Flydubai Flight Scare: How a Reported Security Trail Failed Before the Tel Aviv Flight

Questions grow over the vetting of an Omani co-pilot after an alleged cockpit assault sent a Dubai-Tel Aviv flight into a dangerous descent.

The Flydubai FZ1073 incident has triggered scrutiny of aviation security after an Omani co-pilot allegedly attacked Indian captain Smit Machchhar during the Tel Aviv-bound flight.

 Dubai. Reports suggest that several pieces of information concerning the co-pilot were already known to authorities, yet none appears to have stopped him from taking his assigned position on the Tel Aviv-bound aircraft.

The case has brought together three separate questions: what Oman knew about the pilot, what information was available to Israeli and Emirati authorities, and how Flydubai assessed the man when it recruited him.

Those questions emerged after Flight FZ1073, travelling from Dubai to Tel Aviv last Wednesday, was thrown into a crisis in mid-air.

The aircraft reportedly plunged thousands of feet after its Indian captain was attacked inside the cockpit.

The situation could have developed into a major aviation disaster. Instead, the captain, despite being injured, managed to get the cockpit door open and alert others aboard the aircraft.

Crew members and passengers then intervened and restrained the alleged attacker.

The United Arab Emirates has characterised the incident as an alleged terrorist attack. The aircraft was carrying 182 people, including passengers and crew.

Investigators are now examining the circumstances surrounding the co-pilot’s appointment. Reports have identified him as Hamam al-Hammami, a 29-year-old Omani, although authorities have not officially confirmed the identity.

The unanswered Oman question

One of the most significant developments concerns information reportedly held by Omani authorities before Hammami joined Flydubai.

According to people familiar with the matter cited by the Wall Street Journal, Oman had previously removed him from flying duties after concerns arose over extremist material he had been viewing and what authorities regarded as increasingly radical views.

He was reportedly transferred to a desk-based position and placed in a de-radicalisation programme.

The crucial issue now is whether those concerns were ever communicated to the authorities and organisations that later became responsible for his aviation career outside Oman.

Reports indicate that he eventually left Oman Air in early 2025. About a year later, in February 2026, he joined Flydubai.

The airline reportedly conducted a criminal background check during the recruitment process.

However, according to the reports, it did not contact Omani authorities to obtain an independent assessment of his previous aviation history.

That decision is now being examined as part of the wider investigation. Employees involved in the recruitment process are reportedly also facing scrutiny from Emirati authorities.

Why was he on an Israel-bound flight?

The destination has added another layer to the investigation.

Israel and Oman do not maintain diplomatic relations.

Israeli Prime Minister Benjamin Netanyahu has said the country has arrangements with foreign airlines concerning pilots who are citizens of states without diplomatic ties with Israel.

That raises a basic question for investigators: how did an Omani national end up serving as a pilot on a flight heading to Tel Aviv?

The issue is complicated further by reports that the United Arab Emirates had provided Israel with information about the people travelling on the flight. The details reportedly included passenger and crew nationalities.

Yet Israeli authorities apparently did not identify Hammami as a security concern before departure.

Israeli agencies have since offered differing accounts of who is responsible for examining such information.

The Shin Bet reportedly pointed towards the Transportation Ministry’s role in passenger-list screening.

Transportation Minister Miri Regev, however, said her ministry neither receives nor examines passenger and crew lists and does not function as an intelligence organisation.

Dvir Rubenstein, an aviation-security official in the ministry, reportedly told Army Radio that the system depends substantially on security checks performed at the local level and that the ministry does not have the capacity to conduct an individual security assessment of every person on every flight.

What happened inside the cockpit?

Against this backdrop, the incident aboard FZ1073 has become the most dramatic part of the investigation.

The Indian commander, Smit Machchhar, was reportedly attacked by his co-pilot with the aircraft’s crash axe. The alleged assault came while the plane was flying towards Tel Aviv.

The aircraft then entered a steep descent, raising fears that the attacker was attempting to take control of the plane.

Machchhar was able to open the cockpit and communicate the emergency to people outside. The response from those aboard the aircraft helped prevent the situation from becoming even more serious.

