Farmer Leaders Allege Custodial Assault in Meerut; ADG Orders Probe
Inquiry ordered after two Bharatiya Kisan Union (BR Ambedkar) leaders accuse police personnel of assault at the SSP and SOG offices; Samajwadi Party seeks action as controversy turns political.
ADG Bhanu Bhaskar has ordered a detailed inquiry into the incident.
Meerut has witnessed a fresh controversy involving senior police officers and farmer leaders after two representatives of the Bharatiya Kisan Union (BR Ambedkar) alleged that they were physically assaulted during an encounter with police officials.
The allegations have prompted the Additional Director General of Police, Meerut zone, to order a formal investigation.
The inquiry has been assigned to Saharanpur Range Deputy Inspector General Abhishek Singh, who will examine the circumstances surrounding the alleged incident and submit a detailed report.
ADG Bhanu Bhaskar said further action would be considered after the findings of the probe are received.
The two complainants are Digvijay Bhati, president of the Bharatiya Kisan Union (BR Ambedkar), and the organisation’s Meerut district president, Mohit Jatav.
They have alleged that the violence began after they went to the office of the then Senior Superintendent of Police, Meerut, Avinash Pandey, to discuss a police action against Jatav.
According to the farmer leaders, they had been trying for several days to secure a meeting with the SSP after Bhawanpur police opened a history sheet against Jatav.
Bhati alleged that they were eventually called to the SSP’s office on Wednesday morning.
Bhati claimed that an argument broke out after the SSP allegedly expressed anger over their earlier activities.
He alleged that after he protested against the behaviour, police personnel took him away and subjected him to a prolonged physical assault inside the SSP office.
He further alleged that he and Jatav were subsequently taken to the Special Operations Group office, where they were again assaulted.
Bhati claimed they were restrained and beaten, suffering injuries to different parts of the body. Photographs that later surfaced appeared to show swelling and injuries around his eye.
The allegations emerged against the backdrop of administrative changes in the district police leadership.
A day earlier, SSP Avinash Pandey had been transferred and attached to the DGP headquarters in Lucknow as part of a broader reshuffle involving nine officers.
His transfer was described as part of routine police postings.
Pandey could not be reached for his response to the allegations.
ADG Bhaskar said the matter had earlier been brought to the notice of the police administration following an altercation at the Meerut SSP office on August 19.
According to him, tensions between the two sides later intensified, resulting in allegations that force had been used.
Bhati is already facing several criminal cases and was arrested on July 8 following a protest linked to the death of a Dalit woman.
He remained in jail for 14 days before being granted bail.
He has claimed that around 10 cases are registered against him, while Jatav is facing five cases, most of them connected with protests and alleged assaults.
The matter has now also acquired a political dimension.
Leaders of the Samajwadi Party met ADG Bhaskar and submitted a complaint over the alleged treatment of the farmer leaders.
SP’s Meerut district president Karamveer Singh said the party and Bhati’s organisation had participated together in protests on several occasions.
Bhati also said his organisation had worked alongside the Samajwadi Party in the past and that he had recently met party president Akhilesh Yadav.
Akhilesh Yadav subsequently raised the issue on social media, launching a sharp attack on the BJP government in Uttar Pradesh.
He alleged that the reported use of third-degree methods against farmer leaders reflected the government’s anxiety over political opposition and demanded stringent action against those found responsible.
The controversy is not the first time the former Meerut SSP has drawn public attention in recent weeks.
Last month, a video purportedly showed Pandey slapping a protester inside a police vehicle during demonstrations over the death of the Dalit woman.
The newly ordered inquiry is expected to determine what happened during the meeting at the SSP office, whether the two farmer leaders were taken to the SOG facility as alleged, and whether any police personnel used unlawful force.
The findings of the investigation will be crucial in deciding whether disciplinary or legal action follows.

