments from its own resources in the event of delays.
Third-Party Quality Audits by Premier Institutes
Highlighting the need for long-term maintenance of old infrastructure, the Chief Minister called for the creation of a corpus fund for building upkeep. He also directed that all major projects — including buildings, roads, bridges, sewer lines, and water supply pipelines — should undergo third-party quality audits by institutions such as IITs, NITs, and other state or government technical bodies.
UP Leads Nation in Capital Expenditure
In the financial year 2023–24, Uttar Pradesh recorded the highest capital expenditure in the country at ₹1,10,555 crore. Notably, the state spent more on capital works than the net public debt it raised, reflecting strong financial discipline.
With 9.39 percent of total expenditure allocated to investments, Uttar Pradesh secured the top position nationwide in development-focused spending.
