Uttar Pradesh on High Alert Following Operation Sindoor: DGP Issues Comprehensive Security Directives
In the wake of Operation Sindoor, which involved significant military actions by the Indian Armed Forces against terrorist targets, Director General of Police (DGP) Prashant Kumar has issued an extensive set of security directives to police departments across Uttar Pradesh.
The aim is to fortify the state’s internal security apparatus and ensure robust protection of critical infrastructure and public safety amid heightened national alert.
On Wednesday, DGP Kumar directed all district police departments, commissionerates, and specialised police units to take immediate steps to upgrade and enhance the security of vital installations and critical assets within their respective jurisdictions.
These directives follow a high-level review of the prevailing security situation, especially in light of the escalated threat perception linked to cross-border terrorism and internal sabotage threats.
Emphasis on Infrastructure Protection and Security Preparedness
The DGP’s communication underscores the urgent need to reinforce physical security at all sensitive locations, including government buildings, police infrastructure, transportation hubs, and other critical public utilities. The directives call for:
- Strengthening surveillance systems through the deployment of advanced CCTV networks and electronic monitoring.
- Upgrading perimeter security at vital installations such as police lines, control rooms, administrative offices, and depots.
- Conducting mock drills under the internal security protocol to test preparedness. These drills must include comprehensive briefings before the exercises and detailed debriefings afterward to identify gaps and corrective measures.
- Ensuring secure access control at all sensitive locations. Entry and exit points at high-value infrastructure should be closely monitored and equipped with robust identification and verification systems.
A complete audit of police resources and facilities—including buildings, equipment, personnel readiness, and cybersecurity measures—has also been mandated.
This includes evaluating vulnerabilities in the state’s law enforcement systems and addressing deficiencies without delay.
Coordinated Efforts with the Armed Forces
The DGP has directed that all movements related to national defence, such as army convoys on highways, railway transportation of defence equipment, and aviation turbine fuel (ATF) movements for the Indian Air Force, must be facilitated seamlessly in coordination with the respective defence authorities.
Police forces have been instructed to work closely with the Army and Air Force units to ensure secure and unhindered transit.
Securing Strategic and Communally Sensitive Areas
Special attention is being given to districts identified as communally sensitive, where the risk of unrest or violence is perceived to be higher.
These districts are to be placed on high alert with enhanced police presence and monitoring of hotspots known for past incidents of communal tension.
The DGP has listed several categories of infrastructure that require immediate protective measures, including:
- Major oil pipelines and fuel depots
- Telecommunication infrastructure, such as mobile towers and optical fiber cable (OFC) lines
- Electricity substations and thermal power plants
- Water supply lines and storage systems
Protection of such infrastructure is vital to preventing disruption to essential services in case of sabotage or terrorist activities.
Intelligence, Cybersecurity, and Social Media Monitoring
A major focus of the directives is on proactive intelligence gathering and securing “notified prohibited places” that could be targeted for espionage or sabotage.
Close surveillance must be maintained to prevent the leakage of sensitive information, and law enforcement personnel are required to coordinate their efforts with intelligence agencies.
In addition, cybersecurity protocols are to be reinforced across all police networks and servers. Websites, databases, and digital communications must be secured against potential cyberattacks, especially in a time of heightened national security concerns.
Social media platforms will be monitored continuously to detect and neutralize any attempts at rumour-mongering, fake news dissemination, or incitement to violence.
Rapid response teams will be on standby to deal with misinformation campaigns or coordinated digital threats.
High Alert and Vigilance on Borders
Control rooms in all districts are to operate at maximum alert levels, and 112 emergency response vehicles will be strategically deployed across the state to ensure swift reaction to any incident.
Security along the Nepal border is also being intensified, with joint surveillance and operational coordination involving all central and state security agencies to prevent cross-border infiltration or smuggling of contraband.
Statement from DGP Prashant Kumar
In a public message posted on the social media platform X, DGP Prashant Kumar stated:
“A red alert has been declared across Uttar Pradesh in light of the Indian Army’s actions targeting terrorist hideouts under #OperationSindoor. All units of @Uppolice have been instructed to coordinate with defence forces and bolster the security of strategic installations.”
He assured citizens of the state’s preparedness and commitment to safety, saying:
“UP Police is alert, equipped with necessary resources, and fully prepared to ensure the safety of every citizen. Jai Hind!”
Leadership and Coordination
The DGP has emphasised the leadership role of senior police officers, directing them to take proactive charge in overseeing the implementation of these orders.
They are to coordinate closely with district administrations, civil defence authorities, the Army, Air Force, and intelligence units.
These officers are also expected to brief their teams on operational protocols, especially those relating to police actions in the event of hostile activity or emergencies.
