Ladakh’s Political Deadlock Deepens as Sonam Wangchuk Challenges Centre Over Unfulfilled Assurances
LEH: The struggle over Ladakh’s political future has entered another uncertain phase, with negotiations between regional representatives and the Union Home Ministry ending without an agreement on key demands.
Climate activist Sonam Wangchuk has responded by accusing New Delhi of failing to honour commitments that, he says, had raised expectations among the people of the region.
The immediate point of contention is the proposed elected assembly and the extent of its authority.
Ladakh’s representatives have indicated that the two sides remain far apart, leaving unresolved the question of how much control an elected body would exercise over the administration.
For Wangchuk, the impasse goes beyond a disagreement over institutional arrangements.
In a video address, he portrayed the outcome as a breach of trust and said residents had expected substantially more progress following earlier discussions with the Centre.
He questioned the government’s commitment to the principle of Ram Rajya, arguing that public confidence suffers when assurances are not honoured.
His remarks reflected the frustration of a movement that has been seeking greater political representation and protection for Ladakh since it became a Union Territory.
What Ladakh’s leaders say was agreed earlier
Wangchuk traced the current dispute to discussions held in May, when, according to his account, representatives were assured that Ladakh would receive a special elected legislature with authority extending across the administrative machinery, including the office of the chief secretary.
He also said the Centre had discussed providing constitutional safeguards through Article 371 rather than the Sixth Schedule.
Wangchuk maintained that regional leaders had accepted this alternative in the belief that it would provide meaningful protection and democratic authority.
The latest meeting, he alleged, failed to reflect those expectations. He pointed to disagreements over the proposed assembly’s composition, its powers and the form of safeguards available to Ladakh.
The account of the earlier commitments was presented by Wangchuk; the information available does not independently establish that the Centre accepted his description of the discussions.
Activist draws a contrast between China and New Delhi
Wangchuk also raised questions about the timing of the negotiations in relation to a statement by China concerning Ladakh. He said leaders of the Leh Apex Body had publicly rejected Beijing’s remarks and asserted that China had no authority to comment on the region.
He reiterated that Ladakh’s people wanted their future to remain within India, while bringing Tibet into the debate over China’s regional role.
Wangchuk said the local leadership’s condemnation of the Chinese statement had been followed, just hours later, by another round of discussions with Indian officials.
He questioned why residents who had rejected China’s intervention should feel let down by their own government. The comparison formed part of his criticism of the Centre’s approach, rather than an independent assessment of the negotiations.
Protests and detention remain part of the wider dispute
Ladakh’s demands for greater political safeguards have continued since the region was separated from the former state of Jammu and Kashmir and became a Union Territory in 2019.
Political representatives and civil society groups have sought stronger protection for local land, employment opportunities and cultural identity, alongside a more effective democratic framework.
Wangchuk said the Centre had initially offered assurances concerning democratic representation and safeguards under the Sixth Schedule. He also claimed that the BJP secured electoral victories in a political environment shaped by those commitments.
According to Wangchuk, residents subsequently turned to peaceful protests, hunger strikes and long-distance marches to press for their demands.
He further alleged that security personnel opened fire during violence on September 24, resulting in deaths, and that he and others were later detained under the National Security Act.
Wangchuk spent six months in custody under the NSA, according to the account provided. His latest remarks come against the backdrop of continuing disagreements over how Ladakh should be governed and what guarantees the Centre is prepared to offer.
With the latest negotiations producing no breakthrough, the central questions remain unanswered: what powers will an elected assembly receive, and what form of constitutional protection will be available to Ladakh?
Until the two sides narrow their differences, the region’s demand for a settled political framework is likely to remain a major point of contention.
