Ayodhya Ram Temple Donation Row: Trust Accepts Champat Rai’s Resignation, Announces Major Administrative Overhaul
In a significant development amid the ongoing controversy over alleged irregularities in donations at the Ayodhya Ram Temple, the Shri Ram Janmabhoomi Teerth Kshetra Trust on Monday accepted the resignations of its General Secretary Champat Rai and trustee Anil Mishra.
The Trust also removed administrator Gopal Nagarakatte (Gopal Rao) from his responsibilities and unveiled a series of administrative reforms, including the formation of a three-member committee to appoint a full-time Chief Executive Officer (CEO).
The decisions were aimed at strengthening transparency and restoring public confidence following allegations of financial misconduct linked to temple offerings.
During a meeting held at the Ram Mandir complex in Ayodhya, the Trust also named trustee and Rashtriya Swayamsevak Sangh (RSS) member Krishna Mohan as the interim General Secretary.
Notably, Krishna Mohan was the individual who had lodged the First Information Report (FIR) that triggered the criminal investigation into the alleged donation theft.
Alongside the leadership changes, the Trust criticised its political opponents, accusing them of attempting to exploit the controversy for political purposes.
In an official statement issued after the meeting, the Trust said the Special Investigation Team’s (SIT) preliminary report had identified eight individuals allegedly involved in the case, following which criminal complaints were filed and arrests were made.
It stated that Champat Rai and Anil Mishra had voluntarily resigned on moral grounds after the submission of the preliminary findings, and their resignations were formally accepted.
The Trust also decided to remove Gopal Nagarakatte from the list of special invitees.
The Trust meeting began at around 3:15 pm and continued until approximately 6:30 pm. Seven trustees attended the meeting in person, while two others joined virtually. Neither Champat Rai nor Anil Mishra participated in the deliberations.
Mahant Kamal Nayan Das, successor to Trust president Mahant Nritya Gopal Das, confirmed that Gopal Rao had not been invited to attend the meeting and that Champat Rai also remained absent.
As part of its institutional restructuring, the Trust constituted a three-member selection committee to identify a suitable Chief Executive Officer.
The panel comprises former Supreme Court judge Justice (Retd.) Permod Kohli, retired Lieutenant General Vishnukant Chaturvedi, and industrialist-trustee Suresh Haware.
The committee has been tasked with recommending a professional administrator to strengthen governance and improve accountability within the organisation.
The decisions taken on Monday represent the most significant administrative response so far to the donation controversy that surfaced last month.
The issue has generated widespread religious and political debate, particularly in Uttar Pradesh, where Assembly elections are expected early next year.
Addressing a press conference after the meeting, Trust Treasurer Govind Dev Giri said the State Bank of India (SBI) also bore responsibility because the counting and deposit process was carried out jointly with the bank.
He argued that stronger oversight from the bank could have prevented the alleged irregularities and remarked that, in his opinion, the FIR ideally should have been filed by SBI instead of the Trust.
Responding to the remarks, a senior SBI official in Lucknow reiterated that the bank had already issued a written statement on June 28 confirming its complete cooperation with the SIT investigation.
The official said the bank remained committed to assisting investigators and would adopt procedures that eliminated any scope for doubt while contributing to the restoration of public confidence in the Ram Temple’s financial management.
Describing the alleged theft of devotees’ offerings as deeply distressing, Govind Dev Giri said the controversy had caused immense pain to everyone associated with the temple.
He observed that the allegations had cast an unfortunate shadow over a shrine that was built after centuries of struggle, sacrifice,e and unwavering faith.
Despite accepting Champat Rai’s resignation, the Trust unanimously acknowledged his contribution to the Ram Janmabhoomi movement and the construction of the temple.
Govind Dev Giri said Rai’s decades-long commitment and dedication to the cause remained unquestioned and suggested that his only lapse may have been placing trust in individuals who later betrayed that confidence.
According to the Treasurer, Champat Rai chose to resign voluntarily because he believed it would not be appropriate to continue as General Secretary while the investigation remained underway.
Giri said Rai wanted the probe to reach its logical conclusion and those responsible to be held accountable before any further role could be considered.
He further clarified that the Trust had no legal discretion to reject the resignation.
Senior trustee K. Parasaran advised that, under the Trust’s constitution, a resignation becomes effective immediately upon submission, making its acceptance mandatory under the governing rules.
Govind Dev Giri announced that the Trust would convene again on July 22, by which time it expects the SIT to submit its final investigation report.
The findings will be reviewed during the meeting, along with proposals regarding the appointment of additional trustees and further institutional reforms.
He also said Krishna Mohan, who has been entrusted with additional responsibilities as interim General Secretary, would be free to constitute a new administrative team and implement measures aimed at strengthening transparency, accountability and internal governance across the Trust.
