India-Belgium Economic Partnership Gets Fresh Push as De Wever Flags Trade Risks

Belgian PM backs stronger ties in ports, green hydrogen and diamonds; Piyush Goyal and Devendra Fadnavis seek faster implementation of India-EU FTA opportunities
Belgian PM Bart De Wever has called for deeper India-Belgium economic cooperation in ports, green hydrogen, and diamonds while warning against protectionism and market distortion.

Mumbai: Belgium is looking to turn its expanding economic engagement with India into a pipeline of concrete projects, with Prime Minister Bart De Wever highlighting opportunities in maritime infrastructure, green hydrogen and trade while warning that rising protectionism and distorted markets could undermine global economic and geopolitical stability.

Addressing a high-level dialogue on the India-European Union Free Trade Agreement (FTA) at the Jio Convention Centre on Friday, De Wever argued that the global trading system was facing pressure from two contrasting forces—unpredictable protectionist measures and deliberate market distortions.

Without identifying any country by name, the Belgian leader appeared to criticise US President Donald Trump’s tariff policies, referring to governments that repeatedly change trade restrictions with little predictability. His remarks drew laughter and applause from the audience.

De Wever said businesses cannot operate effectively when tariffs and market-access rules are repeatedly altered.

He described such measures as part of a broader power struggle rather than decisions based purely on economic considerations.

He also pointed to a different challenge, referring to countries that, in his view, systematically manipulate markets in ways that can leave trading partners economically vulnerable.

Such practices, he warned, can create dependency and ultimately pose risks beyond commerce.

The Belgian prime minister said protectionism and unfair competition were placing pressure not only on economies but also on geopolitical stability, making resilient and rules-based economic partnerships increasingly important.

Against that backdrop, De Wever signalled that Belgium intends to deepen its commercial engagement with India.

He announced that the Port of Antwerp-Bruges plans to send a large delegation to India in February next year, bringing together businesses and representatives from the port’s terminals, logistics, chemical and energy sectors.

The proposed visit is intended to move discussions beyond broad expressions of interest and towards actual projects.

De Wever said the Belgian delegation would aim to reach agreements on what the two sides could undertake together.

Maritime services emerged as one of the most promising areas.

De Wever welcomed the opening of maritime services and dredging under the India-EU FTA, arguing that the move could create substantial opportunities for Belgian companies with expertise in port development and infrastructure.

Belgian firms, he noted, have experience in deepening ports internationally and have already worked in India.

He called for that existing expertise to be used as the foundation for a new phase of cooperation.

Energy could provide another major pillar of the partnership.

De Wever identified green hydrogen as an area where the priorities of the two countries could complement each other, with India seeking to expand production and Belgium positioning itself as an importer of green molecules for the north-west European market.

The diamond industry provided a separate avenue for cooperation. Union Commerce Minister Piyush Goyal proposed that India and Belgium explore joint work in lab-grown diamonds, particularly in technology and certification.

Goyal suggested linking Antwerp’s position as a major international diamond centre with the capabilities concentrated in Mumbai and Surat, which form key parts of India’s diamond-processing and trading ecosystem.

Using the industry as a metaphor for the wider relationship, Goyal said the two countries could create something of global value by combining their respective strengths at a time when the international environment remains under pressure.

Maharashtra Chief Minister Devendra Fadnavis also pressed for a faster transition from agreements to implementation.

He said Maharashtra was prepared to serve as a model state for translating the India-EU FTA into projects involving Belgium.

Fadnavis pointed to the natural commercial connection between Antwerp and Maharashtra through the diamond trade but argued that the relationship should expand well beyond the sector.

He proposed that Belgium and Maharashtra identify projects that could be taken up quickly, adding that the state government would assign a dedicated team to work with Belgian counterparts once projects are identified.

De Wever’s visit to Mumbai also included a stop at the Bharat Diamond Bourse before the high-level dialogue.

His visit marked the first time a foreign prime minister had visited the facility and underscored the longstanding importance of diamonds to India-Belgium commercial relations.

The interaction at the Bourse provided another opportunity to strengthen business links between the two countries, even as the broader discussions signalled an attempt to diversify bilateral economic cooperation into infrastructure, energy, technology and other emerging areas.

The message from the discussions was clear: both sides want the India-EU FTA to translate into tangible commercial activity.

For Belgium, India offers opportunities across a rapidly expanding economy, while Indian stakeholders are looking to Belgian expertise and European market access to accelerate new partnerships.

