India, Belgium Weigh New Joint Mechanism to Tackle Terror Threats
Modi and Bart De Wever back closer security coordination as New Delhi and Brussels seek stronger action against terror networks, safe havens and funding
New Delhi: India and Belgium are looking to give their counter-terrorism partnership a more structured form, with Prime Minister Narendra Modi and Belgian Prime Minister Bart De Wever discussing the possibility of creating a dedicated bilateral working group to deal with emerging security threats.
The proposed mechanism would bring the two countries closer on counter-terrorism matters at a time when both sides are pushing for stronger international coordination against terrorist organisations and the networks that support them.
During their talks, the two leaders took a firm position that terrorism cannot be legitimised under any circumstances.
They also stressed that those responsible for attacks must face consequences in accordance with international law.
A major element of the discussion was the need to disrupt the wider ecosystem that enables terrorist activity.
This includes dismantling terrorist networks, denying them safe havens and choking off sources of financial support.
India and Belgium also called for greater use of multilateral institutions in the fight against terrorism.
Cooperation through the United Nations and the Financial Action Task Force was highlighted as an important avenue for tackling terrorist financing and strengthening international measures.
The leaders further backed coordinated action against terrorist individuals and organisations covered by international sanctions, including those listed under the UN Security Council’s 1267 sanctions framework.
The proposed Belgium-India Joint Working Group on Counter-Terrorism is intended to strengthen cooperation between the two countries as the nature of terrorist threats changes.
The two sides said they would explore the establishment of the group as part of efforts to make bilateral counter-terrorism cooperation more effective.
The discussions carried particular significance in view of the 2025 terrorist attack in Pahalgam, Jammu and Kashmir, which claimed 26 lives. De Wever conveyed Belgium’s solidarity with India and condemned the attack, including the threat posed by cross-border terrorism.
The Belgian prime minister’s position marked an important part of his first visit to India since assuming office in February 2025.
His September 2-4 visit provided an opportunity for the two governments to examine both security cooperation and broader areas of their bilateral relationship.
The counter-terrorism conversation took place alongside a much wider review of India-Belgium ties.
Modi and De Wever met at Hyderabad House in New Delhi on Thursday, where they discussed cooperation across strategic, economic and technological sectors.
Defence, trade and investment featured prominently in the broader agenda.
The two sides also identified semiconductors, fintech and critical minerals as areas with potential for deeper cooperation.
The relationship is also being widened beyond government-to-government engagement. Innovation, academic links, research collaboration and stronger people-to-people contacts were among the areas discussed by the two leaders.
Regional and international developments of common interest were also considered during the meeting.
According to the Ministry of External Affairs, both sides reaffirmed their intention to build on the close and multifaceted relationship between India and Belgium.