During the press interaction, Govind Dev Giri also criticised Opposition parties, saying that those who had once ordered firing on kar sevaks in Ayodhya or questioned the existence of Lord Ram before the Supreme Court were now attempting to lecture the Trust on matters of faith and administration.
Later in the evening, Trust representatives displayed before the media several valuable offerings linked to the controversy, including a gold-plated copy of the Ramcharitmanas, a silver necklace, ceremonial silver charan-paduka, and a silver crow, in an apparent effort to demonstrate transparency regarding donated valuables.
The controversy first came into the public domain on June 7, when Samajwadi Party leader Tej Narayan ‘Pawan’ Pandey alleged that donations worth between ₹5 crore and ₹7.5 crore had been siphoned off from temple offerings.
Acting on the allegations, the Uttar Pradesh government constituted a Special Investigation Team on June 13 to probe the matter.
According to investigators, preliminary findings indicate an organised diversion of cash during the collection and counting process.
The SIT alleged that a portion of devotees’ offerings was misappropriated before being deposited into the designated bank account, leading to the arrest of eight employees associated with handling donation collections on June 26.
The criminal case was registered under multiple provisions of the Bharatiya Nyaya Sanhita relating to criminal breach of trust, cheating, theft and criminal conspiracy, along with relevant sections of the Prevention of Corruption Act.
Eight individuals arrested so far include Anukalp Mishra, Lavkush Mishra, Ram Shankar Yadav alias Tinnu, Manish Yadav, Subhash Srivastava,
Avinash Shukla, Rama Shankar Mishra, and Karunesh Pandey. Investigators have also pointed to family and professional links among some of the accused.
Last week, investigators recovered ₹79.85 lakh allegedly linked to the case from locations including bathrooms, haystacks and stacks of cow dung cakes, describing the recoveries as a significant breakthrough in the ongoing investigation.
Reacting to the developments, Uttar Pradesh Congress president Ajay Rai demanded that the existing Trust be dissolved and reconstituted under the guidance of the country’s four Shankaracharyas along with representatives of the saint community, arguing that such a step was necessary to restore public faith in the institution.
अयोध्या स्थित राम मंदिर में चढ़ावे की कथित अनियमितताओं को लेकर चल रहे विवाद के बीच सोमवार को श्रीराम जन्मभूमि तीर्थ क्षेत्र ट्रस्ट ने बड़ा प्रशासनिक फैसला लिया। ट्रस्ट ने महासचिव चंपत राय और ट्रस्टी अनिल मिश्रा के इस्तीफे स्वीकार कर लिए, जबकि प्रशासक गोपाल नगरकट्टे (गोपाल राव) को उनकी जिम्मेदारियों से हटा दिया गया।
साथ ही ट्रस्ट ने एक पूर्णकालिक मुख्य कार्यकारी अधिकारी (सीईओ) की नियुक्ति के लिए तीन सदस्यीय चयन समिति गठित करने की घोषणा की। ट्रस्ट का कहना है कि इन कदमों का उद्देश्य प्रशासनिक व्यवस्था को अधिक पारदर्शी बनाना और श्रद्धालुओं का विश्वास फिर से मजबूत करना है।