बेल्जियम के प्रधानमंत्री बार्ट डी वेवर ने शुक्रवार को समुद्री बुनियादी ढांचे, ग्रीन हाइड्रोजन और हीरा उद्योग में साझेदारी की संभावनाओं को रेखांकित किया।

साथ ही उन्होंने दुनिया में बढ़ते संरक्षणवाद और बाजारों में जानबूझकर पैदा की जा रही विकृतियों को आर्थिक और भू-राजनीतिक स्थिरता के लिए गंभीर चुनौती बताया।

मुंबई के जियो कन्वेंशन सेंटर में भारत-यूरोपीय संघ मुक्त व्यापार समझौते (FTA) पर आयोजित उच्चस्तरीय संवाद में बोलते हुए डी वेवर ने वैश्विक व्यापार व्यवस्था में बढ़ती अनिश्चितता पर चिंता जताई।

उन्होंने किसी देश का नाम लिए बिना उन सरकारों पर निशाना साधा जो कभी व्यापार बाधाएं बढ़ाती हैं और फिर अचानक उन्हें वापस ले लेती हैं।

उनके इस बयान को अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप की अप्रत्याशित टैरिफ नीतियों की ओर संकेत के तौर पर देखा गया। इस टिप्पणी पर कार्यक्रम में मौजूद लोगों ने तालियां बजाईं और प्रतिक्रिया दी।

बेल्जियम के प्रधानमंत्री ने कहा कि व्यापारिक नियमों में बार-बार होने वाले अचानक बदलावों से कारोबारी माहौल प्रभावित होता है।

उनके अनुसार, कई बार ऐसे फैसले आर्थिक तर्क के बजाय व्यापक शक्ति संघर्ष का हिस्सा दिखाई देते हैं।

डी वेवर ने चीन की ओर संकेत करते हुए बाजारों को व्यवस्थित तरीके से प्रभावित करने वाली दूसरी तरह की आर्थिक रणनीति की भी आलोचना की।

उनका कहना था कि इस तरह की व्यवस्था व्यापारिक साझेदारों को नुकसान पहुंचाने के साथ उन्हें आर्थिक रूप से निर्भर बनाने की स्थिति पैदा कर सकती है।

उन्होंने संरक्षणवादी नीतियों और अनुचित प्रतिस्पर्धा को वैश्विक अर्थव्यवस्था के साथ-साथ भू-राजनीतिक स्थिरता के लिए भी दबाव का कारण बताया।

ऐसे माहौल में भारत और बेल्जियम के बीच स्थिर तथा दीर्घकालिक आर्थिक साझेदारी को उन्होंने महत्वपूर्ण बताया।

इसी संदर्भ में डी वेवर ने भारत के साथ बेल्जियम के कारोबारी जुड़ाव को अगले स्तर तक ले जाने की योजना सामने रखी।

उन्होंने बताया कि पोर्ट ऑफ एंटवर्प-ब्रुग्स अगले साल फरवरी में भारत के लिए एक बड़ा प्रतिनिधिमंडल भेजेगा, जिसमें टर्मिनल, लॉजिस्टिक्स, रसायन और ऊर्जा क्षेत्रों से जुड़े कारोबारी प्रतिनिधि शामिल होंगे।

इस प्रस्तावित दौरे का उद्देश्य केवल संभावनाओं पर बातचीत करना नहीं बल्कि परियोजनाओं को अंतिम रूप देना होगा।

डी वेवर ने कहा कि बेल्जियम का प्रतिनिधिमंडल भारत आएगा तो यह तय करने के लिए कि दोनों देश वास्तव में मिलकर क्या कर सकते हैं।

समुद्री क्षेत्र को उन्होंने दोनों देशों के बीच सहयोग के अहम संभावित क्षेत्रों में रखा।

भारत-ईयू एफटीए के तहत समुद्री सेवाओं और ड्रेजिंग के लिए अवसर खुलने का स्वागत करते हुए उन्होंने कहा कि इससे बेल्जियम की विशेषज्ञ कंपनियों के लिए भारत में नए अवसर पैदा हो सकते हैं।

बेल्जियम की कंपनियों के पास दुनिया के कई हिस्सों में बंदरगाहों को गहरा करने और समुद्री बुनियादी ढांचे के विकास का अनुभव है।

डी वेवर ने कहा कि भारत में पहले से मौजूद अनुभव को आधार बनाकर दोनों देश इस क्षेत्र में आगे बढ़ सकते हैं।

