Bhopal Newspaper Owner Gets 10 Consecutive Life Terms in Cases Involving Rape and Sexual Assault of Five Minor Girls
BHOPAL: A special court dealing with offences against children has sentenced former newspaper owner Pyare Miyan to 10 consecutive life terms for the rape and sexual abuse of five minor girls, delivering another major verdict in a series of cases against the 78-year-old accused.
Special Judge Kumadini Singh also imposed a fine of ₹77.64 lakh on Pyare Miyan. The sentence comprises eight terms of imprisonment extending to death and two additional life terms.
His associate, Rabia Bi, was sentenced to 20 years in prison for her role in the case.
The latest judgment adds to four life sentences previously awarded to Pyare Miyan in other cases involving the alleged sexual exploitation of minors.
Girls allegedly lured with promises of employment
Public prosecutor PN Singh Rajput told the court that the accused had allegedly been targeting vulnerable girls since 2014.
According to the prosecution, they were enticed with offers of domestic employment and a promised monthly salary of ₹10,000.
Rabia Bi allegedly brought the girls to Pyare Miyan, after which they were sexually abused at different places and on separate occasions, the prosecution said.
Investigators also alleged that Pyare Miyan cultivated the confidence of the victims and their families by encouraging the girls to address him as “Abbu”.
He reportedly visited their homes and attended family and religious gatherings, creating an impression of trust and familiarity.
Case emerged after girls were found intoxicated in Bhopal
The case came to light on July 11, 2020, when police found several girls in an intoxicated state in the Ratibad area of Bhopal.
During counselling, the girls allegedly told investigators that they had been invited to stay at a flat for two days under the pretext of attending a birthday celebration.
They alleged that alcohol was served to them and that they were subsequently sexually assaulted.
Police searched the premises following the disclosures and recovered liquor bottles and other material considered relevant to the investigation.
A criminal case was registered, and Pyare Miyan was arrested in Srinagar nine days later.
The investigation led to legal proceedings against several people allegedly connected to the exploitation of the girls.
Other accused also convicted in related cases
In another case linked to the same broader series of allegations, an additional sessions court had sentenced Pyare Miyan’s associate and manager, Owais, to life imprisonment.
Co-accused Sweety Vishwakarma received a 20-year prison term, while Dr Hemant Mittal was sentenced to five years for allegedly facilitating abortions involving victims.
Beyond the sexual abuse cases, Pyare Miyan and members of his family have also faced allegations relating to financial irregularities and property matters.
His wife was accused of establishing a fictitious society at Ansal Apartments to facilitate the installation of a mobile tower and divert rental income into her own account.
Pyare Miyan entered the newspaper industry and later became the owner of a vernacular daily.
He was allotted government accommodation in the Hathikhana locality of Bhopal’s Budhwara area and was also accused of unauthorised occupation of other properties.
The latest sentence marks another significant development in the criminal proceedings against the former newspaper owner.