अयोध्या स्थित राम मंदिर परिसर में आयोजित ट्रस्ट की बैठक में राष्ट्रीय स्वयंसेवक संघ से जुड़े ट्रस्टी कृष्ण मोहन को अंतरिम महासचिव की जिम्मेदारी सौंपी गई। उल्लेखनीय है कि कथित चढ़ावा चोरी मामले में दर्ज कराई गई पहली एफआईआर कृष्ण मोहन ने ही दर्ज कराई थी,
जिसके बाद पूरे मामले की आपराधिक जांच शुरू हुई। बैठक के दौरान ट्रस्ट ने विपक्षी दलों पर भी निशाना साधते हुए आरोप लगाया कि वे इस विवाद का राजनीतिक लाभ उठाने का प्रयास कर रहे हैं।
बैठक के बाद जारी आधिकारिक बयान में ट्रस्ट ने कहा कि विशेष जांच दल (एसआईटी) की प्रारंभिक रिपोर्ट में आठ व्यक्तियों की भूमिका सामने आने के बाद उनके खिलाफ मुकदमे दर्ज किए गए और गिरफ्तारी की कार्रवाई हुई।
इसी रिपोर्ट के बाद महासचिव चंपत राय और ट्रस्टी अनिल मिश्रा ने नैतिक आधार पर अपने पदों से इस्तीफा दिया, जिसे ट्रस्ट ने स्वीकार कर लिया। इसके साथ ही गोपाल नगरकट्टे का नाम विशेष आमंत्रित सदस्यों की सूची से भी हटा दिया गया।
बैठक दोपहर लगभग 3:15 बजे शुरू हुई और शाम 6:30 बजे तक चली। इसमें सात ट्रस्टी प्रत्यक्ष रूप से शामिल हुए, जबकि दो सदस्यों ने वर्चुअल माध्यम से भाग लिया।
चंपत राय और अनिल मिश्रा बैठक में उपस्थित नहीं थे। ट्रस्ट अध्यक्ष महंत नृत्य गोपाल दास के उत्तराधिकारी महंत कमल नयन दास ने बताया कि गोपाल राव को बैठक के लिए आमंत्रित नहीं किया गया था और चंपत राय भी इसमें शामिल नहीं हुए।
प्रशासनिक ढांचे को मजबूत करने के उद्देश्य से ट्रस्ट ने एक तीन सदस्यीय चयन समिति का गठन किया है, जो नए मुख्य कार्यकारी अधिकारी के नाम की सिफारिश करेगी।
इस समिति में पूर्व न्यायाधीश न्यायमूर्ति (सेवानिवृत्त) प्रमोद कोहली, सेवानिवृत्त लेफ्टिनेंट जनरल विष्णुकांत चतुर्वेदी और ट्रस्टी सुरेश हवारे को शामिल किया गया है। समिति का उद्देश्य पेशेवर प्रशासनिक नेतृत्व सुनिश्चित करना है।
राम मंदिर चढ़ावा विवाद सामने आने के बाद ट्रस्ट की ओर से यह अब तक का सबसे बड़ा संस्थागत कदम माना जा रहा है। पिछले महीने सामने आए इस मामले ने धार्मिक और राजनीतिक दोनों स्तरों पर व्यापक चर्चा छेड़ दी है, खासकर उत्तर प्रदेश में, जहां अगले वर्ष विधानसभा चुनाव प्रस्तावित हैं।
बैठक के बाद आयोजित प्रेस वार्ता में ट्रस्ट के कोषाध्यक्ष गोविंद देव गिरि ने कहा कि स्टेट बैंक ऑफ इंडिया (एसबीआई) की भी इस पूरे मामले में जिम्मेदारी बनती है, क्योंकि चढ़ावे की गिनती और बैंक में जमा करने की प्रक्रिया बैंक के सहयोग से संचालित होती थी।
उन्होंने कहा कि यदि निगरानी प्रभावी होती तो कथित अनियमितताओं को रोका जा सकता था। उनके अनुसार, इस मामले में एफआईआर ट्रस्ट के बजाय एसबीआई को दर्ज करानी चाहिए थी।
गोविंद देव गिरि के बयान पर प्रतिक्रिया देते हुए लखनऊ स्थित एसबीआई के एक वरिष्ठ अधिकारी ने कहा कि बैंक पहले ही 28 जून को लिखित बयान जारी कर स्पष्ट कर चुका है कि
उसने एसआईटी को जांच में पूरा सहयोग दिया है और आगे भी पूरी तरह सहयोग जारी रहेगा। अधिकारी ने कहा कि भविष्य में ऐसी व्यवस्था बनाई जाएगी जिससे किसी भी प्रकार की शंका की गुंजाइश न रहे और राम मंदिर की साख पूरी तरह बहाल हो सके।
कोषाध्यक्ष ने श्रद्धालुओं के चढ़ावे में कथित चोरी को ट्रस्ट के लिए अत्यंत पीड़ादायक और शर्मनाक बताया। उन्होंने कहा कि सदियों के संघर्ष और अनगिनत बलिदानों के बाद बने इस भव्य मंदिर की प्रतिष्ठा पर इस विवाद ने दुर्भाग्यपूर्ण छाया डाल दी है।
हालांकि ट्रस्ट ने चंपत राय का इस्तीफा स्वीकार कर लिया, लेकिन उनके योगदान की सर्वसम्मति से सराहना भी की। गोविंद देव गिरि ने कहा कि राम जन्मभूमि आंदोलन और मंदिर निर्माण में चंपत राय का योगदान अविस्मरणीय है।
उन्होंने यह भी कहा कि उनकी दृष्टि में चंपत राय की छवि निष्कलंक है और यदि कोई भूल हुई भी, तो वह गलत लोगों पर भरोसा करने की थी।
