Delhi Police Moves to Stop CJP’s Tiranga March; Abhijeet Dipke Defies Notice

Security has been tightened across Connaught Place as the Cockroach Janta Party plans a demonstration over the imprisonment of two leaders arrested at Jantar Mantar. Central Park will remain closed on October 16 and 17, while the Supreme Court is scheduled to consider challenges to the removal of Jantar Mantar’s designated protest status.

NEW DELHI: A fresh confrontation is brewing between Delhi Police and the Cockroach Janta Party (CJP), with the police formally directing the organisation’s founder, Abhijeet Dipke, not to proceed with a proposed Tiranga march at Connaught Place on Friday.

The demonstration has been called for 5 pm at Central Park, the green space in the heart of the capital’s prominent commercial district.

A police officer visited Dipke at the Karol Bagh residence of a Nationalist Congress Party (Sharadchandra Pawar) leader, where he has been staying, and handed him a notice prohibiting the march.

Dipke acknowledged receiving the communication but refused to withdraw the programme.

The CJP has announced the rally in protest against the detention and imprisonment of its leaders Ashutosh Ranka and Saurav Das, who were arrested after entering Jantar Mantar and displaying the national flag.

Jantar Mantar Dispute Reaches Supreme Court

The latest dispute stems from the authorities’ decision to withdraw Jantar Mantar’s status as an officially designated venue for public demonstrations.

The move followed recommendations from a committee of the Union Home Ministry and observations made last week by a Supreme Court bench led by Chief Justice of India Surya Kant.

Ranka and Das subsequently entered the historic observatory despite the restrictions and raised slogans demanding the resignation of Chief Election Commissioner Gyanesh Kumar.

Their arrest and subsequent remand in five days of judicial custody intensified the confrontation between the party and the police.

The Supreme Court is scheduled to hear challenges to the decision to remove Jantar Mantar from the list of recognised protest sites.

The dispute has raised broader questions about the availability of accessible public spaces for demonstrations in the national capital.

Authorities have identified Ramlila Maidan, Burari Ground and CBD Ground as alternative locations where protests may be organised, subject to the required permissions.

Opponents of the decision argue that shifting demonstrations away from central Delhi could reduce the visibility of public dissent near important institutions, including Parliament and the Supreme Court.

Police Warn of Action, Offer Limited Alternative

Delhi Police has appealed to residents and visitors to avoid the proposed gathering, citing prohibitory orders in force in Connaught Place and adjoining areas. Officials have warned that anyone violating the restrictions could face legal action.

At the same time, police have indicated that a limited group of participants could be permitted to hoist the national flag and sing the national anthem at an appropriate location. Demonstrations at the three alternative venues would also require prior authorisation.

The New Delhi Municipal Council has separately announced that Central Park will be closed to the public on October 16 and 17 for administrative reasons. Security arrangements have been requested to prevent unauthorised access to the premises.

The restrictions and heightened security could affect traffic and pedestrian movement along several key roads, including Sansad Marg, Janpath, Barakhamba Road, Kasturba Gandhi Marg, Tilak Marg, Ashok Road and the Mandi House area.

Police personnel have been deployed at strategic points around Connaught Place and Jantar Mantar, with barricades expected to be used to manage movement and prevent any unauthorised assembly.

Dipke Questions Restrictions on National Flag Protest

Rejecting the police action, Dipke questioned why a demonstration involving the national flag should face restrictions. He challenged the authorities over the possibility of prohibiting gatherings at multiple locations if organisers were forced to shift their proposed venue.

The CJP founder has also appealed to political parties and civil society organisations to join the campaign, setting aside ideological differences. The wider mobilisation, he said, concerns alleged irregularities in electoral rolls during the Special Intensive Revision (SIR) exercise.

Addressing a press conference, Dipke said he anticipated that police might detain him in connection with the planned march.

He declared that he was prepared to go to jail if that became the consequence of participating in a demonstration involving the national flag.

The proposed rally has therefore developed into a wider contest over the right to protest, the use of public spaces and the police restrictions governing demonstrations in Delhi.

With the Supreme Court set to consider the Jantar Mantar dispute, the handling of the CJP’s planned march is likely to draw further attention from political groups and civil society organisations.
