RBI Expands Cybersecurity Infrastructure as Modi Flags Risks to India’s Digital Economy

New facilities inaugurated in Bhubaneswar aim to strengthen financial-system resilience, while the Prime Minister calls cyberattacks a growing threat and renews his criticism of the Congress’s banking legacy.

BHUBANESWAR: Protecting India’s rapidly expanding digital financial network has become a critical economic priority, Prime Minister Narendra Modi said on Sunday, warning that cyberattacks could inflict damage on a nation without a conventional military confrontation.

His remarks came at the inauguration of a new Reserve Bank of India (RBI) data centre and a cybersecurity training institute in Bhubaneswar.

The two facilities are intended to strengthen the technological backbone of the financial system and develop expertise to counter increasingly sophisticated digital attacks.

Modi argued that economic strength alone would not be sufficient if the systems supporting banking and digital payments remained vulnerable.

As more financial activity moves online, he said, protecting banking infrastructure against cybercriminals and hostile actors must become an integral part of national security.

The Prime Minister also stressed that defending financial institutions requires more than conventional security measures.

Banks and regulators need updated technology, stronger computing capabilities and specialists trained to recognise and respond to new forms of cyber threats. He presented the new training institute as part of that wider effort.

Banking priorities shift from access to reliability

Modi described financial inclusion as a major focus of the previous decade, when government initiatives sought to bring people without bank accounts into the formal financial system.

The next stage, he said, should concentrate on improving the quality, dependability and security of banking services.

He pointed to the need for powerful computing systems and resilient data infrastructure to support this transition.

With digital transactions becoming increasingly common, any disruption to critical systems could affect consumers, businesses and the wider economy.

The new RBI facilities are expected to contribute to the protection of essential financial operations, while specialised training could help prepare personnel to deal with emerging risks.

Their effectiveness will depend on how well the technology, training and operational safeguards are integrated into the banking system.

Prime Minister reopens debate over bad loans

The address also became an occasion for Modi to revisit the Congress’s record on banking.

He alleged that political influence over lending decisions before 2014 contributed to the accumulation of non-performing assets, leaving banks struggling with loans that borrowers failed to repay.

He described the earlier practice as “phone banking”, alleging that influential individuals could obtain substantial loans through political connections, while ordinary citizens faced greater hurdles in accessing credit and basic banking services.

Modi linked this pattern of lending to the financial stress experienced by banks and accused previous Congress-led governments of mishandling the sector.

These were political claims made during his address; the broader causes of bad loans have also involved lending practices, economic conditions and the financial health of borrowers.

The Prime Minister further questioned the impact of bank nationalisation under former Prime Minister Indira Gandhi.

He argued that, despite the stated intention of extending banking services to poorer sections of society, large numbers of people remained outside the formal system for decades.

Direct transfers and Jan Dhan accounts cited as evidence of change

Modi contrasted the earlier banking environment with the present system of direct benefit transfers.

Recalling Rajiv Gandhi’s 1985 remarks in Odisha about only a fraction of government spending reaching intended recipients, he said welfare payments now go directly into beneficiaries’ bank accounts.

He cited the opening of approximately 59–60 crore accounts under the Pradhan Mantri Jan Dhan Yojana as a major step towards widening financial access.

The scheme has helped connect more households with formal banking and provided a channel for transferring government assistance directly.

Beyond banking, Modi said development should not be concentrated in major metropolitan areas.

He advocated a model in which smaller towns, villages and remote communities benefit from better connectivity and greater economic opportunity.

Digital growth brings new responsibilities

India’s expanding digital payments ecosystem has made reliable technology and effective cybersecurity increasingly important to the financial sector.

The RBI’s new infrastructure is intended to support operational continuity, while the training institute is expected to strengthen the supply of professionals capable of defending financial systems.

The challenge ahead is to ensure that wider digital access does not create new vulnerabilities.

Strong safeguards, regular training and the ability to respond quickly to cyber incidents will be essential to maintaining public confidence in online banking and digital payments.
