Badrinath Festival Sparks Debate Over Cultural Events at Himalayan Pilgrimage Sites

A cultural festival at Badrinath has triggered a debate over entertainment programmes near pilgrimage sites after BJP veteran Murli Manohar Joshi urged authorities to protect the religious character of the Himalayan shrine.

NEW DELHI: A cultural programme at one of Uttarakhand’s most prominent pilgrimage destinations has opened a fresh debate over how cultural tourism should be presented at places whose identity is deeply rooted in religious tradition.

The issue surfaced after performances featuring music and dance at a festival in Badrinath drew attention on social media. The event, organised over two days, was billed as an effort to showcase the cultural heritage of Uttarakhand.

Former BJP president Murli Manohar Joshi has questioned whether programmes resembling contemporary music entertainment belong in the setting of Badrinath.

He has asked the Union government as well as the Uttarakhand government to consider preventing similar events at major religious centres.

Joshi’s intervention has shifted attention from the festival itself to a larger question: whether the promotion of regional culture at pilgrimage destinations should be subject to different rules because of the religious character of those locations.

What happened at Badrinath?

The Devbhoomi Cultural Festival was organised in Badrinath in Chamoli district around the theme Culture is Our Heritage, Our Future. The programme sought to highlight aspects of Uttarakhand’s cultural traditions.

The controversy arose over the manner in which some of the performances were conducted, particularly the use of amplified music and dancing.

For supporters of cultural programmes, such events can provide a platform for regional artists and traditions. Critics, however, have questioned whether a festival format involving loud music and energetic performances is suitable for an important pilgrimage centre.

Joshi has firmly taken the latter position.

Joshi asks governments to draw a line

In his reaction, Joshi argued that authorities should distinguish between cultural preservation and entertainment formats that, in his view, alter the character of a sacred place.

He referred to the spiritual traditions associated with Badrinath and its Himalayan setting, arguing that the surroundings demand a level of restraint in the activities organised there.

He also referred to religious practices associated with the shrine, including restrictions concerning the blowing of conch shells, to underline his argument that the sound and nature of public programmes should be considered carefully.

The BJP veteran additionally raised concerns about large crowds engaging in strenuous activity at high altitude, saying authorities should consider the health implications of such gatherings.

Concern over commercialisation

Joshi’s criticism also focused on what he sees as a wider cultural change in places traditionally associated with pilgrimage.

He argued that commercially driven forms of entertainment should not gradually replace the atmosphere of devotion and spiritual reflection associated with Himalayan shrines.

He appealed to religious figures, including Shankaracharyas and other prominent spiritual leaders, to take up the issue and press for the preservation of traditional practices.

The comments have added a political dimension to an issue that has also attracted criticism from sections of the religious community.

Why the controversy matters

Badrinath is not merely a tourist destination. It is one of the principal Hindu pilgrimage centres in the Himalayas and forms part of Uttarakhand’s Char Dham circuit.

That dual identity—religious centre and major destination for visitors—has increasingly complicated discussions about what kinds of public events should be permitted there.

Uttarakhand has promoted its cultural heritage and tourism potential, while pilgrimage towns continue to receive large numbers of visitors.

Cultural festivals can serve both objectives, but their format can become contentious when organisers choose modern entertainment styles in locations with strict religious associations.

The Badrinath episode has therefore raised a question extending beyond one festival: should cultural events near major shrines be governed by special guidelines covering sound levels, performances, crowd behaviour and the nature of entertainment?

A broader debate for Devbhoomi

The disagreement also reflects a larger tension between two objectives—bringing Uttarakhand’s living cultural traditions to wider audiences and retaining the distinctive spiritual atmosphere of its pilgrimage sites.

For critics such as Joshi, the location itself should impose limits on the nature of public entertainment. For those promoting cultural events, showcasing music, dance and local traditions can be part of preserving and transmitting heritage.

How authorities respond to such disagreements could influence the way cultural programmes are planned at other religious destinations across the Himalayan state.

For now, the Badrinath controversy has put the spotlight on an issue that is likely to recur as Uttarakhand seeks to expand cultural tourism while preserving the religious character of its most revered shrines.

नई दिल्ली: उत्तराखंड के प्रमुख तीर्थस्थल बदरीनाथ में आयोजित एक सांस्कृतिक कार्यक्रम ने धार्मिक स्थलों पर मनोरंजन और सांस्कृतिक आयोजनों की सीमा को लेकर बहस छेड़ दी है। कार्यक्रम में संगीत और नृत्य की प्रस्तुतियों के वीडियो सामने आने के बाद आयोजन के स्वरूप पर सवाल उठने लगे।

दो दिवसीय देवभूमि सांस्कृतिक महोत्सव का उद्देश्य उत्तराखंड की सांस्कृतिक विरासत को प्रदर्शित करना बताया गया था। यह आयोजन चमोली जिले के बद्रीनाथ में Culture is Our Heritage, Our Future यानी संस्कृति हमारी विरासत और भविष्य की थीम के साथ हुआ।

कार्यक्रम को लेकर भाजपा के पूर्व राष्ट्रीय अध्यक्ष मुरली मनोहर जोशी ने आपत्ति जताई है। उन्होंने केंद्र और उत्तराखंड सरकार से धार्मिक महत्व वाले प्रमुख स्थलों पर इस तरह के कार्यक्रमों के लिए स्पष्ट सीमाएं तय करने का आग्रह किया है।

जोशी ने सरकारों से क्या कहा?

