Kharge’s Sharp Retort on Modi Overshadows Patna Speech on Electoral Rights

Congress chief attacks BJP, RSS and Election Commission over alleged electoral manipulation; demands Chief Election Commissioner’s resignation and urges Opposition unity ahead of November 1 rally.

PATNA: A heated exchange over Prime Minister Narendra Modi’s tenure became the talking point of a Congress programme in Patna after party president Mallikarjun Kharge responded sharply to an audience member who insisted that Modi would not relinquish power.

Addressing a gathering at Bapu Sabhagar on the 139th birth anniversary of Bihar’s first Chief Minister, Shri Krishna Singh, Kharge retorted, “Modi ka baap bhi jayega” — suggesting that even Modi would eventually have to leave office.

He subsequently asked the gathering to remain calm. The person who interrupted him was reportedly manhandled by Congress workers and taken out of the venue.

The incident came amid heightened political tensions following police action against Opposition demonstrations targeting Chief Election Commissioner Gyanesh Kumar.

Congress alleges electoral manipulation

Kharge used the Patna platform to launch a broad attack on the BJP-led government, the Rashtriya Swayamsevak Sangh (RSS) and the Election Commission of India.

He alleged that electoral procedures were being misused to weaken the Opposition and undermine citizens’ voting rights.

At the centre of his criticism was the Special Intensive Revision (SIR) of electoral rolls. The Congress president claimed that the exercise was being used to remove names of voters considered sympathetic to Opposition parties.

Warning of the consequences, Kharge described the campaign to protect voting rights and the Constitution as a struggle for freedom.

He urged people in Bihar to mobilise in defence of democratic principles, arguing that a failure to safeguard the right to vote could push the country towards a system in which citizens lose their political freedoms.

Kharge alleged that electoral malpractice had helped bring governments to power in Bihar, Maharashtra, Haryana and West Bengal, referring to them as “chori ki sarkar”, or governments formed through theft.

He called for the removal of governments elected in Assembly polls over the preceding two years and demanded Kumar’s resignation.

He also sought repeal of the 2023 legislation concerning the appointment of election commissioners, arguing that it provided them with excessive legal protection.

Opposition demands submitted to President

Kharge said two Election Commission members had written to the Chief Election Commissioner on 14 occasions over a period of 10 months, raising concerns about alleged irregularities in electoral rolls and the conduct of an official associated with election software.

According to his account, the officer had allegedly instructed Booth Level Officers to delete voters’ names.

He also made a separate allegation concerning Kumar’s tenure in Kerala, claiming that the official had urged a chief secretary to resign and enter electoral politics as a BJP candidate.

Kharge said the INDIA bloc had approached President Droupadi Murmu with a set of demands.

These included Kumar’s resignation, withdrawal of the 2023 law, suspension of the SIR exercise, restoration of names allegedly removed from voter lists unlawfully and the reintroduction of paper ballots for elections.

The Congress leader’s speech also targeted Bihar Chief Minister Nitish Kumar over his political partnership with the BJP.

Questioning the alliance, Kharge said Nitish Kumar had emerged from the socialist tradition and asked what circumstances had led him to join hands with the BJP and RSS.

RSS criticised over social and caste issues

Kharge invoked the legacy of Shri Krishna Singh to challenge the RSS and its ideological position.

He recalled the former Bihar chief minister’s opposition to untouchability and his role in enabling Dalits to enter Baidyanath Dham temple in Deoghar in 1953, despite resistance.

Deoghar was then part of undivided Bihar and is now in Jharkhand.

The Congress president also revisited the controversy surrounding a reported purification ritual at Ramlila Maidan in Haldwani, Uttarakhand, after he addressed a public meeting there on August 8.

The Congress alleged that the ritual was discriminatory because Kharge is a Dalit leader.

The organisation associated with the ceremony maintained that it was intended to restore the site’s religious and cultural sanctity. The BJP distanced itself from the organisation and denied any connection with the event.

Kharge referred to BJP president J. P. Nadda’s reported apology in Parliament and his assurance that the matter would be investigated.

He questioned whether the promised inquiry had taken place and criticised Modi for not publicly addressing the controversy.

He also mentioned the filing of a case against Rahul Gandhi over remarks made during the Congress leader’s visit to Uttarakhand.

Women’s quota and Congress’s November rally

Kharge questioned why the proposed one-third reservation for women could not be implemented without waiting for delimitation.

He credited the Congress leadership, particularly Sonia Gandhi, with playing a significant role in advancing legislation on women’s reservation.

Meanwhile, the Patna programme exposed tensions within the state Congress unit. Party workers demonstrated outside Bapu Sabhagar, demanding the removal of Bihar Congress president Rajesh Ram and state in-charge Krishna Allavaru.

Protesters displayed banners accusing the two leaders of acting as “BJP agents” and called for their removal to protect the party.

Kharge urged supporters to participate in a Congress rally scheduled at Delhi’s Ramlila Maidan on November 1.

He said the party would continue to challenge what it describes as electoral manipulation and called on supporters to stand alongside the INDIA bloc.

“The voice of truth can no longer be suppressed,” Kharge said, arguing that citizens’ rights could not simply be wiped away.

His remarks in Patna thus combined an attack on the government and the Election Commission with a call for Opposition mobilisation, even as dissent within the state Congress unit highlighted organisational challenges facing the party in Bihar.
