Iran Strengthens Underground Nuclear Infrastructure Amid Uncertainty Over US Peace Talks
TEHRAN: Iran’s strategic installations are once again attracting international scrutiny, with satellite observations pointing to continuing development at sensitive locations near its principal uranium enrichment centre.
The activity has revived questions about Tehran’s ability to restore military infrastructure following recent attacks and the implications for efforts to ease tensions with the United States.
Retired US Army General Jack Keane believes Iran remains determined to rebuild its nuclear-related capabilities.
In an interview with Fox News, he argued that diplomatic engagement had not persuaded Tehran to abandon its long-standing objectives and suggested that its missile programme was also receiving renewed attention.
The New York Post has reported increased activity at Pickaxe Mountain, an underground complex close to the Natanz nuclear facility.
Its location beneath rocky terrain has made it a subject of particular interest to security analysts examining Iran’s ability to protect sensitive infrastructure from possible future attacks.
However, the extent of the work and the facility’s present operational status remain important unanswered questions.
Satellite images can reveal changes to buildings, roads and tunnel entrances, but they cannot by themselves establish what equipment has been installed underground or whether uranium enrichment is taking place.
Construction Around Natanz Raises Questions About Iran’s Recovery
Pickaxe Mountain is not the only location receiving attention from researchers. The surrounding Natanz area and other nuclear-linked sites have also been examined for signs of repair, reinforcement, and changes following military strikes.
Analysts at the Center for Strategic and International Studies reported construction-related developments at Pickaxe Mountain during 2026.
Their assessment highlighted modifications around access routes and tunnel entrances, but did not establish that enrichment equipment had been installed inside the underground complex.
The Institute for Science and International Security has separately documented changes to the protective arrangements around sensitive Iranian installations.
Its analysis has drawn attention to earthen barriers and mounds near underground access points, which could make ground operations more difficult.
The significance of these developments lies partly in the difficulty of assessing facilities that are concealed beneath substantial layers of rock.
Even when external construction is visible, determining whether a site is being prepared for industrial, nuclear, or defensive purposes may require additional evidence.
Iran has not publicly provided a complete account of the current purpose and status of the Pickaxe Mountain complex.
Consequently, claims about its precise role should be distinguished from what researchers can directly observe in satellite imagery.
Missile Reconstruction Adds Another Dimension to Security Concerns
Tehran’s military recovery is also being assessed in terms of its conventional strike capabilities.
Keane has argued that Iran is seeking to rebuild its missile programme alongside its nuclear infrastructure, raising concerns about the potential consequences for regional security.
Ballistic missiles are an important component of Iran’s military posture.
Their range and potential use against military installations across the region mean that any restoration of production facilities, storage sites or launch infrastructure could influence future security calculations.
Nevertheless, the condition of Iran’s arsenal cannot be determined solely from images of construction sites.
Establishing how much equipment has been repaired or replaced, and whether restored systems are operational, requires evidence beyond publicly available satellite photographs.
The issue is particularly significant during a period in which diplomatic efforts and military preparedness are developing simultaneously. A reduction in direct fighting does not necessarily mean that the parties have resolved the underlying security disputes.
Tehran Seeks Concessions Before Addressing Nuclear Questions
The diplomatic picture remains unsettled. A senior Iranian official told Reuters that Tehran would not include its nuclear programme in discussions with members of the Mecca Pact on Monday, October 26.
According to the official, Washington must first address Iran’s demands if a lasting end to the conflict is to be achieved.
Iran’s proposal, reportedly delivered to the United States through intermediaries in mid-September, centres on three major demands: ending hostilities across the region, easing restrictions on Iranian oil exports and lifting the US blockade of Iranian ports.
These conditions suggest that Tehran wants economic and security concessions to form the basis of any broader settlement. The US position and the precise terms of any proposed agreement remain central to whether negotiations can progress.
The decision to exclude nuclear issues from the latest discussions creates a further complication.
Washington’s concerns about Iran’s nuclear activities are closely connected to wider questions about regional stability, missile capabilities and the possibility of renewed confrontation.
A Difficult Road Towards De-escalation
Iran’s reconstruction efforts and its negotiating position present two parallel challenges for those seeking a durable settlement.
On one side, the condition and future purpose of sensitive underground facilities remain uncertain.
On the other, the two sides continue to differ over sanctions, military pressure and the scope of diplomatic discussions.
For international observers, the immediate questions are whether the construction activity will translate into renewed nuclear operations, how much of Iran’s missile infrastructure has been restored, and whether diplomatic channels can address these concerns.
Until more conclusive evidence becomes available, the reported activity should be viewed as an indication of continued infrastructure development rather than definitive proof that all damaged capabilities have been restored.
The prospects for a lasting agreement will depend on whether Washington and Tehran can reconcile their competing demands and establish arrangements that address regional hostilities, economic restrictions and international concerns over Iran’s nuclear programme.
