Fake Doctors and Bogus Lawyers: The Silent Threat Undermining India’s Justice and Healthcare Systems

Across India, a silent but dangerous fraud is thriving in full public view. Unqualified individuals are infiltrating two of society’s most respected professions—law and medicine—putting both lives and livelihoods at risk.

In the legal fraternity, numerous imposters allegedly operate without any recognised law degree or professional licence.

Many simply wear a black coat, blend in with practising advocates and gradually build credibility among unsuspecting clients and even genuine lawyers

These fake legal practitioners often begin by taking up minor assignments and convincing clients that they can handle their cases.

Once trust is established, they approach senior advocates, hand over the legal work, pocket a commission and continue presenting themselves as legitimate professionals.

In the process, they exploit vulnerable individuals, make easy money through deception and undermine the dignity and credibility of the legal profession.

Equally disturbing is the menace of fake doctors, commonly referred to in rural India as “jhola chap” doctors.

Wearing white coats and armed with dubious or forged qualifications, they enter the healthcare system and begin treating patients despite lacking the requisite training and expertise.

Several such cases have surfaced in recent years, exposing glaring deficiencies in the verification of medical credentials.

One of the most shocking incidents emerged from Madhya Pradesh, where a man allegedly secured a position as a cardiologist despite possessing fake qualifications.

Reports suggested that several patients died under his care, while others had to be referred elsewhere in critical condition to save their lives.

Investigations later revealed that he had been practising medicine for years using fraudulent credentials.

The problem is particularly acute in rural India, where thousands of unqualified practitioners reportedly provide medical treatment to unsuspecting patients.

In many cases, seriously ill individuals are referred to qualified doctors only after their conditions worsen, often reducing their chances of recovery and putting their lives in grave danger.

The existence of fake doctors and bogus lawyers represents a direct assault on public trust. Healthcare and justice are the two pillars upon which every civilised society rests.

When unqualified individuals infiltrate these professions, the consequences can be devastating for ordinary citizens who place their faith in doctors and lawyers during their most vulnerable moments.

It is widely believed that the authorities are aware of such deceptive practices and the extent of this menace. Yet, despite repeated instances coming to light, concrete and sustained action remains largely absent.

The question, therefore, is no longer whether this problem exists. The reality of fake doctors and bogus lawyers is an uncomfortable truth that neither society nor the government can ignore. The real question is: Who will bell the cat, and when?

India urgently needs a nationwide crackdown on these imposters. Verification systems must be strengthened, licensing procedures made more rigorous and exemplary punishment ensured for those found guilty of deceiving people and endangering lives.

Protecting citizens and preserving the integrity of the country’s healthcare and justice systems can no longer remain a matter of discussion. It demands immediate, decisive and uncompromising action.

भारत में एक खामोश लेकिन बेहद खतरनाक धोखाधड़ी खुलेआम फल-फूल रही है। बिना योग्यता वाले लोग समाज के दो सबसे सम्मानित पेशों—कानून और चिकित्सा—में सेंध लगा रहे हैं और लोगों की जिंदगी तथा न्याय व्यवस्था, दोनों को खतरे में डाल रहे हैं।

कानूनी पेशे में ऐसे अनेक लोग सक्रिय बताए जाते हैं, जिनके पास न तो मान्यता प्राप्त कानून की डिग्री है और न ही पेशेवर लाइसेंस। वे केवल काला कोट पहनकर वकीलों की भीड़ में शामिल हो जाते हैं और धीरे-धीरे भोले-भाले मुवक्किलों के साथ-साथ वास्तविक अधिवक्ताओं का भी विश्वास जीत लेते हैं।

ये फर्जी लोग अक्सर छोटे-मोटे कानूनी काम हाथ में लेते हैं और लोगों को भरोसा दिलाते हैं कि वे उनका मामला सुलझा देंगे। एक बार विश्वास कायम होने के बाद वे वरिष्ठ वकीलों से संपर्क करते हैं, केस उन्हें सौंप देते हैं, अपना कमीशन जेब में रख लेते हैं और स्वयं को वैध वकील के रूप में प्रस्तुत करते रहते हैं। इस पूरी प्रक्रिया में वे लोगों की मजबूरी का फायदा उठाते हैं, गलत तरीके से पैसा कमाते हैं और पूरे कानूनी पेशे की साख को धूमिल करते हैं।

