Arunachal Border Tensions: ITBP Chief Confirms Ongoing Face-Offs with China

Shatrujeet Kapur’s remarks have triggered a political controversy, with Congress seeking clarification from the Centre as the government stresses established military and diplomatic channels for managing the LAC.

NEW DELHI: Continuing confrontations at multiple points along the India-China frontier in Arunachal Pradesh have come into sharper focus after Indo-Tibetan Border Police (ITBP) Director General Shatrujeet Kapur disclosed that face-offs in the state were continuing.

His remarks have prompted the Congress to demand an explanation from the Centre amid concerns over Chinese military activity near the border.

Speaking at an annual ceremony honouring ITBP personnel in Alwar, Rajasthan, on Thursday, Kapur said specially trained Shaurya Commando teams had performed effectively during confrontations at several locations in Arunachal Pradesh.

He did not publicly disclose the precise locations or provide details about the nature of the encounters.

The disclosure follows reports of heightened activity by China’s People’s Liberation Army (PLA) around Taksing in Upper Subansiri district.

India and China held Corps Commander-level discussions in September at the Wacha-Damai border personnel meeting point in Arunachal Pradesh, seeking to address issues along the frontier.

According to sources cited in the report, Indian troops continue to maintain a substantial presence in the area to prevent any escalation.

Centre acknowledges recurring disruptions along LAC

Responding to questions about the ITBP chief’s comments, Ministry of External Affairs spokesperson Randhir Jaiswal said the situation along the Line of Actual Control (LAC) periodically becomes unsettled when Chinese forces move away from established patrolling patterns.

Jaiswal said both countries continue to rely on existing diplomatic and military mechanisms to address unresolved border issues and prevent misunderstandings or miscalculations.

He added that the two sides had agreed to discuss ways to improve their understanding of the LAC in selected areas to strengthen border management.

The spokesperson did not provide specific details about the reported confrontations and referred questions on operational matters to the Ministry of Defence.

He reiterated that maintaining peace and stability along the frontier remains essential for the broader development of India-China relations.

Congress seeks answers from Modi government

The ITBP chief’s remarks drew a strong response from the Congress on Friday.

The Opposition party urged Prime Minister Narendra Modi and Home Minister Amit Shah to clarify reports that Chinese forces had restricted Indian troops from patrolling certain areas of Arunachal Pradesh.

In a statement on X, the Congress expressed concern that Chinese activity could be extending into additional areas of the northeastern state and called on the government to respond promptly.

The party invoked the 2020 Galwan Valley clashes while questioning whether a similar pattern of pressure was emerging along another part of the frontier.

The government has not, in the statements cited here, publicly confirmed the specific allegation that Indian troops have been prevented from patrolling particular locations.

The precise circumstances surrounding the ongoing face-offs therefore remain unclear.

ITBP plans to expand elite high-altitude units

Beyond the immediate border situation, Kapur outlined plans to build up the ITBP’s specialised Shaurya Commando units.

He said the force was moving towards creating a dedicated high-altitude combat capability suited to difficult mountain terrain, rather than relying on the guerrilla-warfare role associated with its earlier operational concept.

According to Kapur, one Shaurya Commando team has been established in each battalion, with two additional teams also formed.

The force intends to expand these units into full companies within its battalions and eventually establish a separate elite battalion focused on high-altitude operations.

He stressed that the ITBP must remain focused on its designated responsibility of guarding India’s border with China while developing capabilities suited to changing security challenges.

Drones and counter-drone technology to receive priority

Kapur identified unmanned aerial systems as a major component of the force’s modernisation programme.

He argued that drones can provide smaller forces with important operational advantages, including surveillance and the ability to challenge better-equipped opponents.

He said approximately 70 per cent of the ITBP’s Rs 400-crore modernisation allocation had been directed towards drones.

Drone platoons have been introduced in border-guarding battalions, personnel are being trained to operate the systems, and the force is also developing drones internally.

Kapur added that a separate modernisation programme estimated at Rs 3,500 crore to Rs 4,000 crore would include Rs 1,000 crore earmarked for drones.

He also emphasised the need to acquire counter-drone systems to protect personnel and installations from aerial threats.

Calls for broader weapons modernisation

The ITBP chief also pointed to the need to replace ageing weapons and equipment.

He observed that some personnel who had served for decades were still using weapons similar to those issued when they first joined the force, underlining the need for a more comprehensive upgrade.

His comments on drones, specialised mountain units and modern weaponry highlight the force’s efforts to prepare for a border environment increasingly shaped by technology and high-altitude operational demands.

With reports of continuing face-offs in Arunachal Pradesh and questions being raised over patrolling access, the immediate priority remains preventing further escalation.

Both New Delhi and Beijing have existing military and diplomatic channels for handling such disputes, but the latest developments have renewed political scrutiny of the situation along the frontier.
