UP MLC Polls: Akhilesh Yadav Flags Lack of Counting Updates, Seeks Election Commission’s Intervention
Lucknow: The counting of votes for 11 Uttar Pradesh Legislative Council constituencies has triggered a political dispute, with Samajwadi Party president Akhilesh Yadav questioning why detailed updates on the process were not being made available.
In a message posted on X on Tuesday, Yadav called on Chief Election Commissioner Gyanesh Kumar to intervene and ensure that the counting exercise and declaration of results remained transparent.
He alleged that the process was progressing slowly and that official announcements covering individual rounds were not being issued.
The SP leader further claimed that political parties and the media had not been adequately informed about the progress of counting.
He urged the Election Commission to address the concerns and maintain public confidence in the electoral process.
The allegations came as counting continued in the biennial elections covering five graduates’ constituencies and six teachers’ constituencies.
The information provided did not include an official response from the Election Commission specifically addressing Yadav’s claims.
Eleven seats, 152 candidates and seven counting centres
The elections cover constituencies spread across seven districts: Lucknow, Varanasi, Agra, Meerut, Jhansi, Bareilly and Gorakhpur. A total of 152 candidates are contesting the 11 seats.
The five graduates’ constituencies are Lucknow, Meerut, Agra, Varanasi and Allahabad-Jhansi. The six teachers’ constituencies are Lucknow, Meerut, Agra, Varanasi, Bareilly-Moradabad and Gorakhpur-Faizabad.
Polling took place on October 23, with an overall turnout of 55.24 per cent. Results were expected by Wednesday evening or Thursday, according to the information cited in the report.
Officials indicated that the counting process was at different stages in different constituencies. In the Lucknow teachers’ constituency, counting of first-preference votes began after ballot papers had been bundled. The corresponding preparation work in the Lucknow graduates’ constituency was nearing completion.
Agra constituency faces separate polling controversy.
Apart from the dispute over counting updates, the Agra teachers’ constituency has encountered a separate issue arising from alleged irregularities during polling.
The returning officer recommended fresh voting at three polling stations following complaints about the October 23 election. The recommendation was forwarded to the Election Commission.
The Commission also ordered six officials to be suspended over supervisory lapses, while disciplinary proceedings were initiated against other personnel associated with the polling process.
The proposed re-poll and the action against officials add another layer to the election proceedings, although they are distinct from the concerns raised by Yadav about the pace and disclosure of counting results.
Why the outcome matters to the Samajwadi Party
The results could have consequences for the balance of political representation in the Uttar Pradesh Legislative Council, particularly for the Samajwadi Party.
In the 2020 elections to these constituencies, the BJP won six seats, the SP secured three,e and independent candidates won the remaining two.
The SP currently has 10 members in the Council, which has a sanctioned strength of 100. The party’s present numbers are significant because the 10 per cent membership threshold is cited as the requirement for retaining the Leader of Opposition position in the Upper House.
The three SP members elected in 2020 were Man Singh Yadav from Allahabad-Jhansi Graduates, Ashutosh Sinha from Varanasi Graduates and Lal Bihari Yadav from Varanasi Teachers. The party has nominated all three again.
Their performance, alongside the outcome in the other constituencies, will determine how the Council’s political composition develops after the elections.

लखनऊ: उत्तर प्रदेश विधान परिषद की 11 सीटों पर जारी मतगणना के बीच समाजवादी पार्टी के अध्यक्ष अखिलेश यादव ने चुनाव आयोग से प्रक्रिया की स्थिति स्पष्ट करने की मांग की है। उन्होंने आरोप लगाया कि मतगणना की प्रगति और अलग-अलग चरणों के परिणामों को लेकर पर्याप्त आधिकारिक जानकारी उपलब्ध नहीं कराई जा रही है।
मंगलवार को सोशल मीडिया मंच एक्स पर अपनी प्रतिक्रिया में अखिलेश यादव ने मुख्य चुनाव आयुक्त ज्ञानेश कुमार से हस्तक्षेप करने और मतगणना तथा परिणामों की घोषणा में पारदर्शिता सुनिश्चित करने का आग्रह किया।
सपा प्रमुख का दावा है कि मतगणना अपेक्षाकृत धीमी गति से आगे बढ़ रही है और प्रत्येक चरण की जानकारी नियमित रूप से जारी नहीं की जा रही। उन्होंने यह भी कहा कि राजनीतिक दलों और मीडिया को प्रक्रिया की प्रगति के बारे में पर्याप्त सूचना नहीं मिल रही है।

अधिकारियों के मुताबिक, सभी निर्वाचन क्षेत्रों में मतगणना की प्रक्रिया एक ही चरण में नहीं थी। लखनऊ शिक्षक निर्वाचन क्षेत्र में मतपत्रों को बंडल करने का काम पूरा होने के बाद पहली वरीयता के मतों की गिनती शुरू हो गई थी। लखनऊ स्नातक निर्वाचन क्षेत्र में मतपत्रों की बंडलिंग अंतिम चरण में थी।
आगरा शिक्षक सीट पर पुनर्मतदान की सिफारिश
मतगणना को लेकर उठे सवालों के बीच आगरा शिक्षक निर्वाचन क्षेत्र में मतदान संबंधी अनियमितताओं का अलग मामला भी सामने आया है।
23 अक्टूबर को मतदान के दौरान कथित गड़बड़ियों की शिकायतों के बाद रिटर्निंग अधिकारी ने तीन मतदान केंद्रों पर दोबारा मतदान कराने की सिफारिश की थी। यह प्रस्ताव चुनाव आयोग को भेजा गया।
आयोग ने निगरानी में लापरवाही के आरोप में छह अधिकारियों को निलंबित करने का आदेश भी दिया। मतदान प्रक्रिया से जुड़े अन्य कर्मचारियों के खिलाफ विभागीय कार्रवाई शुरू की गई।
पुनर्मतदान की सिफारिश और अधिकारियों पर कार्रवाई चुनाव प्रक्रिया से जुड़े अलग मुद्दे हैं। इनका संबंध अखिलेश यादव की ओर से मतगणना की गति और जानकारी जारी करने को लेकर उठाई गई आपत्तियों से अलग है।

वर्तमान में 100 सदस्यीय उत्तर प्रदेश विधान परिषद में सपा के 10 सदस्य हैं। उपलब्ध जानकारी के अनुसार, सदन में नेता प्रतिपक्ष का पद बनाए रखने के लिए 10 प्रतिशत सदस्य संख्या की सीमा महत्वपूर्ण है। ऐसे में पार्टी के मौजूदा प्रतिनिधित्व पर चुनाव परिणामों का असर पड़ सकता है।
वर्ष 2020 में सपा की ओर से इलाहाबाद-झांसी स्नातक निर्वाचन क्षेत्र से मान सिंह यादव, वाराणसी स्नातक सीट से आशुतोष सिन्हा और वाराणसी शिक्षक सीट से लाल बिहारी यादव विजयी हुए थे। पार्टी ने इन तीनों को फिर से उम्मीदवार बनाया है।
इन सीटों के परिणाम यह तय करेंगे कि विधान परिषद में विभिन्न दलों का प्रतिनिधित्व किस दिशा में आगे बढ़ता है।