जोशी का तर्क है कि सांस्कृतिक विरासत को प्रोत्साहित करने और धार्मिक स्थलों पर आधुनिक मनोरंजन कार्यक्रम आयोजित करने के बीच अंतर किया जाना चाहिए।

उन्होंने बदरीनाथ की हिमालयी और आध्यात्मिक पृष्ठभूमि का उल्लेख करते हुए कहा कि वहां होने वाली सार्वजनिक गतिविधियों के स्वरूप को लेकर अधिक सावधानी बरती जानी चाहिए।

उन्होंने बद्रीनाथ से जुड़ी धार्मिक परंपराओं का भी हवाला दिया। विशेष रूप से उन्होंने शंख बजाने से संबंधित स्थानीय धार्मिक मान्यताओं का उल्लेख करते हुए सवाल उठाया कि जब वहां ध्वनि को लेकर ऐसी परंपराएं मौजूद हैं, तब बड़े और तेज संगीत वाले कार्यक्रमों के आयोजन पर भी विचार होना चाहिए।

भाजपा नेता ने ऊंचाई वाले हिमालयी क्षेत्र में बड़े समूहों के नृत्य और अन्य शारीरिक गतिविधियों से जुड़े स्वास्थ्य पहलुओं को भी अपनी चिंता का हिस्सा बनाया।

व्यावसायीकरण पर भी चिंता

जोशी की आपत्ति का एक दूसरा पहलू धार्मिक स्थलों के बदलते स्वरूप से जुड़ा है।

उनका कहना है कि तीर्थ और आध्यात्मिक स्थलों की पहचान धीरे-धीरे व्यावसायिक मनोरंजन से प्रभावित नहीं होनी चाहिए। उनके अनुसार, ऐसे स्थानों का मूल चरित्र श्रद्धा, आध्यात्मिकता और धार्मिक परंपराओं से जुड़ा है।

उन्होंने शंकराचार्यों और अन्य प्रमुख संतों सहित धार्मिक समुदाय से भी इस मुद्दे पर अपनी आवाज उठाने का आह्वान किया।

इस तरह मामले ने राजनीतिक और धार्मिक दोनों स्तरों पर चर्चा को जन्म दिया है।

बदरीनाथ जैसे स्थानों के लिए अलग नियम?

बदरीनाथ केवल पर्यटन स्थल नहीं है। यह हिमालय का एक प्रमुख हिंदू तीर्थ है और उत्तराखंड के चारधाम यात्रा मार्ग का महत्वपूर्ण हिस्सा है।

यही कारण है कि वहां पर्यटन और धार्मिक गतिविधियों के बीच संतुलन हमेशा संवेदनशील विषय रहा है।

उत्तराखंड सरकार राज्य की लोक संस्कृति और पर्यटन को बढ़ावा देने पर जोर देती रही है। वहीं बदरीनाथ जैसे तीर्थस्थलों की धार्मिक पहचान के कारण वहां होने वाली सार्वजनिक गतिविधियों को लेकर अपेक्षाएं अलग रहती हैं।

ऐसे में यह सवाल महत्वपूर्ण हो गया है कि क्या प्रमुख तीर्थस्थलों के आसपास आयोजित सांस्कृतिक कार्यक्रमों के लिए विशेष दिशा-निर्देश होने चाहिए। इनमें ध्वनि की सीमा, कार्यक्रम का स्वरूप, भीड़ का व्यवहार और मनोरंजन की प्रकृति जैसे विषय शामिल हो सकते हैं।

देवभूमि में संस्कृति और आस्था के बीच संतुलन

बदरीनाथ विवाद एक बड़े सवाल की ओर भी ध्यान खींचता है—उत्तराखंड की जीवंत लोक संस्कृति को दुनिया के सामने लाने के साथ-साथ उसके प्रमुख तीर्थों की धार्मिक पहचान कैसे कायम रखी जाए?

एक पक्ष के लिए संगीत, नृत्य और लोक परंपराओं का मंचन संस्कृति को आगे बढ़ाने का माध्यम है। दूसरे पक्ष के लिए आयोजन का स्थान उतना ही महत्वपूर्ण है जितना कि कार्यक्रम की सामग्री।

इसी अंतर ने बदरीनाथ के आयोजन को विवाद का विषय बना दिया है।

आने वाले समय में प्रशासन के सामने चुनौती यह होगी कि सांस्कृतिक गतिविधियों को प्रोत्साहन देने और धार्मिक स्थलों के पारंपरिक वातावरण को बनाए रखने के बीच किस तरह संतुलन कायम किया जाए। बदरीनाथ का मामला इस व्यापक बहस की शुरुआत भर हो सकता है।
