Bangladesh Tribunal Probes Alleged River Dumping of 2024 Uprising Victims; Pressure Mounts Over Sheikh Hasina’s Planned Return
Bangladesh’s International Crimes Tribunal (ICT) has claimed to have uncovered evidence suggesting that the bodies of several people killed during the July 2024 uprising were secretly disposed of in a river near Dhaka, marking a significant development in the investigation into one of the country’s most turbulent political episodes.
Speaking to reporters after visiting the Martyred Intellectuals’ Memorial at Rayerbazar, ICT Chief Prosecutor Aminul Islam said investigators had found indications that a number of hospitals failed to follow mandatory legal procedures for registering the deceased.
Instead, some bodies were allegedly recorded as unidentified and disposed of without completing the prescribed legal formalities.
According to him, in several instances, families were also permitted to bury their relatives without inquest reports, post-mortem examinations, or official registration.
Referring to one of the ongoing investigations, Islam said evidence suggests that bodies from a particular hospital were dumped into a nearby river.
He added that investigators are working to identify the officials who were responsible for the hospital’s administration at the time, along with others who may have played a role in the alleged disposal of the bodies.
The Chief Prosecutor asserted that every individual found responsible for the killings would face legal action irrespective of their political influence or official position.
He maintained that the tribunal was committed to ensuring complete accountability and would pursue all those allegedly connected with the crimes.
Quoting findings referred to in a United Nations report, Islam said nearly 1,400 people lost their lives during the 2024 uprising.
Investigators have so far established the identities of 834 victims, while efforts continue to trace the remaining deceased.
He said authorities suspect many unidentified victims may have been buried in mass graves located in Jurain, Matuail, Narayanganj, and Munshiganj, while 114 unidentified bodies were buried at Rayerbazar.
DNA testing has already helped identify some victims, and forensic examination of the remaining bodies is continuing.
Bangladesh witnessed months of political turmoil during July and August 2024, when demonstrations that initially began as a student-led movement against the Awami League government escalated into widespread unrest.
The administration responded with an extensive security crackdown, leading to violent clashes between protesters and security forces.
Internet restrictions were also imposed during the crisis, which ultimately culminated in the removal of then Prime Minister Sheikh Hasina from office.
She subsequently travelled to India, while an interim administration headed by Nobel Peace Prize laureate Dr Muhammad Yunus assumed power before fresh elections were held.
Political developments gathered further pace when the Bangladesh Nationalist Party (BNP) secured victory in the February 2026 general election, resulting in Tarique Rahman becoming the country’s Prime Minister.
Meanwhile, debate has intensified over the legal future of former Prime Minister Sheikh Hasina following reports that she intends to return to Bangladesh later this year.
Nahid Islam, Convenor of the National Citizen Party (NCP) and Opposition Chief Whip in Parliament, said there is no legal provision allowing Hasina to challenge the death sentence because no appeal was filed within the prescribed period.
He maintained that if she returns to Bangladesh, authorities should arrest her immediately and proceed in accordance with the court’s verdict.
Recent reports quoting people close to the former Prime Minister indicate that Hasina is preparing to return from exile in India in an effort to revive the Awami League after nearly two years outside the country.
In an earlier interview, Hasina herself said she intended to return voluntarily and surrender before the court despite the possibility of arrest or even death. She has consistently denied the charges against her.
Responding to reports of her proposed return, senior members of the Bangladesh government said they would welcome her arrival, maintaining that she should face judicial proceedings arising from her conviction by the special tribunal.
Government representatives reiterated that ensuring justice remained a priority.