The precise sequence of events inside the cockpit remains subject to investigation, as does the alleged motive behind the attack.

A career that came under scrutiny

Hammami’s reported history is now being pieced together by investigators in several countries.

He was born to an Omani father and Syrian mother and lived in Dubai. According to the Wall Street Journal, he travelled repeatedly to Syria during his teenage years.

Investigators are examining whether those travels had any connection to the later concerns raised about his views.

He subsequently studied in Australia. Australian police have reportedly said counterterrorism authorities are examining possible connections involving him.

After qualifying as a pilot in 2022, he was reportedly allowed to fly until Omani authorities intervened in 2024.

The decision to remove him from flying duties was reportedly linked to extremist material he had accessed and concerns over his ideology.

Instead of remaining in the cockpit, he was assigned administrative duties.

That history is now being assessed alongside the decision that eventually enabled him to obtain employment with another airline.

Investigation turns to information sharing.

The broader issue emerging from the case is not limited to one airline or one pilot.

Investigators are examining whether information held separately by national authorities, aviation companies and security agencies was adequately connected.

The reports suggest that Oman had concerns about Hammami, Flydubai conducted its own background checks, and Israel had access to information about those travelling towards its territory.

Yet none of those safeguards appears to have prevented the alleged incident.

Authorities are therefore expected to examine whether existing procedures adequately cover pilots and crew members who move between airlines and jurisdictions, particularly when they are travelling to countries with which their home state has no diplomatic relations.

The investigation will ultimately have to establish whether the reported warning signs should have triggered further checks—and, if so, where the system failed to respond.

दुबई: फ्लाईदुबई की उस उड़ान की जांच अब केवल कॉकपिट में हुई कथित हिंसा तक सीमित नहीं रह गई है।

जांच का एक बड़ा हिस्सा इस बात पर केंद्रित हो गया है कि विमान के दुबई से उड़ान भरने से पहले ही सह-पायलट से जुड़ी जो जानकारियां विभिन्न स्तरों पर मौजूद थीं, उनका इस्तेमाल क्यों नहीं किया गया।

मामले में तीन अहम सवाल सामने आए हैं। पहला, ओमान को सह-पायलट के बारे में क्या जानकारी थी। दूसरा, संयुक्त अरब अमीरात और इजरायल के अधिकारियों के पास उड़ान से पहले कौन-कौन सी सूचनाएं थीं।

तीसरा, फ्लाईदुबई ने उसे नियुक्त करते समय उसके पुराने विमानन रिकॉर्ड की कितनी पड़ताल की।

इन्हीं सवालों के बीच फ्लाईदुबई की FZ1073 उड़ान पिछले बुधवार को गंभीर संकट में फंस गई। दुबई से तेल अवीव जा रहे विमान की ऊंचाई अचानक हजारों फीट नीचे चली गई। इसी दौरान भारतीय कप्तान पर कॉकपिट के भीतर कथित हमला किए जाने की बात सामने आई।

स्थिति बेहद खतरनाक हो सकती थी, लेकिन घायल होने के बावजूद कप्तान स्मित कॉकपिट का दरवाजा खोलने और बाहर मौजूद लोगों को खतरे की जानकारी देने में सफल रहे। इसके बाद चालक दल और यात्रियों ने हस्तक्षेप कर कथित हमलावर को काबू करने में मदद की।

विमान में कुल 182 लोग सवार थे। संयुक्त अरब अमीरात के अधिकारियों ने घटना को कथित आतंकवादी हमला बताया है।

कई रिपोर्टों में सह-पायलट का नाम हमाम अल-हमामी बताया गया है। वह 29 वर्षीय ओमानी नागरिक बताया जाता है, हालांकि उसकी पहचान की आधिकारिक पुष्टि अभी नहीं हुई है।

ओमान में पहले ही उठ चुकी थी चिंता

जांच में सामने आ रही जानकारी का सबसे महत्वपूर्ण हिस्सा हमाम के ओमान में पुराने रिकॉर्ड से जुड़ा है।

