Manipur Crisis Deepens: Kharge Demands Accountability as Fresh Violence Disrupts Normal Life
New Delhi: For thousands of families uprooted by Manipur’s prolonged ethnic conflict, a return to normal life remains uncertain.
Against this backdrop, Congress president Mallikarjun Kharge has challenged the Union government to explain why the crisis continues despite changes in the state’s political and administrative arrangements.
In a post on X on Wednesday, Kharge directed his criticism at Prime Minister Narendra Modi and Home Minister Amit Shah, arguing that the persistence of violence exposed serious shortcomings in the government’s handling of the situation.
He called for answers on the safety of residents, the rehabilitation of displaced families and the absence of lasting reconciliation.
The latest confrontation came as shutdowns disrupted daily activities in two parts of the state following separate incidents of killing.
In Kangpokpi, a bandh was observed over the death of a 45-year-old Kuki man, while the Imphal Valley remained shut for a second day in protest against the killing of three Meiteis in an ambush in Imphal East.
These incidents have added to the uncertainty in a state where ethnic divisions continue to shape security and public life.
Displacement and relief camp conditions remain unresolved
Kharge has made the plight of displaced residents a central part of his criticism.
According to figures cited by him, 24,530 people were still living in relief camps, while the death toll since the outbreak of violence in May 2023 had exceeded 300.
The Congress leader demanded an account of the steps taken to provide protection, medical assistance and rehabilitation to people unable to return to their homes.
He also called for particular attention to the safety and dignity of women and children affected by the conflict.
Conditions in the camps have drawn the attention of the Supreme Court. During proceedings in September, the court raised serious questions over 34 reported unnatural deaths among camp residents and the apparent lack of adequate investigative action, including the registration of criminal cases and post-mortem examinations.
A committee headed by former High Court Chief Justice Gita Mittal, appointed by the Supreme Court to oversee relief and rehabilitation, had also questioned the adequacy of the state administration’s response.
Its concerns followed a report in June concerning 25 unnatural deaths among internally displaced people, including a case involving death after sexual assault.
Kharge wants the government to explain what action followed the committee’s recommendations and whether those living in the camps have received the support necessary to rebuild their lives.
Peace initiatives under scrutiny after renewed unrest
The Congress president also questioned the effectiveness of the peace committee established by Shah in June 2023.
He sought details of its work and asked what tangible improvements had been made in protecting communities and reducing tensions.
The political developments since the crisis began have not, in his assessment, delivered the expected result.
Kharge argued that the period of President’s Rule and the subsequent return of a BJP-led government had failed to secure lasting peace.
He said the Centre must accept responsibility for the continuing instability rather than allow the issue to be overshadowed by political considerations.
Manipur’s location along an international border, he added, makes security and stability there a matter of wider national concern.
A conflict with a growing human cost
The violence between the Meitei and Kuki communities erupted in May 2023 and has since caused extensive loss of life and the displacement of tens of thousands. Figures cited in the supplied account put the overall death toll at at least 360 since the conflict began.
The breakdown of normal administration and security contributed to the emergence of areas dominated by different ethnic groups, deepening separation between communities and complicating efforts to restore trust.
The situation has also been affected by clashes involving other groups. The source material cites Naga-Kuki violence among the factors contributing to fatalities in recent months, illustrating the wider challenges confronting the state.
May ambushes and hostage deaths intensified tensions
A series of incidents in May and June further aggravated the crisis. On May 13, four people, including three church leaders, were killed in two ambushes in Kangpokpi. Reports also said that 48 civilians from the Kuki and Naga communities were taken hostage in separate incidents that day.
Some of the captives were subsequently released, but a group of 14 Kukis and six Nagas remained in captivity. After 27 days of protests and appeals for their unconditional release, the 14 Kuki hostages were freed on June 9.
The recovery of the mutilated bodies of six Naga hostages the following day intensified tensions and deepened mistrust between communities.
Another reported attack in Imphal East on Monday, in which three Meiteis were killed, was described in the supplied account as the first incident of violence between Meiteis and Kukis since July 13. The killing of the Kuki man in Kangpokpi the following day prompted another shutdown.
Questions of accountability grow louder
Kharge’s intervention has renewed pressure on the government to demonstrate that its response goes beyond security deployments and political changes.
The questions he has raised concern not only the prevention of further attacks but also the investigation of deaths, the treatment of displaced people and the restoration of conditions that would allow families to return home safely.
He has called for justice, protection of constitutional rights and a durable peace settlement, warning that the state’s future should not be compromised by political calculations.
For Manipur, the challenge remains twofold: preventing fresh violence and addressing the suffering of people whose lives have been disrupted for years.
Until both issues are dealt with effectively, assurances of normalcy are unlikely to provide lasting reassurance to the communities affected.