ऊर्जा क्षेत्र में ग्रीन हाइड्रोजन को भी उन्होंने संभावनाओं वाला क्षेत्र बताया। भारत उत्पादन बढ़ाने की महत्वाकांक्षी योजना पर काम कर रहा है, जबकि बेल्जियम उत्तर-पश्चिमी यूरोप के लिए ग्रीन मॉलिक्यूल्स का बड़ा आयातक बनने की दिशा में आगे बढ़ना चाहता है।

दोनों देशों की प्राथमिकताओं के बीच इस क्षेत्र में स्वाभाविक तालमेल की संभावना है।

हीरा कारोबार ने भी बातचीत में प्रमुख स्थान बनाया। केंद्रीय वाणिज्य मंत्री पियूष गोयल ने भारत और बेल्जियम के बीच लैब-ग्रोउन डायमंड क्षेत्र में संयुक्त काम की संभावना उठाई।

उन्होंने विशेष रूप से तकनीक और प्रमाणन के क्षेत्र में सहयोग बढ़ाने का सुझाव दिया।

गोयल ने इस पहल के लिए एंटवर्प, मुंबई और सूरत को जोड़ने की बात कही। एंटवर्प दुनिया के प्रमुख हीरा कारोबार केंद्रों में शामिल है, जबकि मुंबई और सूरत भारत के हीरा प्रसंस्करण और व्यापार के प्रमुख केंद्र हैं।

गोयल ने हीरे को भारत-बेल्जियम साझेदारी का प्रतीक बनाते हुए कहा कि दबाव के दौर में भी दोनों देश मिलकर ऐसा सहयोग तैयार कर सकते हैं, जिसका लाभ केवल दोनों देशों या यूरोप तक सीमित न रहे बल्कि दुनिया को मिले।

महाराष्ट्र के मुख्यमंत्री देवेंद्र फडणवीस ने भी व्यापार समझौतों को जमीन पर उतारने की गति बढ़ाने की जरूरत बताई।

उन्होंने कहा कि महाराष्ट्र भारत-ईयू एफटीए के तहत बेल्जियम के साथ होने वाली परियोजनाओं को लागू करने के लिए अग्रणी भूमिका निभाने को तैयार है।

फडणवीस ने एंटवर्प और महाराष्ट्र के बीच हीरा कारोबार के संबंध का उल्लेख करते हुए कहा कि दोनों पक्षों को सहयोग का दायरा केवल हीरों तक सीमित नहीं रखना चाहिए।

उन्होंने प्रस्ताव दिया कि बेल्जियम के साथ जिन परियोजनाओं की पहचान हो, उन्हें तेजी से आगे बढ़ाया जाए।

महाराष्ट्र सरकार ऐसी परियोजनाओं के लिए विशेष टीम उपलब्ध कराने और बेल्जियम के साथ मिलकर उनके क्रियान्वयन में सहयोग करने को तैयार है।

भारत यात्रा के दौरान डी वेवर ने उच्चस्तरीय संवाद से पहले भारत के प्रमुख हीरा व्यापार केंद्रों में से एक भारत डायमंड बोर्स का दौरा भी किया। वह इस परिसर का दौरा करने वाले पहले विदेशी प्रधानमंत्री बने।

भारत डायमंड बोर्स में उनकी मौजूदगी ने भारत और बेल्जियम के लंबे समय से चले आ रहे हीरा व्यापार संबंधों को नया प्रतीकात्मक महत्व दिया।

हालांकि, शुक्रवार की व्यापक आर्थिक चर्चा से यह भी संकेत मिला कि दोनों देश भविष्य में हीरों से आगे बढ़कर बंदरगाह, ऊर्जा, प्रौद्योगिकी और अन्य उभरते क्षेत्रों में साझेदारी बढ़ाना चाहते हैं।

पूरी बातचीत का व्यापक संदेश यह रहा कि भारत-ईयू एफटीए को केवल एक व्यापार समझौते के रूप में नहीं बल्कि वास्तविक निवेश और परियोजनाओं के माध्यम में बदला जाए।

भारत जहां बेल्जियम की तकनीकी और औद्योगिक विशेषज्ञता से लाभ उठा सकता है, वहीं बेल्जियम के लिए भारत का विशाल बाजार और यूरोपीय व्यापार अवसर नए सहयोग का आधार बन सकते हैं।