मेरठ में दो किसान नेताओं द्वारा पुलिस अधिकारियों पर गंभीर मारपीट के आरोप लगाए जाने के बाद मामला तूल पकड़ गया है।
भारतीय किसान यूनियन (बीआर अंबेडकर) से जुड़े दोनों नेताओं ने दावा किया है कि उनके साथ पहले वरिष्ठ पुलिस अधीक्षक कार्यालय और बाद में विशेष अभियान दल (SOG) के कार्यालय में मारपीट की गई।
मामले की गंभीरता को देखते हुए मेरठ जोन के अपर पुलिस महानिदेशक भानु भास्कर ने जांच के आदेश दिए हैं।
इस प्रकरण की विस्तृत जांच की जिम्मेदारी सहारनपुर रेंज के पुलिस उपमहानिरीक्षक अभिषेक सिंह को सौंपी गई है।
जांच रिपोर्ट मिलने के बाद उसके निष्कर्षों के आधार पर आगे की कार्रवाई किए जाने की बात कही गई है।
शिकायत करने वाले नेताओं में भारतीय किसान यूनियन (बीआर अंबेडकर) के राष्ट्रीय अध्यक्ष दिग्विजय भाटी और संगठन के मेरठ जिला अध्यक्ष मोहित जाटव शामिल हैं।
दोनों का कहना है कि वे मोहित जाटव के खिलाफ मेरठ की भवानीपुर पुलिस द्वारा खोली गई हिस्ट्रीशीट के संबंध में तत्कालीन SSP अविनाश पांडे से मिलने का प्रयास कर रहे थे।
भाटी के अनुसार, दोनों पिछले कई दिनों से SSP से मुलाकात का समय मांग रहे थे और उन्हें बुधवार की सुबह कार्यालय आने के लिए कहा गया था।
उनका आरोप है कि वहां पहुंचने पर बातचीत के दौरान विवाद हो गया।
भाटी ने आरोप लगाया कि SSP ने उनकी गतिविधियों को लेकर नाराजगी जताई और आपत्तिजनक भाषा का इस्तेमाल किया।
उन्होंने दावा किया कि विरोध करने पर मौजूद पुलिसकर्मियों ने उन्हें जबरन अंदर ले जाकर लंबे समय तक पीटा।
भाटी का आरोप है कि इसके बाद उन्हें और मोहित जाटव को SOG कार्यालय ले जाया गया, जहां उनके साथ फिर मारपीट हुई।
उनका कहना है कि दोनों को बांधने के बाद डंडों और लकड़ी के टुकड़ों से पीटा गया तथा उनके शरीर के विभिन्न हिस्सों पर चोट पहुंचाई गई।
भाटी की आंख के आसपास सूजन और चोट के निशान वाली तस्वीरें भी बाद में सामने आईं।
यह मामला ऐसे समय सामने आया है जब एक दिन पहले ही मेरठ के तत्कालीन SSP अविनाश पांडे का तबादला कर उन्हें लखनऊ स्थित पुलिस महानिदेशक मुख्यालय से संबद्ध कर दिया गया था।
यह तबादला नौ अधिकारियों के नियमित फेरबदल का हिस्सा बताया गया।
आरोपों पर अविनाश पांडे की प्रतिक्रिया प्राप्त नहीं हो सकी।
ADG भानु भास्कर ने कहा कि 19 अगस्त को मेरठ SSP कार्यालय में एक विवाद के बाद मामला पुलिस अधिकारियों के संज्ञान में आया था।
उनके अनुसार, दोनों पक्षों के बीच तनाव बढ़ने के बाद बल प्रयोग किए जाने के आरोप सामने आए हैं। अब पूरे घटनाक्रम की जांच कराई जा रही है।
दिग्विजय भाटी पहले भी कई मामलों को लेकर पुलिस कार्रवाई का सामना कर चुके हैं।
उन्हें 8 जुलाई को एक दलित महिला की मौत को लेकर हुए विरोध प्रदर्शन के बाद गिरफ्तार किया गया था। वह 14 दिन जेल में रहने के बाद जमानत पर बाहर आए थे।
भाटी का कहना है कि उनके खिलाफ करीब 10 मामले दर्ज हैं, जबकि मोहित जाटव के खिलाफ पांच मामले हैं। इनमें से अधिकांश मामले विरोध प्रदर्शनों और मारपीट के आरोपों से जुड़े बताए गए हैं।
इस बीच, मामला राजनीतिक रंग भी ले चुका है।
समाजवादी पार्टी के नेताओं ने ADG भानु भास्कर से मुलाकात कर किसान नेताओं के साथ कथित मारपीट की शिकायत दर्ज कराई।
पार्टी के मेरठ जिला अध्यक्ष करमवीर सिंह ने कहा कि समाजवादी पार्टी और दिग्विजय भाटी के संगठन ने कई मौकों पर संयुक्त रूप से आंदोलन किए हैं।
भाटी ने भी कहा कि उनका संगठन पहले कई आंदोलनों में समाजवादी पार्टी के साथ मिलकर काम कर चुका है और उन्होंने हाल ही में पार्टी अध्यक्ष अखिलेश यादव से भी मुलाकात की थी।
अखिलेश यादव ने सोशल मीडिया मंच एक्स पर इस मुद्दे को उठाते हुए उत्तर प्रदेश की भाजपा सरकार पर निशाना साधा।
उन्होंने किसान नेताओं के साथ कथित रूप से थर्ड डिग्री इस्तेमाल किए जाने के आरोपों को गंभीर बताते हुए दोषियों के खिलाफ सख्त कार्रवाई की मांग की।
अविनाश पांडे पिछले महीने भी एक विवाद को लेकर चर्चा में आए थे, जब एक वीडियो सामने आया था जिसमें एक प्रदर्शनकारी को पुलिस वाहन के भीतर थप्पड़ मारे जाने का आरोप लगाया गया था।
यह प्रदर्शन भी दलित महिला की मौत के बाद हुआ था।
अब DIG स्तर की जांच यह स्पष्ट करने का प्रयास करेगी कि SSP कार्यालय में वास्तव में क्या हुआ, दोनों किसान नेताओं को SOG कार्यालय ले जाने के आरोप कितने सही हैं और क्या किसी पुलिसकर्मी ने कानून के दायरे से बाहर जाकर बल का प्रयोग किया।
जांच के निष्कर्षों के बाद ही इस पूरे मामले में आगे की कार्रवाई तय होने की संभावना है।
