India and Vietnam Move to Expand Defence and Security Partnership During Ajit Doval’s Hanoi Visit
HANOI/NEW DELHI: India and Vietnam are looking to give their strategic partnership greater depth, with defence, economic engagement and security cooperation emerging as key priorities during National Security Adviser Ajit Doval’s high-level visit to Hanoi.
Doval, who arrived in the Vietnamese capital on Sunday, held discussions with senior members of the country’s leadership on Monday, focusing on strengthening bilateral ties amid changing geopolitical and security conditions in the Indo-Pacific region.
An important part of his engagements was a meeting with Vietnam’s Deputy Prime Minister and Defence Minister, General Phan Van Giang.
The two sides examined the progress of defence cooperation and agreed to explore ways of expanding their existing military partnership, according to the Indian Embassy.
Vietnam considers India’s defence partnership an important component of the enhanced comprehensive strategic relationship between the two countries.
Phan urged New Delhi to maintain its support and expand military engagement in keeping with India’s growing strategic importance to Vietnam.
Doval, in turn, underlined the importance of dependable international partnerships at a time when global circumstances are changing rapidly.
He conveyed India’s high regard for its relationship with Vietnam and said cooperation with trusted partners was becoming increasingly important for countries seeking development and greater strategic independence.
The Vietnamese defence minister described Doval’s visit as particularly significant following the recent elevation of bilateral ties.
He said the relationship was guided by a common strategic outlook, closer convergence of interests and practical cooperation.
Defence industry collaboration also featured prominently in the discussions.
Phan invited India’s Defence Ministry and domestic defence manufacturers to participate in the Vietnam International Defence Expo scheduled to take place in Hanoi in December.
The invitation offers Indian companies an opportunity to showcase their military equipment and explore potential partnerships with Vietnamese counterparts.
The growing defence relationship has acquired particular importance against the backdrop of China’s expanding military presence and increasingly assertive posture in the South China Sea.
Both India and Vietnam have strategic and economic interests in the region, including cooperation in offshore oil exploration.
One of the most significant developments in their defence engagement is Vietnam’s move towards acquiring India’s BrahMos supersonic cruise missile system.
Vietnam is set to join the Philippines and Indonesia as another Southeast Asian country pursuing the Indian-Russian jointly developed missile platform.
Beyond military cooperation, the two countries are also seeking to translate their political understanding into stronger commercial relations.
During Vietnamese President To Lam’s visit to India in May, both sides upgraded their relationship to an enhanced comprehensive strategic partnership and established an ambitious trade target.
The objective is to increase bilateral trade from approximately $16 billion to $25 billion by 2030, reflecting the intention to expand economic engagement alongside defence ties.
Doval’s discussions extended to internal security and law enforcement cooperation as well.
He held delegation-level talks with Vietnam’s Minister of Public Security, General Luong Tam Quang, during which both sides explored ways to strengthen their existing security relationship.
The discussions also covered developments at the regional and international levels. The Indian Embassy said the two countries agreed to broaden their multifaceted cooperation and maintain closer engagement on matters of mutual interest.
Another significant engagement was Doval’s meeting with Vietnamese Foreign Minister Le Hoai Trung.
The discussions included preparations for marking 55 years of diplomatic relations between India and Vietnam in 2027, an occasion expected to highlight the historical foundations and growing scope of their partnership.
Apart from official meetings, the Indian NSA also visited Hanoi’s historic Quan Su Pagoda, an important centre of Vietnamese Buddhist tradition. The visit reflected the longstanding cultural and religious connections between the two countries.
Doval was received at the temple by its chief abbot, Thich Thanh Nhieu, and Thich Duc Thien, secretary general of the National Viet Nam Buddhist Sangha.
His visit underlines India’s broader effort to strengthen its engagement with Southeast Asia through strategic dialogue, defence partnerships, economic cooperation and shared cultural links.
