Allahabad High Court Orders Verification of Certificates of All UP Basic School Teachers

PRAYAGRAJ: The Allahabad High Court has ordered a state-wide scrutiny of the educational credentials of teachers working in Uttar Pradesh’s basic education system after an investigation revealed alleged recruitment fraud, including cases in which the same set of certificates was reportedly used to secure jobs for multiple candidates.

Justice Vinod Diwakar, in an order dated October 16, directed the Special Task Force (STF) to verify the academic documents of teachers employed in government basic schools across the state.

The exercise will cover teachers teaching Classes 1 to 8, with the court requiring a coordinated process involving education officials and the police.

Under the directions, every teacher must provide clear, readable copies of their appointment letter and educational certificates to the relevant Basic Shiksha Adhikari (BSA) within seven days.

The district-level education authorities have been instructed to forward these records to the appropriate STF range office for examination.

The STF has been asked to establish a systematic procedure for checking the documents and may seek assistance from the concerned Senior Superintendent of Police or Police Commissioner wherever necessary.

The court has also ordered teachers to submit notarised affidavits disclosing details of their immediate family members, whether currently serving or retired, who have held posts at the level of Basic Shiksha Adhikari or higher in Uttar Pradesh’s Education Department.

Senior Officials Made Responsible for Verification Drive

The Director of Education, Uttar Pradesh, will oversee the work being carried out by the BSAs and may appoint an officer to monitor the exercise on a day-to-day basis.

Similarly, the Additional Director General of Police heading the STF has been made responsible for supervising the verification and investigation, with the authority to designate an officer for routine monitoring.

The High Court has cautioned that any negligence or failure to discharge the assigned responsibilities will be treated seriously. Officers found responsible for lapses could face personal accountability, the order stated.

The matter has been listed for fresh consideration on November 4, when the authorities are expected to report on compliance with the court’s directions.

Court Links Recruitment Fraud to Declining School Standards

Explaining the need for a comprehensive verification exercise, the court expressed concern over the closure of numerous primary schools, attributing the problem not merely to declining student enrolment but also to the quality of teaching and the performance of teachers.

The judge observed that concerns over the standard of education could not be separated from alleged irregularities in recruitment over the past two decades.

The court noted that the government has continued to provide resources, including free textbooks, meals and uniforms, yet many schools have failed to deliver the expected improvement in educational outcomes.

The order emphasised that effective teaching involves considerably more than familiarity with a subject.

Teachers must possess the ability to explain concepts appropriately, attend school regularly, engage patiently with young children and ensure that no pupil is discriminated against because of caste, poverty or social circumstances.

The court also underlined the responsibility teachers carry towards children who are the first in their families to receive formal education.

For many such students, a teacher can be a crucial source of guidance and an opportunity to improve their prospects.

Justice Diwakar observed that the integrity of the recruitment process was essential to maintaining public confidence in the education system.

The court reasoned that appointments obtained through deception raise serious doubts about whether those appointed can be trusted with the responsibility of educating children.

Petition Exposes Alleged Use of Another Teacher’s Certificates

The directions emerged during the hearing of a writ petition filed by a teacher named Kusumlata.

In a report submitted in accordance with an earlier court direction, the Additional Superintendent of Police of the STF in Lucknow alleged that the petitioner had secured her appointment by using the educational documents of another woman, Kusumlata Srivastava, who was already working as an assistant teacher in Gorakhpur.

The STF’s wider investigation reportedly uncovered additional cases in which teachers had obtained employment using forged educational records or certificates belonging to other individuals.

One particularly serious finding was that, in some instances, ten or more people had allegedly secured appointments using a single set of educational documents.

The findings prompted the High Court to extend the scrutiny beyond the individual dispute and order verification of teachers’ credentials across Uttar Pradesh.

The state-wide exercise is expected to help identify suspected fraudulent appointments and establish whether recruitment procedures were compromised.

The court’s directions place the responsibility on both education authorities and the STF to ensure that the verification is carried out systematically and without negligence.

The outcome could have significant implications for the integrity of teacher recruitment and public confidence in government-run primary education in Uttar Pradesh.
