Divya Mittal Enters UP’s Political Arena With New Party, Sets Sights on 2027

Jan Neeti Bharat seeks to challenge conventional governance with citizen-led priorities, public monitoring of services and direct outreach to voters

LUCKNOW: Uttar Pradesh’s political landscape has a new entrant ahead of the 2027 Assembly elections.

Former IAS officer Divya Mittal on Thursday unveiled her political outfit, Jan Neeti Bharat, positioning it around a central argument: government decisions should be shaped more directly by the people who live with their consequences.

Mittal, who left the civil service through voluntary retirement last month, is seeking to turn that idea into an electoral platform.

In a video address announcing the party, she questioned whether India’s political system gives ordinary citizens enough opportunity to influence decisions once elections are over.

Her proposed alternative centres on three areas: letting communities identify their own priorities, directing public spending towards places with the greatest need, and making the condition of government facilities visible to everyone.

A different way to judge government performance

One of Mittal’s proposals would allow residents to help assess public infrastructure through a simple colour-coded system.

Roads, hospitals, schools and other facilities could be marked green when their condition is satisfactory, yellow when work remains unfinished and red when performance is poor.

The intention, she said, would be to make deficiencies easier to identify and give both officials and residents a way to follow progress.

The approach rests on the idea that people who depend on a facility every day can provide valuable information about its actual condition.

For Mittal, accountability should also influence how elected representatives conduct themselves.

She criticised the political class for concentrating on rivalries while leaving citizens with limited influence over public decisions. Voters, she argued, should not be treated as capable of making choices only on polling day.

Resources should follow need, not influence

The party also proposes using information supplied by citizens to decide where public money and services are most urgently required.

Women’s safety is one example Mittal used to explain the concept. She suggested an app that would enable women to flag locations where they feel vulnerable.

If reports about a particular spot reached 100, it could be considered for priority intervention, including better lighting, more police patrols and surveillance cameras.

The proposal is intended to shift the response from reacting to incidents to identifying possible risks beforehand.

Mittal said the same needs-based approach could guide decisions in other public services as well.

She also wants people directly affected by government decisions to have a stronger voice in setting priorities.

In her view, specialists should work out the technical details of a project, but communities should have a meaningful role in identifying what is required in the first place.

To illustrate the gap between public needs and administrative processes, she referred to Dev Kali Devi, who had sought a school in her village.

Mittal said progress followed her public intervention, but a later finding that the proposed land lay within a forest area complicated the matter.

She contrasted this with what she described as the lengthy procedures often encountered when poor communities seek basic infrastructure.

She argued that farmers should be involved in framing agricultural policies and small traders in decisions affecting their businesses.

‘Jan Neeti’ as the party’s political identity

Explaining the party’s name, Mittal used the image of the Ganga to describe a political organisation in which every individual would have a meaningful place.

Her stated ambition is to make citizens participants in governance rather than people who merely receive decisions made elsewhere.

The party’s slogan, “Rajniti nahi, Jan Neeti”, captures that distinction. Mittal’s message is that public policy should respond to people’s needs instead of being driven solely by political calculations.

The new outfit, however, faces the practical challenge of building a statewide organisation in a state where established parties already have extensive networks and resources.

Mittal acknowledged that her party does not have the money available to major political organisations.

She said it would rely on personal contact, with volunteers and supporters reaching people directly instead of depending on posters and expensive publicity.

She appealed to residents to invite her to their towns and villages and circulate her video message to widen the party’s reach.

Mittal first announced last month that she intended to leave the IAS and enter politics, describing the move as a major undertaking.

Thursday’s announcement marks the next step in that transition, giving the proposed political project a name, a set of stated principles and an electoral target.

Whether Jan Neeti Bharat can convert its emphasis on citizen participation into a viable political force will become clearer as the party builds its organisation and prepares for the 2027 Uttar Pradesh Assembly elections.