उतनी ही गंभीर समस्या फर्जी डॉक्टरों की भी है, जिन्हें ग्रामीण भारत में आमतौर पर “झोलाछाप डॉक्टर” कहा जाता है। सफेद कोट पहनकर और संदिग्ध या फर्जी प्रमाणपत्रों के सहारे ये लोग चिकित्सा क्षेत्र में प्रवेश कर जाते हैं और पर्याप्त ज्ञान एवं प्रशिक्षण के बिना मरीजों का इलाज शुरू कर देते हैं।

पिछले कुछ वर्षों में ऐसे कई मामले सामने आ चुके हैं, जिन्होंने चिकित्सा योग्यता की जांच-प्रक्रिया में गंभीर खामियों को उजागर किया है। सबसे चौंकाने वाली घटनाओं में से एक मध्य प्रदेश में सामने आई, जहां एक व्यक्ति ने कथित रूप से फर्जी योग्यता के आधार पर हृदय रोग विशेषज्ञ के रूप में काम हासिल कर लिया। रिपोर्टों के अनुसार, उसके इलाज के दौरान कई मरीजों की मौत हो गई, जबकि कई अन्य को गंभीर हालत में दूसरे अस्पतालों में रेफर करना पड़ा। बाद में जांच में सामने आया कि वह वर्षों से फर्जी प्रमाणपत्रों के सहारे चिकित्सा कर रहा था।

ग्रामीण भारत में यह समस्या और भी विकराल है। यहां हजारों अपात्र लोग खुद को डॉक्टर बताकर मरीजों का इलाज कर रहे हैं। कई मामलों में मरीजों को तब योग्य डॉक्टरों के पास भेजा जाता है, जब उनकी स्थिति काफी बिगड़ चुकी होती है। इससे न केवल इलाज मुश्किल हो जाता है, बल्कि कई बार मरीजों की जान पर भी बन आती है।

फर्जी डॉक्टरों और नकली वकीलों का अस्तित्व जनता के विश्वास पर सीधा प्रहार है। स्वास्थ्य और न्याय किसी भी सभ्य समाज की दो बुनियादी नींव हैं। जब इन क्षेत्रों में अपात्र और धोखेबाज लोग प्रवेश कर जाते हैं, तो इसका सबसे बड़ा खामियाजा आम नागरिकों को भुगतना पड़ता है, जो अपने सबसे कठिन समय में डॉक्टरों और वकीलों पर भरोसा करते हैं।

यह व्यापक धारणा है कि सरकार और संबंधित एजेंसियां इस तरह की धोखाधड़ी और इसके दायरे से भली-भांति परिचित हैं। इसके बावजूद, बार-बार मामले सामने आने के बाद भी कठोर और निरंतर कार्रवाई का इंतजार बना हुआ है।

अब सवाल यह नहीं है कि यह समस्या मौजूद है या नहीं। फर्जी डॉक्टरों और नकली वकीलों का यह कड़वा सच किसी से छिपा नहीं है। असली सवाल यह है कि आखिर इस बिल्ली के गले में घंटी कौन बांधेगा और कब?

देश को तत्काल एक व्यापक अभियान चलाने की जरूरत है। सत्यापन प्रणाली को मजबूत करना होगा, लाइसेंसिंग प्रक्रिया को और सख्त बनाना होगा तथा लोगों की जिंदगी से खिलवाड़ करने वाले और उन्हें धोखा देने वाले दोषियों को कड़ी से कड़ी सजा सुनिश्चित करनी होगी।

देश के नागरिकों की सुरक्षा और न्याय एवं स्वास्थ्य व्यवस्था की विश्वसनीयता को बचाने के लिए अब केवल चर्चा नहीं, बल्कि तत्काल, ठोस और निर्णायक कार्रवाई की आवश्यकता है।
