Fugitive alleged drug kingpin Virender Singh Basoya has been brought back to India from the United Arab Emirates, Union Home Minister Amit Shah said on Friday, describing the development as a significant step in the government’s campaign against the narcotics trade.
Shah said the Narcotics Control Bureau (NCB) had traced and secured the return of Basoya, who is accused of being a key figure in an international drug trafficking network.
In a post on X, the Home Minister said the government was pursuing drug traffickers who had fled abroad and attempting to dismantle the wider networks supporting them.
Shah described Basoya’s return as another milestone in the Centre’s stated zero-tolerance policy towards narcotics, arguing that fugitives could not remain beyond the reach of Indian law simply by moving overseas.
NCB targets the wider drug network
The latest operation comes as the government expands its approach from individual drug seizures and arrests to targeting the broader infrastructure behind narcotics trafficking.
According to Shah, Indian agencies are using investigations in both directions—following the trail upward toward major financiers and organisers while also tracing the lower-level operatives who help move drugs and money.
The objective, he said, is to dismantle the entire ecosystem rather than merely arrest individual couriers or seize consignments.
Basoya has been accused by Indian authorities of masterminding an international drug syndicate.
His return from the UAE allows investigators to question him directly and pursue alleged links within the wider network.
The authorities have not publicly disclosed all operational details surrounding his return.
Government unveils three-year anti-drug strategy.
Basoya’s repatriation comes against the backdrop of a broader government programme targeting organised narcotics trafficking.
In June, Shah unveiled the Vision Document on Drug Control (2026-2029) along with the Narcotics Control Bureau Annual Report 2025.
The Centre has outlined a three-year national strategy aimed at attacking the drug trade at multiple levels, including enforcement, intelligence gathering, prevention and rehabilitation.
More than 40 Union ministries and government departments are expected to participate in the coordinated effort.
The government has said its objective is to make sustained attacks on drug trafficking networks and their financial and logistical infrastructure, rather than relying solely on conventional seizures.
Focus expands to precursor chemicals.
The Centre is also reviewing potential gaps in the Narcotic Drugs and Psychotropic Substances (NDPS) Act, according to Shah.
Officials are examining the regulatory classification of precursor chemicals and psychotropic substances that can be diverted or used in the manufacture of illegal drugs.
The review reflects the changing nature of the narcotics trade, in which traffickers increasingly rely on international supply chains, precursor chemicals, encrypted communications and complex financial arrangements.
By tightening controls around these components, the government hopes to make it harder for trafficking organisations to rebuild after arrests and seizures.
Another international fugitive brought back this year
Basoya’s return follows another major international operation by the NCB earlier this year.
In April, the agency secured the deportation from Turkey of alleged international drug trafficker Mohammad Salim Dola, 59, under Operation Global-Hunt.
Turkish authorities had detained Dola in Istanbul’s Beylikduzu area before he was deported to India on April 28, 2026.
He was subsequently taken into NCB custody after arriving at Delhi’s Indira Gandhi International Airport.
Dola has been alleged to have links with the criminal network associated with fugitive gangster Dawood Ibrahim.
The two cases underline the increasing emphasis being placed by Indian agencies on locating suspects who operate from overseas and bringing them back to face investigation and legal proceedings in India.
‘No haven abroad’
Shah said the latest operation demonstrated that narcotics fugitives could not assume that living outside India would permanently shield them from Indian enforcement agencies.
The government’s broader strategy now combines domestic investigations with international cooperation, intelligence sharing and efforts to disrupt financial and logistical networks.
The Centre’s stated aim is not only to seize drugs but also to dismantle the organisations that finance, transport and distribute them.