वॉल स्ट्रीट जर्नल में प्रकाशित रिपोर्ट के अनुसार, ओमानी अधिकारियों ने कथित तौर पर उसे पहले ही उड़ान ड्यूटी से हटा दिया था। उसके ऑनलाइन व्यवहार और चरमपंथी सामग्री देखने को लेकर चिंता जताई गई थी।

इसके बाद उसे पायलट की जगह कार्यालयी जिम्मेदारी दी गई और कथित तौर पर डी-रेडिकलाइजेशन कार्यक्रम में भी शामिल किया गया।

अब जांचकर्ता यह पता लगाने की कोशिश कर रहे हैं कि ओमान में सामने आई इन चिंताओं की जानकारी उन संस्थाओं तक कितनी पहुंची, जो बाद में उसके विमानन करियर से जुड़ीं।

रिपोर्ट के मुताबिक, हमाम ने 2025 की शुरुआत में ओमान एयर छोड़ दी थी। इसके बाद फरवरी 2026 में वह फ्लाईदुबई से जुड़ा।

बताया गया है कि नियुक्ति के समय एयरलाइन ने आपराधिक पृष्ठभूमि की जांच की थी। लेकिन उपलब्ध रिपोर्टों के अनुसार, उसके पुराने विमानन रिकॉर्ड और ओमान में उस पर हुई कार्रवाई की जानकारी लेने के लिए फ्लाईदुबई ने ओमानी अधिकारियों से संपर्क नहीं किया।

अब भर्ती प्रक्रिया में शामिल फ्लाईदुबई के कर्मचारियों की भूमिका भी जांच के घेरे में है।

इजरायल जाने वाली उड़ान में ओमानी पायलट कैसे पहुंचा?

उड़ान का गंतव्य भी मामले को और संवेदनशील बनाता है। इजरायल और ओमान के बीच राजनयिक संबंध नहीं हैं।

इजरायल के प्रधानमंत्री बेंजामिन नेतन्याहू ने कहा है कि विदेशी एयरलाइनों के साथ ऐसी व्यवस्थाएं मौजूद हैं जिनमें उन देशों के नागरिक पायलटों से जुड़े सुरक्षा पहलुओं पर ध्यान दिया जाता है, जिनके इजरायल के साथ राजनयिक संबंध नहीं हैं।

ऐसे में जांच के सामने यह सवाल है कि ओमान के एक नागरिक को तेल अवीव जाने वाली उड़ान में पायलट की जिम्मेदारी कैसे मिली।

रिपोर्टों के अनुसार, संयुक्त अरब अमीरात ने उड़ान से पहले इजरायल को यात्रियों और चालक दल से संबंधित जानकारी उपलब्ध कराई थी। इसमें उनकी राष्ट्रीयता भी शामिल थी। इसके बावजूद उड़ान से पहले किसी यात्री या चालक दल के सदस्य को लेकर इजरायल की ओर से कोई खतरा चिन्हित नहीं किया गया।

इसके बाद इजरायल में यह सवाल भी उठने लगा कि यात्रियों की सूची की सुरक्षा जांच आखिर किस एजेंसी की जिम्मेदारी है।

इजरायल की आंतरिक सुरक्षा एजेंसी शिन बेट ने कथित तौर पर परिवहन मंत्रालय की भूमिका की ओर संकेत किया। लेकिन परिवहन मंत्री मीरी रेगेव ने कहा कि उनके मंत्रालय को यात्रियों और चालक दल की सूची उपलब्ध ही नहीं होती।

उन्होंने स्पष्ट किया कि उनका मंत्रालय खुफिया एजेंसी नहीं है और वह व्यक्तिगत यात्रियों की ऐसी जांच नहीं करता।

परिवहन मंत्रालय में विमानन सुरक्षा से जुड़े अधिकारी डविर रुबेनस्टीन ने कथित तौर पर आर्मी रेडियो से कहा कि व्यवस्था मुख्य रूप से स्थानीय सुरक्षा जांच पर निर्भर करती है।

