NEET-UG 2026 Paper Leak Probe: CBI Finds All 45 Chemistry Questions Matched a Master Test Set
New Delhi: The investigation into the alleged leak of the NEET-UG 2026 examination paper has uncovered a significant link between Chemistry questions recovered from a coaching institute founder’s mobile phone and the examination’s master test material, according to a supplementary chargesheet filed by the Central Bureau of Investigation (CBI).
The agency’s findings, based on an expert assessment from Delhi University, indicate that a document recovered from the phone of Shivraj Motegaonkar, founder of RCC Classes in Latur, contained questions matching all 45 Chemistry questions in one of the master test booklets.
The finding is part of the evidence presented in the investigation; it does not, by itself, establish the guilt of any accused.
Investigators are also examining how examination-related documents reached candidates before the test.
According to the chargesheet-related information, files were circulated through WhatsApp, Telegram and Apple’s AirDrop service.
The agency reconstructed the suspected chain of transmission using digital files, messages, handwritten material, witness accounts and records of alleged payments.
How investigators compared the Chemistry papers
The CBI’s investigation included a comparison of recovered documents with the different master sets prepared for the examination by the National Testing Agency (NTA).
According to information provided by the NTA to investigators, four master question-paper sets were prepared for NEET-UG 2026. Each contained 180 questions, covering Physics, Chemistry, Botany and Zoology, with 45 questions allotted to each subject.
Two of these sets were designated for administrative use and were printed in the quantities required for distribution at examination centres.
For the 2026 examination, these were identified by the code names Kailash and Shivalik.
The other two sets were classified as non-administrative and were not intended for routine distribution at examination centres.
The CBI compared the Chemistry material recovered from Motegaonkar’s phone against these sets. According to the investigation, 43 of the 45 Chemistry questions in the Kailash set matched the recovered document.
The result was even more significant for the Shivalik master test booklet, identified as booklet M: all 45 Chemistry questions matched. Investigators also found 40 matching questions in another master set, referred to as master set 2.
The comparison produced a substantially different result for master set 3, where only one of the 45 Chemistry questions matched the recovered material.
The source cited in the investigation said Motegaonkar’s associate, Chemistry teacher Pralhad Vithalrao Kulkarni, had not accessed that set because it had not undergone the back-translation process.
Mock tests also examined for possible links
Investigators did not limit their examination to the material recovered directly from the accused.
The CBI also obtained expert assessments of RCC Classes’ mock test papers seized from students enrolled at the institute.
One practice paper dated April 19 reportedly contained 15 Chemistry questions matching the Kailash master set. Another mock test, conducted on April 30, had six questions corresponding to the Shivalik set and five matching master set 2.
These comparisons have become part of the agency’s effort to establish when examination-related material may have been available and how closely it corresponded to the official question-paper sets.
The investigation also examined 12 images recovered from Kulkarni’s phone between April 11 and April 29.
The images contained 13 Chemistry questions, which were referred to experts for comparison with the four master sets. According to the information cited in the chargesheet, the questions matched material across the sets.
Digital trail and alleged payments under scrutiny
The CBI has also relied on witness statements describing how question-related files were allegedly circulated before the examination.
One witness reportedly told investigators that a Chemistry PDF attributed to Motegaonkar had been received and forwarded through WhatsApp.
Statements recorded during the investigation also refer to an alleged advance payment of Rs 5,000 to Vikas Biwal, an accused from Jaipur.
The material reportedly describes the subsequent receipt and onward transmission of PDF files containing hundreds of questions through Telegram, WhatsApp and AirDrop.
Investigators are examining these accounts alongside the recovered digital evidence to establish the sequence of events, identify the people involved and determine how the material moved between them.
Supplementary chargesheet names 13 accused
The chargesheet was filed before a Delhi fast-track court on July 28 and names 13 accused, including NTA Biology expert Manisha Mandhare, Chemistry expert Pralhad Vithalrao Kulkarni and Physics expert Manisha Sanjay Havaldar.
The CBI subsequently submitted a supplementary chargesheet containing further material, including forensic reports and the name of an additional accused, according to the information provided.
The investigation is focused on establishing the source of the suspected leak, the circulation of examination material before the test and the roles allegedly played by individuals linked to the process.
The expert comparisons provide investigators with a basis for examining the suspected connections between recovered questions, coaching mock tests and official examination sets.
The final determination of criminal responsibility, however, rests with the court after consideration of the evidence and the responses of the accused.