India, however, has maintained that any request concerning Sheikh Hasina’s extradition would be handled strictly under the applicable legal framework.
External Affairs Ministry spokesperson Randhir Jaiswal reiterated that New Delhi’s position remains unchanged and that any extradition request would be examined in accordance with the law.

बांग्लादेश के अंतरराष्ट्रीय अपराध न्यायाधिकरण (आईसीटी) ने जुलाई 2024 के जनविद्रोह से जुड़े मामलों की जांच में एक महत्वपूर्ण दावा किया है। न्यायाधिकरण के मुख्य अभियोजक अमीनुल इस्लाम के अनुसार जांच एजेंसियों को ऐसे साक्ष्य मिले हैं, जिनसे संकेत मिलता है कि आंदोलन के दौरान मारे गए कई लोगों के शवों को ढाका के निकट एक नदी में फेंक दिया गया था।
इस खुलासे ने उस दौर में हुई हिंसा की जांच को नया मोड़ दे दिया है।
रायरबाजार स्थित शहीद बुद्धिजीवी स्मारक के दौरे के बाद पत्रकारों से बातचीत में अमीनुल इस्लाम ने कहा कि जांच के दौरान यह भी सामने आया है कि कुछ अस्पतालों ने मृतकों का अनिवार्य पंजीकरण नहीं किया।
आरोप है कि कई शवों को लावारिस बताकर कानूनी प्रक्रिया पूरी किए बिना ठिकाने लगा दिया गया। उन्होंने यह भी कहा कि कुछ मामलों में मृतकों के परिजनों को बिना पंचनामा, पोस्टमार्टम और आधिकारिक पंजीकरण के अंतिम संस्कार की अनुमति दे दी गई।
मुख्य अभियोजक ने बताया कि एक अस्पताल से जुड़े मामले में जांचकर्ताओं को ऐसे संकेत मिले हैं कि वहां से शवों को नदी में फेंका गया था।
उन्होंने कहा कि उस समय अस्पताल के प्रशासनिक अधिकारियों और इस कथित अपराध में शामिल अन्य लोगों की पहचान की जा रही है तथा दोषियों को कानून के दायरे में लाया जाएगा।
उन्होंने स्पष्ट शब्दों में कहा कि इन हत्याओं में शामिल किसी भी व्यक्ति को उसके पद, प्रभाव या राजनीतिक हैसियत के आधार पर राहत नहीं मिलेगी।
जांच एजेंसियां सभी जिम्मेदार लोगों की भूमिका की पड़ताल कर रही हैं और दोष सिद्ध होने पर सभी के खिलाफ कानूनी कार्रवाई सुनिश्चित की जाएगी।
संयुक्त राष्ट्र की रिपोर्ट का हवाला देते हुए अमीनुल इस्लाम ने कहा कि जुलाई 2024 के जनविद्रोह के दौरान लगभग 1,400 लोगों की मौत हुई थी। इनमें से अब तक 834 मृतकों की पहचान हो चुकी है, जबकि बाकी लोगों की पहचान की प्रक्रिया जारी है।
उन्होंने आशंका जताई कि शेष शव जुराइन, मातुआइल, नारायणगंज और मुंशीगंज सहित विभिन्न स्थानों पर मौजूद सामूहिक कब्रों में दफन हो सकते हैं। रायरबाजार में भी 114 अज्ञात शवों को दफनाया गया था।
डीएनए परीक्षण के माध्यम से कुछ मृतकों की पहचान हो चुकी है और शेष मामलों में वैज्ञानिक जांच जारी है।
बांग्लादेश में जुलाई और अगस्त 2024 के दौरान व्यापक राजनीतिक उथल-पुथल देखने को मिली थी। छात्र आंदोलन के रूप में शुरू हुए विरोध प्रदर्शन ने धीरे-धीरे व्यापक जनआंदोलन का रूप ले लिया।
हालात बिगड़ने पर तत्कालीन अवामी लीग सरकार ने सुरक्षा बलों के माध्यम से कड़ा अभियान चलाया, जिससे कई स्थानों पर हिंसक झड़पें हुईं। इंटरनेट सेवाओं पर भी प्रतिबंध लगाए गए। अंततः तत्कालीन प्रधानमंत्री शेख हसीना को पद छोड़ना पड़ा और वह भारत चली गईं।
इसके बाद नोबेल शांति पुरस्कार विजेता डॉ. मोहम्मद यूनुस के नेतृत्व में अंतरिम सरकार का गठन हुआ। बाद में आम चुनावों के पश्चात नई सरकार ने कार्यभार संभाला।
फरवरी 2026 में हुए आम चुनावों में बांग्लादेश नेशनलिस्ट पार्टी (बीएनपी) की जीत के बाद तारिक रहमान ने प्रधानमंत्री पद संभाला, जिससे देश की राजनीतिक दिशा में एक नया अध्याय शुरू हुआ।
इसी बीच पूर्व प्रधानमंत्री शेख हसीना की संभावित वापसी को लेकर राजनीतिक बहस तेज हो गई है। नेशनल सिटिजन पार्टी (एनसीपी) के संयोजक एवं संसद में विपक्ष के मुख्य सचेतक नाहिद इस्लाम ने कहा कि निर्धारित अवधि के भीतर अपील दायर नहीं किए जाने के कारण हसीना के पास मृत्यु-दंड के खिलाफ अपील का कोई कानूनी विकल्प नहीं बचा है।
उन्होंने कहा कि यदि वह बांग्लादेश लौटती हैं तो कानून के अनुसार उन्हें तत्काल गिरफ्तार कर न्यायिक प्रक्रिया आगे बढ़ाई जानी चाहिए।
पूर्व प्रधानमंत्री के करीबी सूत्रों के अनुसार शेख हसीना लगभग दो वर्ष के निर्वासन के बाद अवामी लीग को पुनर्गठित करने के उद्देश्य से इस वर्ष दिसंबर में बांग्लादेश लौटने की तैयारी कर रही हैं।
हाल ही में दिए एक साक्षात्कार में उन्होंने स्वयं भी कहा था कि वह स्वेच्छा से स्वदेश लौटकर अदालत के समक्ष आत्मसमर्पण करेंगी, चाहे उन्हें गिरफ्तारी या मृत्यु का ही सामना क्यों न करना पड़े। उन्होंने अपने विरुद्ध लगाए गए सभी आरोपों से लगातार इनकार किया है।
बांग्लादेश सरकार ने भी उनकी संभावित वापसी से जुड़े समाचारों का स्वागत करते हुए कहा है कि विशेष न्यायाधिकरण द्वारा दिए गए निर्णय के अनुरूप उन्हें न्यायिक प्रक्रिया का सामना करना चाहिए। सरकार ने दोहराया कि कानून का शासन और न्याय सुनिश्चित करना उसकी प्राथमिकता है।
भारत ने इस पूरे मामले पर अपना पूर्व रुख दोहराते हुए कहा है कि यदि शेख हसीना के प्रत्यर्पण का कोई औपचारिक अनुरोध प्राप्त होता है तो उस पर पूरी तरह कानूनी प्रक्रिया के अनुरूप विचार किया जाएगा।
विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि भारत की नीति में कोई बदलाव नहीं आया है और प्रत्यर्पण से जुड़ा कोई भी निर्णय विधिक प्रावधानों के अनुसार ही लिया जाएगा।
