Uttar Pradesh Government Withholds Salaries of Over 68,000 Employees for Failing to Declare Assets on Manav Sampada Portal

Lucknow: In a major administrative crackdown aimed at strengthening transparency and accountability in public service, the Uttar Pradesh Government has withheld the salaries of more than 68,000 state employees who failed to disclose their movable and immovable assets within the stipulated deadline.
The development was confirmed by officials in Lucknow, who said the action followed repeated instructions to all state government employees to upload details of their assets acquired up to December 31, 2025, on the Manav Sampada Portal by January 31, 2026.
Employees who ignored the mandatory requirement were denied their January salaries, which were scheduled for release in February.
One of the Largest Compliance Drives in the State
The salary stoppage has affected staff across multiple departments, reflecting the government’s determination to enforce disclosure norms without exception.
Uttar Pradesh has over eight lakh government employees, and officials described the asset declaration initiative as one of the largest compliance exercises ever undertaken by the state administration.
Authorities stressed that the measure is not symbolic but a firm step toward curbing corruption and ensuring financial transparency among public servants.
Asset Disclosure Now a Service Condition
According to government orders, submitting asset details is no longer a routine formality—it is a binding condition of service.
Employees who fail to comply will face:
- Immediate withholding of salary
- Disqualification from promotion consideration
Senior officials clarified that Departmental Promotion Committees (DPCs) meeting after February 1, 2026, will not consider any officer or staff member whose asset information is missing or incomplete on the portal.
Additionally, persistent non-compliance will be recorded adversely in service records, potentially impacting future career prospects.
Chief Secretary’s Firm Instructions
The action follows a clear directive issued earlier by the state’s Chief Secretary, who instructed all departments to ensure strict enforcement of the asset disclosure policy.
The order specified:
- All movable and immovable properties acquired up to December 31, 2025, must be declared
- The deadline for online submission was January 31, 2026
- Failure would trigger automatic penalties through the digital system
The Manav Sampada portal, operational for asset disclosure since January 1, was designed to track compliance digitally, leaving little room for deadline extensions or manual leniency.
Officials said the automated system directly linked compliance to salary processing, ensuring immediate consequences for defaulters.
The government has indicated that further action may follow if employees continue to ignore the disclosure mandate.