With Basoya now back in India, investigators are expected to focus on the alleged international syndicate and the network of associates connected to it.
Any further action will depend on the evidence gathered during the investigation and subsequent legal proceedings.

नई दिल्ली: कथित अंतरराष्ट्रीय ड्रग्स सिंडिकेट के सरगना वीरेंद्र सिंह बसोया को संयुक्त अरब अमीरात (UAE) से भारत वापस लाया गया है।
केंद्रीय गृह मंत्री अमित शाह ने शुक्रवार को इसकी जानकारी देते हुए नारकोटिक्स कंट्रोल ब्यूरो (NCB) की कार्रवाई को नशीले पदार्थों के खिलाफ सरकार की ‘जीरो टॉलरेंस’ नीति में एक महत्वपूर्ण उपलब्धि बताया।
अमित शाह ने सोशल मीडिया प्लेटफॉर्म X पर कहा कि सरकार विदेशों में छिपे ड्रग तस्करों का लगातार पीछा कर रही है और उनके पूरे नेटवर्क को खत्म करने के लिए कार्रवाई कर रही है।
गृह मंत्री के मुताबिक, बसोया को लंबे समय से तलाशा जा रहा था और भारतीय एजेंसियों ने उसकी पहचान तथा उसके नेटवर्क से जुड़ी जानकारियों को जोड़ते हुए उसे विदेश से वापस लाने में सफलता हासिल की।
शाह ने कहा कि ड्रग तस्कर दुनिया के किसी भी हिस्से में छिप जाएं, भारतीय कानून की पहुंच से हमेशा बाहर नहीं रह सकते।
सिर्फ तस्करों पर नहीं, पूरे नेटवर्क पर नजर
बसोया की भारत वापसी ऐसे समय हुई है जब केंद्र सरकार ने नशीले पदार्थों के खिलाफ अपनी रणनीति का दायरा बढ़ाते हुए केवल ड्रग्स की बरामदगी और छोटे स्तर के तस्करों की गिरफ्तारी तक सीमित रहने के बजाय पूरे आपराधिक नेटवर्क को निशाना बनाने पर जोर दिया है।
अमित शाह के अनुसार, जांच एजेंसियां अब अपराध की कड़ी को दोनों दिशाओं में तलाश रही हैं।
एक ओर वे नेटवर्क के शीर्ष स्तर पर मौजूद कथित सरगनाओं, फाइनेंसरों और संचालकों तक पहुंचने की कोशिश कर रही हैं, वहीं दूसरी ओर नशीले पदार्थों और पैसों की आवाजाही में शामिल निचले स्तर के लोगों की भी पहचान की जा रही है।
सरकार का उद्देश्य केवल ड्रग्स की खेप पकड़ना नहीं, बल्कि उस पूरे तंत्र को कमजोर करना है जो नशीले पदार्थों की खरीद, परिवहन, वित्तपोषण और वितरण को संचालित करता है।
बसोया पर एक अंतरराष्ट्रीय ड्रग सिंडिकेट को संचालित करने का आरोप है। भारत लौटने के बाद जांच एजेंसियां उससे कथित नेटवर्क और उससे जुड़े अन्य लोगों के बारे में पूछताछ कर सकती हैं।
तीन साल की व्यापक ड्रग-विरोधी रणनीति
बसोया की वापसी केंद्र सरकार की व्यापक नशा-रोधी योजना के बीच हुई है।
जून में अमित शाह ने ‘ड्रग कंट्रोल विजन डॉक्यूमेंट (2026-2029)’ और नारकोटिक्स कंट्रोल ब्यूरो की वार्षिक रिपोर्ट-2025 जारी की थी।
केंद्र ने नशीले पदार्थों की तस्करी और उससे जुड़े अपराधों से निपटने के लिए तीन साल की राष्ट्रीय रणनीति तैयार की है।
इसमें प्रवर्तन, खुफिया जानकारी, रोकथाम और पुनर्वास को एक साथ जोड़ने पर जोर दिया गया है।
इस अभियान में केंद्र सरकार के 40 से अधिक मंत्रालयों और विभागों के शामिल होने की योजना है।
सरकार का जोर ऐसे नेटवर्क पर लगातार दबाव बनाने पर है, ताकि किसी बड़े आरोपी की गिरफ्तारी या ड्रग्स की खेप पकड़े जाने के बाद भी उसका संगठन दोबारा खड़ा न हो सके।
ड्रग्स बनाने वाले रसायनों पर भी निगरानी
सरकार नशीले पदार्थों से जुड़े कानूनों में संभावित कमियों की भी समीक्षा कर रही है।
अमित शाह के अनुसार, नारकोटिक ड्रग्स एंड साइकोट्रॉपिक सब्सटेंस एक्ट (NDPS Act) में मौजूद संभावित खामियों की पहचान की जा रही है।
इसके साथ ही उन प्रिकर्सर केमिकल्स और साइकोट्रॉपिक पदार्थों की कानूनी श्रेणी और निगरानी व्यवस्था की भी समीक्षा की जा रही है, जिनका इस्तेमाल अवैध ड्रग्स बनाने में किया जा सकता है।
यह कदम इसलिए महत्वपूर्ण है क्योंकि अंतरराष्ट्रीय ड्रग नेटवर्क अब केवल तैयार नशीले पदार्थों की तस्करी तक सीमित नहीं हैं। वे रसायनों की खरीद, अंतरराष्ट्रीय सप्लाई चेन, डिजिटल संचार और जटिल वित्तीय लेन-देन का इस्तेमाल भी कर सकते हैं।
अप्रैल में भी विदेश से लाया गया था आरोपी
वीरेंद्र सिंह बसोया की भारत वापसी इस साल विदेश से किसी कथित बड़े ड्रग तस्कर को वापस लाने की दूसरी महत्वपूर्ण कार्रवाई है।
इससे पहले अप्रैल में NCB ने ‘ऑपरेशन ग्लोबल-हंट’ के तहत कथित अंतरराष्ट्रीय ड्रग्स किंगपिन मोहम्मद सलीम डोला, 59, को तुर्की से भारत वापस लाया था।
तुर्की की एजेंसियों ने डोला को इस्तांबुल के बेयलिकदुजू इलाके में हिरासत में लिया था।
इसके बाद उसे 28 अप्रैल 2026 को भारत निर्वासित किया गया। दिल्ली के इंदिरा गांधी अंतरराष्ट्रीय हवाईअड्डे पर पहुंचने के बाद NCB ने उसे अपनी हिरासत में ले लिया था।
डोला के कथित तौर पर फरार गैंगस्टर दाऊद इब्राहिम से जुड़े आपराधिक नेटवर्क के संपर्क में होने का आरोप है।
विदेश में छिपना अब स्थायी सुरक्षा नहीं
बसोया और डोला के मामलों से संकेत मिलता है कि भारतीय एजेंसियां अब विदेशों में सक्रिय या छिपे कथित ड्रग तस्करों तक पहुंचने के लिए अंतरराष्ट्रीय सहयोग और खुफिया सूचनाओं का इस्तेमाल बढ़ा रही हैं।
केंद्र की रणनीति का उद्देश्य नशीले पदार्थों को जब्त करने के साथ-साथ उन संगठनों की आर्थिक और लॉजिस्टिक क्षमता को तोड़ना है जो इस कारोबार को चलाते हैं।
बसोया के भारत लौटने के बाद जांच एजेंसियों का ध्यान अब उसके कथित अंतरराष्ट्रीय नेटवर्क, सहयोगियों और वित्तीय गतिविधियों पर केंद्रित हो सकता है।
हालांकि, उसके खिलाफ लगाए गए आरोपों की अंतिम पुष्टि जांच और न्यायिक प्रक्रिया के दौरान उपलब्ध साक्ष्यों के आधार पर ही होगी।