उनके मुताबिक, मंत्रालय के पास हर उड़ान में प्रत्येक व्यक्ति की स्वतंत्र रूप से जांच करने की क्षमता नहीं है।

कॉकपिट में कैसे बिगड़ी स्थिति

इन सुरक्षा सवालों के बीच FZ1073 के भीतर हुई घटना  जांच का सबसे गंभीर हिस्सा बनी हुई है।

रिपोर्टों के अनुसार, भारतीय कप्तान स्मित मच्छर पर उनके सह-पायलट ने विमान के क्रैश एक्स से हमला किया। आरोप है कि इसके बाद सह-पायलट ने विमान का नियंत्रण अपने हाथ में लेने की कोशिश की।

विमान के तेजी से नीचे आने से स्थिति और गंभीर हो गई। हालांकि कप्तान ने कॉकपिट का दरवाजा खोलकर बाहर मौजूद लोगों को संकेत देने में सफलता हासिल की। इसके बाद कुछ यात्रियों और चालक दल के सदस्यों ने कॉकपिट में पहुंचकर हस्तक्षेप किया।

घटना के पीछे कथित मकसद क्या था और कॉकपिट में घटनाएं किस क्रम में हुईं, इसकी पूरी तस्वीर जांच पूरी होने के बाद ही स्पष्ट होगी।

हमाम का पुराना रिकॉर्ड भी जांच के घेरे में

जांच एजेंसियां अब हमाम के जीवन और विमानन करियर से जुड़े पुराने रिकॉर्ड को भी खंगाल रही हैं।

वॉल स्ट्रीट जर्नल की रिपोर्ट के अनुसार, हमाम के पिता ओमानी और मां सीरियाई थीं। वह दुबई में रहा और किशोरावस्था में कई बार सीरिया गया। जांचकर्ता यह भी देख रहे हैं कि उन यात्राओं और उसके बाद उसके विचारों में आए कथित बदलाव के बीच कोई संबंध था या नहीं।

उसने ऑस्ट्रेलिया में शिक्षा हासिल की थी। वहां की पुलिस के अनुसार, आतंकवाद रोधी अधिकारी उसके संभावित संपर्कों की जांच कर रहे हैं।

हमाम ने 2022 में पायलट के रूप में काम शुरू किया था। दो साल बाद, 2024 में, ओमानी अधिकारियों ने कथित तौर पर उसे उड़ान ड्यूटी से हटा दिया। इसकी वजह चरमपंथी सामग्री देखना और उसके विचारों को लेकर बढ़ी हुई चिंता बताई गई है।

इसके बाद उसे प्रशासनिक काम सौंप दिया गया। बाद में उसने ओमान एयर छोड़ी और फ्लाईदुबई में नौकरी हासिल कर ली।

अब जांच का असली सवाल क्या है?

इस पूरे मामले ने विमानन सुरक्षा में सूचना साझा करने की व्यवस्था को केंद्र में ला दिया है।

रिपोर्टों के मुताबिक, ओमान के पास हमाम से संबंधित चिंताएं थीं। फ्लाईदुबई ने अपनी पृष्ठभूमि की जांच की थी। इजरायल को उड़ान में सवार लोगों की जानकारी दी गई थी। इसके बावजूद इनमें से कोई भी व्यवस्था कथित खतरे को उड़ान से पहले रोक नहीं सकी।

अब जांचकर्ता यह समझने की कोशिश कर रहे हैं कि अलग-अलग देशों और संस्थाओं के पास मौजूद सूचनाओं के बीच कहीं कोई महत्वपूर्ण कड़ी तो नहीं टूटी।

साथ ही यह भी देखा जा रहा है कि एक देश से दूसरे देश या एक एयरलाइन से दूसरी एयरलाइन में जाने वाले पायलटों के लिए मौजूदा सुरक्षा जांच कितनी प्रभावी है।

जांच का अंतिम निष्कर्ष यह तय करेगा कि उपलब्ध चेतावनियों पर कार्रवाई की जा सकती थी या नहीं और यदि कार्रवाई जरूरी थी, तो व्यवस्था में चूक आखिर किस स्तर पर हुई।