The proposed security mechanism therefore forms part of a wider effort to expand the partnership, with counter-terrorism emerging as one of the areas where New Delhi and Brussels see scope for more sustained institutional cooperation.

नई दिल्ली: आतंकवाद से जुड़े बदलते खतरों के बीच भारत और बेल्जियम अपने सुरक्षा सहयोग को नया संस्थागत स्वरूप देने की तैयारी में हैं।
प्रधानमंत्री नरेंद्र मोदी और बेल्जियम के प्रधानमंत्री बार्ट डी वेवर ने दोनों देशों के बीच आतंकवाद निरोधक संयुक्त कार्य समूह स्थापित करने की संभावना पर चर्चा की है।
प्रस्तावित व्यवस्था का मकसद केवल किसी एक घटना पर प्रतिक्रिया देना नहीं, बल्कि आतंकवाद से जुड़े व्यापक सुरक्षा खतरों पर दोनों देशों के बीच नियमित और बेहतर समन्वय विकसित करना है।
इस दिशा में भारत और बेल्जियम ने भविष्य की चुनौतियों से मिलकर निपटने की आवश्यकता रेखांकित की।
बातचीत में दोनों नेताओं ने आतंकवाद के प्रति स्पष्ट और कठोर रुख अपनाया। उनका कहना था कि किसी भी स्वरूप में की गई आतंकी हिंसा को सही नहीं ठहराया जा सकता और हमलों के जिम्मेदार लोगों को अंतरराष्ट्रीय कानून के तहत जवाबदेह बनाया जाना चाहिए।
दोनों देशों ने यह भी माना कि आतंकवाद से मुकाबला केवल आतंकियों को निशाना बनाने तक सीमित नहीं रह सकता। उनके नेटवर्क, पनाहगाह और आर्थिक स्रोतों को खत्म करना भी समान रूप से जरूरी है।
आतंकवादी गतिविधियों के वित्तीय आधार को कमजोर करने के लिए अंतरराष्ट्रीय संस्थाओं के माध्यम से सहयोग बढ़ाने पर विशेष बल दिया गया। संयुक्त राष्ट्र और फाइनेंशियल एक्शन टास्क फोर्स (FATF) जैसे मंच इस प्रयास में महत्वपूर्ण भूमिका निभा सकते हैं।
भारत और बेल्जियम ने अंतरराष्ट्रीय प्रतिबंध व्यवस्था को भी अधिक प्रभावी बनाने की आवश्यकता जताई।
संयुक्त राष्ट्र सुरक्षा परिषद की 1267 प्रतिबंध सूची में शामिल आतंकवादी संगठनों और इकाइयों के खिलाफ सामूहिक कार्रवाई को दोनों पक्षों ने जरूरी बताया।
इसी पृष्ठभूमि में प्रस्तावित बेल्जियम-इंडिया ज्वाइंट वर्किंग ग्रुप ऑन काउंटर-टेररिज्म को दोनों देशों के बीच सुरक्षा सहयोग को मजबूत करने के संभावित माध्यम के रूप में देखा जा रहा है।
दोनों सरकारें इस व्यवस्था की स्थापना के तौर-तरीकों पर आगे विचार करेंगी।
वार्ता में 2025 के पहलगाम आतंकी हमले का भी संदर्भ आया। जम्मू-कश्मीर में हुए इस हमले में 26 लोगों की जान गई थी।
बेल्जियम के प्रधानमंत्री डी वेवर ने भारत के साथ एकजुटता जताते हुए हमले की निंदा की और सीमा पार आतंकवाद समेत आतंकवाद के खतरे के खिलाफ समर्थन व्यक्त किया।
भारत दौरे पर आए डी वेवर के लिए यह यात्रा खास महत्व रखती है। फरवरी 2025 में बेल्जियम के प्रधानमंत्री का पद संभालने के बाद सितंबर 2 से 4 तक की यह उनकी पहली भारत यात्रा थी।
आतंकवाद के मुद्दे के अलावा दोनों प्रधानमंत्रियों के बीच व्यापक द्विपक्षीय संबंधों की भी समीक्षा हुई। गुरुवार को नई दिल्ली स्थित हैदराबाद हाउस में हुई बैठक में दोनों देशों के बीच सहयोग के कई क्षेत्रों पर बातचीत हुई।
रक्षा क्षेत्र के साथ व्यापार और निवेश को संबंधों के महत्वपूर्ण हिस्से के रूप में देखा गया।
इसके अलावा सेमीकंडक्टर, फिनटेक और महत्वपूर्ण खनिज जैसे रणनीतिक क्षेत्रों में साझेदारी बढ़ाने के अवसरों पर भी विचार हुआ।
दोनों देशों ने सहयोग का दायरा तकनीकी और आर्थिक क्षेत्रों से आगे बढ़ाने की भी इच्छा जताई।
नवाचार, शैक्षणिक संस्थानों के बीच सहयोग, अनुसंधान और लोगों के बीच संपर्क बढ़ाने के मुद्दे भी वार्ता का हिस्सा रहे।
बैठक के दौरान क्षेत्रीय और वैश्विक परिस्थितियों पर भी दोनों नेताओं ने अपने विचार साझा किए।
विदेश मंत्रालय के अनुसार, मोदी और डी वेवर ने भारत-बेल्जियम के करीबी और बहुआयामी संबंधों को आने वाले समय में और मजबूत बनाने की प्रतिबद्धता दोहराई।
इस तरह आतंकवाद निरोधक संयुक्त कार्य समूह का प्रस्ताव भारत-बेल्जियम संबंधों के व्यापक विस्तार के बीच सामने आया है।
यदि यह तंत्र स्थापित होता है, तो बदलते आतंकी खतरों से निपटने के लिए दोनों देशों के बीच सुरक्षा सहयोग को अधिक नियमित और संगठित आधार मिल सकता है।