गोविंद देव गिरि के अनुसार, चंपत राय ने स्वयं यह महसूस किया कि जांच पूरी होने और दोषियों को सजा मिलने तक उनके लिए महासचिव पद पर बने रहना उचित नहीं होगा। इसी भावना के तहत उन्होंने स्वेच्छा से अपना इस्तीफा सौंप दिया।
उन्होंने यह भी स्पष्ट किया कि ट्रस्ट के पास इस्तीफा अस्वीकार करने का कोई कानूनी विकल्प नहीं था। वरिष्ठ ट्रस्टी के. परासरण ने ट्रस्ट के संविधान का हवाला देते हुए बताया कि इस्तीफा प्रस्तुत होते ही प्रभावी माना जाता है, इसलिए उसे स्वीकार करना अनिवार्य था।
कोषाध्यक्ष ने जानकारी दी कि ट्रस्ट की अगली बैठक 22 जुलाई को आयोजित होगी। तब तक एसआईटी की अंतिम रिपोर्ट मिलने की उम्मीद है। उसी बैठक में जांच रिपोर्ट पर चर्चा करने के साथ नए ट्रस्टियों की नियुक्ति और अन्य प्रशासनिक सुधारों पर भी निर्णय लिया जाएगा।
उन्होंने कहा कि अंतरिम महासचिव बनाए गए कृष्ण मोहन को अपनी टीम गठित करने की पूरी स्वतंत्रता होगी। उनके नेतृत्व में ट्रस्ट प्रशासन में पारदर्शिता, जवाबदेही और निगरानी व्यवस्था को और मजबूत करने के लिए आवश्यक कदम उठाए जाएंगे।
प्रेस वार्ता के दौरान गोविंद देव गिरि ने विपक्षी दलों पर भी निशाना साधते हुए कहा कि जो लोग कभी अयोध्या में कारसेवकों पर गोली चलाने के लिए जिम्मेदार थे या जिन्होंने सर्वोच्च न्यायालय में भगवान राम के अस्तित्व पर प्रश्न उठाए थे, वही आज ट्रस्ट को आस्था और प्रशासन का पाठ पढ़ाने का प्रयास कर रहे हैं।
शाम के समय ट्रस्ट के पदाधिकारियों ने मीडिया के सामने विवाद से जुड़े कुछ मूल्यवान चढ़ावे भी प्रदर्शित किए। इनमें सोने की परत चढ़ी रामचरितमानस, चांदी का हार, रजत चरण पादुका और चांदी का कौआ शामिल था। ट्रस्ट का उद्देश्य चढ़ावे से संबंधित वस्तुओं को सार्वजनिक रूप से दिखाकर पारदर्शिता का संदेश देना था।
यह पूरा विवाद 7 जून को सामने आया था, जब समाजवादी पार्टी के नेता तेज नारायण ‘पवन’ पांडेय ने आरोप लगाया कि राम मंदिर के चढ़ावे से 5 करोड़ से 7.5 करोड़ रुपये तक की राशि का गबन किया गया है। इसके बाद 13 जून को उत्तर प्रदेश सरकार ने मामले की जांच के लिए विशेष जांच दल का गठन किया।
एसआईटी की प्रारंभिक जांच के अनुसार, नकदी संग्रह और गिनती की प्रक्रिया के दौरान सुनियोजित तरीके से धन की कथित हेराफेरी की गई। जांच एजेंसी का आरोप है कि चढ़ावे की एक हिस्से की राशि मंदिर के अधिकृत बैंक खाते में जमा होने से पहले ही निकाल ली जाती थी।
इसी मामले में 26 जून को चढ़ावा प्रबंधन से जुड़े आठ कर्मचारियों को गिरफ्तार किया गया।
मामले में भारतीय न्याय संहिता की विभिन्न धाराओं के तहत आपराधिक विश्वासघात, धोखाधड़ी, चोरी, आपराधिक षड्यंत्र और भ्रष्टाचार निवारण अधिनियम की संबंधित धाराओं में मुकदमा दर्ज किया गया है।
गिरफ्तार किए गए आरोपियों में अनुकल्प मिश्रा, लवकुश मिश्रा, रामशंकर यादव उर्फ टिन्नू, मनीष यादव, सुभाष श्रीवास्तव, अविनाश शुक्ला, रामाशंकर मिश्रा और करुणेश पांडेय शामिल हैं। जांच एजेंसी ने कुछ आरोपियों के पारिवारिक और आपसी संबंधों का भी उल्लेख किया है।
पिछले सप्ताह पुलिस ने गिरफ्तार आरोपियों से जुड़े विभिन्न ठिकानों—जिनमें बाथरूम, भूसे के ढेर और गोबर के उपलों के बीच छिपाई गई रकम भी शामिल थी—से 79.85 लाख रुपये बरामद किए। जांच एजेंसी ने इसे मामले में महत्वपूर्ण सफलता बताया है।
इन घटनाक्रमों के बाद उत्तर प्रदेश कांग्रेस अध्यक्ष अजय राय ने मांग की कि वर्तमान ट्रस्ट को तत्काल भंग कर देश के चारों शंकराचार्यों और संत समाज के प्रतिनिधियों के मार्गदर्शन में नया ट्रस्ट गठित किया जाए, ताकि श्रद्धालुओं का विश्वास पूरी तरह बहाल हो सके।
