Jantar Mantar No Longer a Protest Venue: Delhi Police Names Three Alternative Sites
NEW DELHI, October 12: Delhi Police has removed Jantar Mantar from the list of authorised protest venues, redirecting future demonstrations to three alternative locations across the capital.
The decision, announced on October 11, has triggered a fresh confrontation with opposition groups and student activists campaigning for the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls.
Under the revised arrangement, demonstrations will be permitted at Ramlila Ground, Burari Ground and the CBD Ground, according to Delhi Police Commissioner Anurag Kumar.
The order states that the Ministry of Home Affairs constituted a committee to examine alternative locations for public protests and that the new arrangement follows its recommendations.
The change could significantly alter the geography of political demonstrations in Delhi. Jantar Mantar has long served as a prominent gathering point for groups seeking to draw national attention to political and public issues.
The newly designated venues are spread across different parts of the city, taking demonstrators farther from Parliament and the main administrative district.
Ramlila Ground, the nearest of the three alternatives, lies approximately three kilometres from Parliament. Burari Ground is around 16 kilometres away, while the CBD Ground is nearly 26 kilometres from the seat of central government.
Protest groups challenge the decision.
The announcement has drawn sharp criticism from the Congress-led INDIA opposition bloc, the Cockroach Janta Party (CJP), founded by Abhijeet Dipke, and the All India Students’ Association (AISA), led by Neha Bora.
These groups have been seeking permission to assemble at Jantar Mantar as part of their campaign against Kumar.
CJP leaders described the decision as an unacceptable restriction on citizens’ democratic rights. The party’s response was summed up in its declaration: “Ab poora desh Jantar Mantar ban raha hai” — now the entire country is becoming Jantar Mantar.
Questioning the process behind the order, CJP co-convenor Saurav Das asked whether the government had consulted citizens and organisations before changing the status of the protest site.
He also challenged the Ministry of Home Affairs to explain whether the interests of the groups that regularly use Jantar Mantar had been considered.
Das warned that withdrawing the venue’s designated status could have consequences beyond the immediate dispute.
He described the decision as an attack on the right to peaceful assembly and argued that restricting one prominent protest location would not extinguish public dissent.
In a letter released to the media, the CJP said the refusal to allocate Jantar Mantar for demonstrations had created distress and discontent among people.
The organisation called the decision arbitrary and maintained that peaceful protest was a fundamental democratic right.
Police action over weekend demonstrationsThe change in protest policy comes after a tense weekend during which CJP and AISA activists attempted to march towards Jantar Mantar.
Delhi Police mounted a large security operation involving road barricades, restrictions affecting mobile internet services, temporary closures of Metro stations and the deployment of thousands of police and paramilitary personnel.
More than 7,500 people were reportedly detained during the operation. Protesters also alleged that excessive force was used to disperse the gatherings, including violence against women. These allegations require independent verification.
Police had maintained that the demonstrations could not proceed because the organisers had sought permission too close to the proposed date.
The dispute over advance notice subsequently became a central point in the exchanges between the protesters and the authorities.
On Monday, shortly before the police commissioner announced the alternative sites, CJP leaders Saurav Das and Ashutosh Ranka met police officials to seek permission for a peaceful demonstration at Jantar Mantar.
The leaders said the meeting lasted approximately 30 minutes. They argued that the authorities had asked them to submit applications at least 10 days before a proposed demonstration and that their visit was intended to secure an official date and time for the protest.
Ranka said the police had been given 24 hours to respond. The organisation would determine its next move depending on whether the authorities provided a date within that period, he said.
New rules to govern demonstrations
The police order also provides for changes to the procedures governing public demonstrations.
Permission will be handled separately for each of the three newly designated grounds, with further details on the application process to be issued independently.
The policy shift places renewed attention on the balance between public order and the constitutional freedom to assemble peacefully.
While authorities have cited an administrative process for selecting alternative venues, protest organisers argue that moving demonstrations farther from the seat of government could reduce their visibility and political impact.
The immediate question is whether the new arrangements will allow opposition groups and campaigners to organise demonstrations effectively at the alternative venues, or whether the decision will trigger further protests and legal challenges over access to public spaces in the national capital.