The prosecution’s allegations, the evidence presented in court and the sentences imposed form part of a wider series of cases concerning the alleged exploitation of minor girls.

भोपाल: नाबालिगों के खिलाफ यौन अपराधों की सुनवाई करने वाली विशेष पॉक्सो अदालत ने भोपाल के पूर्व अखबार मालिक प्यारे मियां को पांच नाबालिग लड़कियों के यौन शोषण से जुड़े मामले में लगातार 10 उम्रकैद की सजा सुनाई है।
अदालत ने 78 वर्षीय आरोपी पर 77.64 लाख रुपये का जुर्माना भी लगाया। इस फैसले के साथ ही उसके खिलाफ पहले से चल रहे अन्य आपराधिक मामलों में हुई सजाओं की सूची में एक और सजा जुड़ गई है।
विशेष न्यायाधीश कुमुदिनी सिंह ने अपने फैसले में आठ बार आजीवन कारावास के ऐसे दंड सुनाए, जिनमें मृत्यु तक जेल में रहने का प्रावधान है। इसके अलावा दो अन्य उम्रकैद की सजाएं भी दी गईं। मामले में उसकी सहयोगी राबिया बी को 20 साल के कारावास की सजा सुनाई गई है।
प्यारे मियां को इससे पहले भी नाबालिग लड़कियों के कथित यौन शोषण से जुड़े चार अन्य मामलों में उम्रकैद की सजा मिल चुकी है।
नौकरी का झांसा देकर लड़कियों को फंसाने का आरोप
अभियोजन पक्ष के विशेष लोक अभियोजक पीएन सिंह राजपूत के अनुसार, आरोपी वर्ष 2014 से ही कमजोर आर्थिक और सामाजिक परिस्थितियों वाली लड़कियों को निशाना बना रहा था। आरोप है कि उन्हें घरेलू काम दिलाने और हर महीने 10 हजार रुपये वेतन देने का लालच दिया जाता था।
अभियोजन के मुताबिक, राबिया बी लड़कियों को प्यारे मियां तक पहुंचाती थी। इसके बाद अलग-अलग समय और स्थानों पर उनके साथ यौन शोषण किए जाने का आरोप है।
जांच में यह भी आरोप सामने आया कि प्यारे मियां लड़कियों और उनके परिवारों का विश्वास हासिल करने के लिए खुद को उनका हितैषी बताता था।
लड़कियों से उसे ‘अब्बू’ कहने के लिए कहा जाता था। वह उनके घरों पर जाता और पारिवारिक तथा धार्मिक आयोजनों में शामिल होता था, ताकि परिवारों के बीच भरोसा कायम किया जा सके।
नशे की हालत में मिलीं लड़कियां, जांच से खुला मामला
इस मामले का खुलासा 11 जुलाई 2020 को हुआ, जब भोपाल के रातीबड़ इलाके में पुलिस को कई लड़कियां नशे की हालत में मिलीं।
काउंसलिंग के दौरान लड़कियों ने कथित तौर पर बताया कि उन्हें जन्मदिन मनाने के बहाने एक फ्लैट पर दो दिनों तक रहने के लिए बुलाया गया था। आरोप है कि वहां उन्हें शराब दी गई और बाद में उनके साथ यौन अपराध किए गए।
शिकायतों के बाद पुलिस ने संबंधित फ्लैट की तलाशी ली। वहां से शराब की बोतलें और जांच से जुड़ी अन्य संदिग्ध सामग्री बरामद की गई। इसके बाद मामला दर्ज किया गया। प्यारे मियां को घटना के नौ दिन बाद श्रीनगर से गिरफ्तार किया गया था।
जांच के बाद इस मामले में अन्य कथित सहयोगियों की भूमिका भी सामने आई, जिसके आधार पर अलग-अलग आरोपियों के खिलाफ कानूनी कार्रवाई हुई।
अन्य मामलों में भी सहयोगियों को सजा
इसी व्यापक प्रकरण से जुड़े एक अन्य मामले में अतिरिक्त सत्र न्यायालय ने प्यारे मियां के सहयोगी और प्रबंधक ओवैस को उम्रकैद की सजा सुनाई थी।
सह-आरोपी स्वीटी विश्वकर्मा को 20 साल का कारावास मिला, जबकि पीड़िताओं का कथित तौर पर गर्भपात कराने में मदद करने के आरोप में डॉ. हेमंत मित्तल को पांच साल की जेल की सजा सुनाई गई।
यौन अपराधों से जुड़े मामलों के अलावा प्यारे मियां और उसके परिवार के सदस्यों पर वित्तीय अनियमितताओं तथा संपत्ति संबंधी आरोप भी लगे हैं।
उसकी पत्नी पर आरोप लगाया गया था कि उसने अंसल अपार्टमेंट्स में एक फर्जी सोसायटी बनाकर मोबाइल टावर लगवाने की व्यवस्था की और उससे मिलने वाला किराया अपने खाते में जमा कराया।
प्यारे मियां ने पत्रकारिता के क्षेत्र में प्रवेश करने के बाद एक हिंदी दैनिक अखबार का स्वामित्व हासिल किया था। उसे भोपाल के बुधवारा इलाके के हथिखाना क्षेत्र में सरकारी आवास भी आवंटित किया गया था। उस पर अन्य संपत्तियों पर कथित अवैध कब्जे के आरोप भी लगे थे।
पांच नाबालिग लड़कियों से जुड़े मामले में सुनाई गई ताजा सजा प्यारे मियां के खिलाफ चल रही आपराधिक कार्रवाई में एक महत्वपूर्ण घटनाक्रम है। अदालत के फैसले में दर्ज आरोपों और सजा का संबंध इस मामले में पेश किए गए साक्ष्यों तथा न्यायिक प्रक्रिया से है।
