Trump Puts Russia Sanctions on Hold as Washington Assesses Risks to India and Global Fuel Supplies
Washington is pressing pause on a tougher sanctions strategy against Russia while assessing how far it could disrupt international energy markets and affect countries that continue to buy Russian oil and gas.
US Secretary of State Marco Rubio said Saturday that the administration needed time to evaluate the consequences, including for partners such as India, before determining the next steps.
Rubio’s comments come amid mounting uncertainty over energy supplies, with the war in Ukraine, the conflict involving Iran and attacks by Houthi forces on Saudi Arabia adding pressure to an already volatile market.
Speaking to journalists before he visited Uzbekistan and India, he said the administration had to consider how these developments interact, particularly as attacks on energy infrastructure and threats to supply routes can push prices higher across the world.
India’s position is among the concerns facing Washington. Rubio said New Delhi had broadened its energy sourcing but continued to rely significantly on Russian supplies, in part because a country cannot rapidly replace major suppliers.
He described India as an important partner of the United States and said officials needed time to work out how to apply pressure on Moscow without creating unnecessary economic or diplomatic complications for friendly nations.
The review follows President Donald Trump’s decision on Friday to suspend, for now, penalties that could have been imposed under the Lindsey Graham Act.
Trump signed the legislation about a month ago. Its provisions could expose India and four other leading buyers of Russian oil and gas to tariffs of up to 100%. The administration invoked the law’s waiver mechanism, citing national interests, and left the exemptions in effect until further notice.
The legislation provides the president with several tools to penalise Russia and countries that continue to support its energy trade.
In addition to tariffs of up to 100% on the five largest purchasers of Russian oil and gas, it permits duties of as much as 500% on Russian goods entering the US. Countries accused of helping Russia bypass oil-related sanctions could also face tariffs of up to 100%.
Financial restrictions form another part of the law. Russian banks and financial institutions, along with international partners doing business with them, could face additional sanctions intended to tighten economic pressure on the Kremlin and encourage an end to the Ukraine war.
The administration’s decision to delay action indicates that the potential costs of such measures are being weighed against their intended strategic benefits.
Domestic fuel prices are another factor in the timing of the decision. The Trump administration has been seeking to reduce energy costs for American consumers ahead of the November 3 midterm elections.
Any sharp rise in oil or diesel prices could have wider consequences for transport, industry and household spending, making the stability of fuel supplies a pressing economic concern.
Against this backdrop, Washington announced a contentious proposed diesel supply arrangement involving Russia last week. Under the reported plan, Moscow could supply five million tonnes of diesel to the United States and the wider global market in the months ahead.
The proposal has raised questions because it involves potential energy purchases from a country the US is simultaneously trying to pressure over its war in Ukraine.
Trump has linked the proposed arrangement directly to his effort to bring down fuel costs for American households. The administration must now reconcile its campaign to constrain Russia with the need to keep energy affordable and supplies stable.
The 60-day assessment period is expected to help Washington determine how to balance sanctions, global market pressures, and its relationships with countries such as India.
